This adjustment applies to COLAs made after the enactment of this Act and to annuities starting before, on, or after that date, ensuring retirees receive adequate support to keep pace with inflation.

The "Continued Rapid Ohia Death Response Act of 2025" aims to combat the spread of Rapid Ohia Death, a disease affecting Ohia trees in Hawaii, through collaborative efforts between the Department of Interior, the Department of Agriculture, and the State of Hawaii. It directs continued research into the disease's spread, management of ungulates in affected areas, and financial aid for prevention and restoration efforts. The Act also provides support to the Institute of Pacific Islands Forestry for ongoing research.

The Amtrak Executive Bonus Disclosure Act requires Amtrak to post its reports to Congress on its public website. It also mandates the disclosure of annual base pay and bonus compensation for Amtrak's executive leadership, including the standards used to determine bonuses.

The Wildland Firefighter Paycheck Protection Act of 2025 establishes special base rates of pay for federal wildland firefighters, increasing their salaries based on their General Schedule grade. It also provides incident response premium pay for firefighters deployed to qualifying incidents and allows for rest and recuperation leave following deployments. The bill enables the transfer of funds between the Forest Service and the Department of Interior to ensure the continuation of salary increases.

The "DRAIN THE SWAMP Act" mandates the relocation of at least 30% of Executive agency headquarters employees out of the Washington, D.C., area, adjusting their pay to the new locality and eliminating full-time telework. It also requires agencies to reduce their headquarters office space by at least 30% and to include detailed employee location and telework data in budget submissions to Congress. This act takes precedence over any conflicting laws or agreements, and prevents lawsuits challenging actions taken under it.

The "Sea Turtle Rescue Assistance and Rehabilitation Act of 2025" amends the Marine Mammal Protection Act of 1972, enabling the Secretary of Commerce and the Director of the U.S. Fish and Wildlife Service to award grants for sea turtle rescue and rehabilitation efforts. It establishes the Sea Turtle Rescue, Rehabilitation, and Rapid Response Fund to provide emergency assistance and adds "marine mammal rescue and response" to the list of activities the Secretary can carry out. This act aims to bolster sea turtle conservation through financial support and expanded response capabilities. The grant-awarding authority will expire 7 years after the enactment of the act.

This bill renames the Department of Veterans Affairs medical center in Dallas, Texas, to the "Eddie Bernice Johnson VA Medical Center" in honor of Congresswoman Johnson's service to veterans, including her time as a Chief Psychiatric Nurse at the Dallas VA and her 30 years in Congress advocating for veterans' issues.
