This action must be completed within 60 days of the Act's enactment. The Act explicitly prohibits any judicial review of this reissuance.

The "Innovative Therapies Centers of Excellence Act of 2025" directs the Department of Veterans Affairs to establish at least five geographically distributed centers of excellence focused on researching and providing innovative therapies for conditions such as PTSD, depression, and substance use disorder, utilizing treatments like Ketamine and Psilocybin. The "Safeguarding American Food and Export Trade Yields Act of 2025" aims to protect the use of common names for American agricultural products in foreign markets. It directs the Secretary to negotiate agreements that safeguard the ability of U.S. producers to use these names, like "American" or "Pilsener" when exporting their goods. The Act requires regular briefings to Congress on the progress of these negotiations, ensuring transparency and focus on preserving market access for American goods.

The Military Installation Retail Security Act of 2025 prohibits the Department of Defense from entering into or renewing long-term concession agreements with retailers controlled by countries that pose a national security risk, with a waiver option if essential goods or services are not otherwise available. This adjustment is intended to increase the supply of eggs available for processing, thereby lowering costs for consumers.

The "Innovative FEED Act of 2025" amends the Federal Food, Drug, and Cosmetic Act to regulate zootechnical animal food substances—additives that affect digestion or gut health, but are not intended to treat animal diseases. It classifies these substances as food additives, requiring FDA approval based on safety and intended effect, with specific labeling requirements. The FDA retains authority over approval and can reject substances that do not achieve their intended effect. This act does not authorize the Secretary of Health and Human Services to require the use of any zootechnical food substance or food additive.
