The "Stopping Overdoses of Fentanyl Analogues Act" amends the Controlled Substances Act to classify fentanyl-related substances as Schedule I drugs, making them subject to the same penalties as specific fentanyl analogues. This classification applies to substances structurally related to fentanyl through defined chemical modifications, without needing further proof of their analogue status. The Act aims to combat the opioid crisis by more strictly regulating fentanyl-related substances.

The "Marc Fischer Memorial Act" aims to combat the flow of synthetic drugs, particularly fentanyl, into Federal prisons through the mail. It mandates the Director of the Bureau of Prisons to develop and implement a strategy to equip all Federal correctional facilities with the technology and processes needed to scan mail, protect staff and inmates, and ensure timely delivery of mail copies while maintaining legal mail privileges. The strategy includes assessing current practices, identifying necessary resources, and providing a budgetary proposal for implementation, with ongoing reporting to Congress on its effectiveness.

The "Transition-to-Success Mentoring Act" establishes a grant program to fund school-based mentoring initiatives that support students transitioning from middle school to high school. These programs will assign success coaches to students to help them create personalized plans for academic and personal growth, connect them with resources, and ensure a successful transition. The bill prioritizes programs serving high-need students and requires regular reporting on student outcomes and program effectiveness.

The "10 Percent Credit Card Interest Rate Cap Act" caps credit card interest rates at 10 percent, encompassing all finance charges, while restricting non-finance charge fees to prevent circumvention. Violators forfeit interest, and consumers can recover overpayments through lawsuits. States can enact stricter consumer protections, and the cap expires on January 1, 2031.

The "Medicaid Program Improvement Act" requires states to verify Medicaid enrollees' address information regularly through reliable data sources starting January 1, 2026. It also mandates that managed care entities share address information received from or verified with enrollees to the state. This aims to improve the reliability of address information within the Medicaid program.

The AIM HIGH Act directs the Secretary of the Air Force to establish a Technical Training Center of Excellence. This center will foster collaboration among Air Force technical training sites, serve as a premier training location for maintainers, and set standards for innovation. It will also connect with industry and academia to advance aviation technology and training.

The CONSTRUCTS Act of 2025 aims to expand training and education opportunities for careers in residential construction by awarding competitive grants to junior and community colleges, as well as area career and technical education schools. These grants will support the creation or expansion of training programs, with a focus on serving rural areas and underserved populations, and will encourage partnerships with local construction businesses. The "Farm Credit Administration Independent Authority Act" affirms the Farm Credit Administration (FCA) as the sole regulator of the Farm Credit System. It requires Farm Credit System lenders to collect and report demographic data from small farmer loan applicants and borrowers, with the FCA responsible for publishing this data while protecting personal information. The Act prioritizes flexibility and speed in deploying resources, allowing the Secretary to waive certain requirements to expedite the use of funds while ensuring compliance with fair housing, labor, and environmental standards.

The "DHS Cybersecurity On-the-Job Training Program Act" establishes a voluntary program within the Department of Homeland Security to train current employees for cybersecurity roles. The program includes curriculum development, criteria for participation, and annual reporting to Congress. It aims to address cybersecurity vacancies within DHS by providing training and encouraging employee participation through various support mechanisms and policies.

The Small Business Regulatory Reduction Act aims to reduce the financial burden of federal regulations on small businesses. Starting in 2026, the Small Business Administration's rulemaking costs to small businesses will be capped at $0. The Administrator of the Small Business Administration must submit annual reports to Congress identifying all federal rules impacting small businesses. This act will be implemented without authorizing any additional funding.

The "Critical Water Resources Prioritization Act of 2025" amends the Endangered Species Act to allow exemptions for water management agencies to meet critical human water needs, such as drinking water and emergency services, if certain conditions are met. These conditions include implementing water conservation measures, exploring alternative water sources, and minimizing impacts on affected species. The Secretary of Interior can grant exemptions for up to 180 days, with possible renewals, and must report annually to Congress on all exemptions and their impacts. This act aims to balance essential human water needs with the protection of endangered species.

The "PLCAA Federal Jurisdiction Act" allows firearm manufacturers, sellers, or trade associations to move civil lawsuits from state court to federal court if they believe the suit qualifies as a "qualified civil liability action." The federal court will then determine if the case meets this definition and can dismiss the case if it does.

The "Direct Property Acquisitions Act" establishes a pilot program allowing certain local governments to directly apply to FEMA for assistance with property acquisition, demolition, or relocation projects related to hazard mitigation. FEMA will select a limited number of "covered communities" based on specific criteria and will report annually to Congress on the program's effectiveness.
