The FARMLAND Act of 2025 aims to protect U.S. agriculture and national security by modernizing and enforcing laws against malign foreign investments in U.S. agricultural land and businesses, particularly from countries of concern. It increases penalties for non-compliance with reporting requirements, mandates detailed reports on foreign land ownership and potential threats, and enhances the Committee on Foreign Investment in the United States (CFIUS) authority to review real estate transactions involving foreign entities. The act also directs the creation of a comprehensive database of foreign-owned agricultural land and prohibits foreign individuals/entities from participating in Farm Service Agency programs. Finally, the act authorizes appropriations for secure workspace construction, database development, and other activities related to enforcing the act.

This bill amends Title XVIII of the Social Security Act to eliminate in-person requirements for Medicare beneficiaries receiving mental health services through telehealth. It removes geographic restrictions for telehealth services related to substance use disorders and mental health disorders. Additionally, it allows rural health clinics and federally qualified health centers to continue providing mental health services via telehealth without time restrictions.

The "Protecting Rural Seniors’ Access to Care Act" prohibits the Department of Health and Human Services from implementing or enforcing minimum staffing standards for long-term care facilities. It also establishes an advisory panel to assess and provide recommendations on strengthening the nursing home workforce, particularly in rural and underserved areas, and to address workforce shortages. The panel will be composed of 17 members and will submit regular reports to the Secretary and relevant committees.

The Forest Service Accountability Act mandates that the President, with Senate approval, appoint the Chief of the Forest Service, choosing someone with expertise in forest and natural resources management. The Senate Committees on Agriculture, Nutrition, and Forestry, and Energy and Natural Resources will jointly review the nomination. Within 30 days of the Act's enactment, the President must submit a nomination for the Chief of the Forest Service to the Senate.

The Climate Agricultural Conservation Practices Act requires the USDA to evaluate and update conservation practice standards, including consideration of climate benefits such as greenhouse gas emission reductions, carbon sequestration, and adaptation to weather volatility. These standards must be reviewed within five years of the Act's enactment. The goal is to promote climate-friendly agricultural practices through existing conservation programs.

The Bureau of Land Management Mineral Spacing Act modifies permitting requirements for oil and gas leases under the Mineral Leasing Act when the federal government owns a minority of the mineral rights in a drilling unit or when wells on non-federal land access federal mineral estates. It limits the Secretary of the Interior's authority to require permits to drill, bonds, land access, mitigation, or surface reclamation approvals in certain situations. The Act requires lessees to notify the Secretary of the Interior when submitting state drilling permits and provide access agreements for inspections. This act does not apply to Indian lands and does not affect royalty payments.

The Sustainable Vessel Fuel Act amends the Internal Revenue Code to extend the clean fuel production credit to include sustainable vessel fuel. Sustainable vessel fuel is defined as liquid fuel, not derived from palm fatty acid distillates or petroleum, that has a zero emissions rate and meets certain standards for use in commercial vessels or ferries. These amendments apply to fuel produced after December 31, 2025, and terminate after December 31, 2027.

The "Securing Access to Care for Seniors in Critical Condition Act of 2025" amends the Social Security Act to change Medicare payment rules for long-term care hospitals. Beginning October 1, 2026, hospitals will not be subject to site-neutral payment rules for patients discharged under specific high-severity diagnosis groups. This adjustment aims to ensure adequate financial support for hospitals treating the most critical patients.

The "No DeepSeek on Government Devices Act" bans the use of the DeepSeek application and related services from High Flyer on government devices. It directs the Office of Management and Budget to establish standards for removing DeepSeek from executive agencies' IT systems within 60 days, with limited exceptions for law enforcement, national security, and security research purposes, each requiring documented risk mitigation.

This bill aims to enhance security along the southern border by constructing roads, increasing access for U.S. Customs and Border Protection, and allowing temporary placement of structures by border states. It also seeks to mitigate environmental damage on federal lands caused by illegal activities through initiatives focused on reducing trash, preventing wildfires, and remediating contamination. Additionally, the bill restricts housing options for non-citizens who have not been formally admitted into the country by preventing the use of federal funds to house these individuals on federally managed lands.

The GUARD Act amends the Child Abuse Prevention and Treatment Act to protect the rights of parents or guardians to oppose gender identity affirmation interventions for minors whose gender identity is inconsistent with their biological sex. States that discriminate against these parents or guardians will not receive federal funding. Parents or guardians who experience discrimination can sue the Department of Health and Human Services to stop funding to the state.

The "Freedom to Invest in Tomorrow's Workforce Act" amends Section 529 of the Internal Revenue Code to allow the use of 529 education savings accounts for expenses related to postsecondary credential programs. These programs include workforce training, professional certifications, and licenses. This change expands the definition of qualified higher education expenses to include tuition, fees, books, supplies, equipment, and testing fees associated with recognized postsecondary credentials. The bill aims to make workforce training and professional certifications more accessible and affordable.

The GRACE Act eliminates the Office of Enforcement within the Department of Education. This change is directed by the Secretary of Education through the chief operating officer for Federal Student Aid.

This bill amends the Federal Food, Drug, and Cosmetic Act to increase transparency in generic drug applications. It requires the Secretary of Health and Human Services to inform potential generic drug applicants whether their drug is qualitatively and quantitatively the same as the original, and to disclose the reasons for any differences. The bill also sets guidelines for determining sameness and prevents the Secretary from changing a determination of sameness unless there are safety or effectiveness concerns, or an error has been identified. These changes will take effect immediately upon enactment.

The "Restoring the VA Home Loan Program in Perpetuity Act of 2025" limits the Department of Veterans Affairs Servicer Purchaser Program to a maximum of 250 loans per fiscal year. It also mandates the Secretary of Veterans Affairs to submit a report outlining the plan to sell loans acquired on or after May 31, 2024, to non-government entities. This aims to ensure the VA Home Loan Program remains sustainable.

The "Protecting Our Guests During Hostilities in Ukraine Act" establishes a "Ukrainian guest status" for individuals paroled into the U.S. under the Uniting for Ukraine program, allowing them to work in the U.S. This status begins from their initial parole date and expires 120 days after the Secretary of State determines it is safe for civilians to return to Ukraine, but can be revoked by Homeland Security if the individual poses a security risk.

The "Employer Participation in Repayment Act" permanently extends the tax exclusion for employer-provided student loan repayment assistance. This allows employers to contribute to their employees' student loan debt without the contribution being considered taxable income for the employee. This provision was previously set to expire in 2026, but this bill makes the exclusion permanent for payments made after the enactment of this law.

The "Keeping Our Field Offices Open Act" prevents the Social Security Administration (SSA) from closing or consolidating field offices, hearing offices, and resident stations, ensuring continued access to services. It requires the SSA Commissioner to justify any planned closures to Congress with detailed analysis and cost-benefit assessments, considering the impact on vulnerable populations. The bill mandates public notice, hearings, and a final report to Congress before any changes, allowing appeals and maintaining the number of offices at or above the January 20, 2025 level, excluding temporary emergency closures.

The "Apprenticeship Opportunity Act" encourages participation in apprenticeship programs by requiring states to disregard income earned during the first year of a registered apprenticeship when determining eligibility for Temporary Assistance for Needy Families (TANF). States that do not comply will face a reduction in their TANF grants. This aims to make apprenticeships more accessible for individuals and families relying on TANF.

The EARLY Minds Act amends the Public Health Service Act to prioritize early intervention for youth mental health. States can use up to 5% of federal mental health funds for evidence-based prevention programs for children and adolescents, regardless of diagnosis. The Secretary must report to Congress on the implementation and outcomes of these programs, focusing on access to care and reduced mental illness severity.
