It establishes Centers of Excellence for research on the public health effects of these events and directs the Administrator to conduct further research and develop interventions. It also authorizes the expansion of the Navajo-Gallup Water Supply Project to include communities within the Rio San Jos Basin.

The "Making National Parks Safer Act" requires the Secretary of the Interior to assess and report on the status of Next Generation 911 systems in National Park System units' emergency communication centers. It directs the Secretary to develop a plan, in consultation with state, local, and federal stakeholders, to install and maintain Next Generation 911 systems in these units to improve emergency response capabilities, ensuring interoperability with other systems. A plan is not required for units where the superintendent determines sufficient Next Generation 911 systems have already been installed or are being installed.

The "Navajo-Gallup Water Supply Project Amendments Act of 2025" amends the Northwestern New Mexico Rural Water Projects Act to improve the Navajo-Gallup Water Supply Project. These improvements include expanding the project's service area, modifying land acquisition processes, directing the Secretary to take land into trust for the Navajo Nation, and increasing authorized appropriations for the project. The act also modifies terms for water delivery and use, establishes and modifies several trust funds related to water rights and project maintenance for the Navajo Nation and the Jicarilla Apache Nation, and allows the Navajo Nation to supply non-Project water to its communities in Utah under specific conditions.

The Stop Illegal Reentry Act amends the Immigration and Nationality Act to increase the criminal penalties for previously removed aliens who reenter or attempt to reenter the United States. Additionally, it allocates funding for water and wastewater facilities for the Blackfeet Tribe.

The "Beat Bad Bureaucrats Act" shields Social Security benefits from garnishment when an individual's identity is stolen and used to obtain certain Small Business Administration (SBA) loans. This protection applies to loans obtained under specific sections of the Small Business Act, particularly those related to COVID-19 relief, ensuring that identity theft victims are not penalized by having their Social Security benefits reduced to repay fraudulently obtained loans. The SBA Administrator is required to update regulations within 30 days to include instructions on reporting identity theft. This protection is contingent upon the individual reporting the identity theft to the Administrator through the procedure on the Small Business Administration's website.
