It acknowledges the organization's focus on STEM, outdoors, and entrepreneurship, and the release of the Juliette Gordon Low Commemorative Quarter. The bill also congratulates Girl Scouts who earned the Gold Award in 2024 and encourages the Girl Scouts of the United States of America to continue to champion the ambitions, nurture the creativity, and support the talents of future women leaders.

The Stop Comstock Act seeks to revise Title 18 of the U.S. Code and the Tariff Act of 1930, narrowing the scope of prohibited materials that cannot be sent through the mail or interstate commerce to only obscene materials, thus removing restrictions related to abortion and contraception. This bill aims to repeal sections of the Comstock Act, an 1873 law that criminalized the dissemination of certain materials through the mail. By amending these laws, the bill intends to clarify and limit the federal government's power to regulate the distribution of materials deemed to be obscene.

The "Rights for the Transportation Security Administration Workforce Act" mandates the transition of TSA personnel management systems to align with Title 5 of the U.S. Code, ensuring TSA employees receive similar rights and protections as other federal employees, including collective bargaining rights. The Nationally Enhancing the Well-being of Babies through Outreach and Research Now Act, or NEWBORN Act, aims to reduce infant mortality by establishing pilot programs in high-risk areas. These programs will offer outreach, education, and improved access to healthcare and social services for at-risk mothers and infants. The Act prioritizes entities serving counties with the highest infant mortality rates and those addressing key risk factors like birth defects and preterm birth. It authorizes $10 million annually from 2025-2029 for these initiatives.

The "Do No Harm Act" amends the Religious Freedom Restoration Act of 1993 to ensure religious freedom is not used to justify discrimination or harm. It clarifies that the Act does not override federal laws protecting against discrimination, ensuring equal opportunity, or safeguarding access to healthcare and other essential services. This amendment confirms that the Religious Freedom Restoration Act applies only when the government is a party in a judicial proceeding.

The Helping Emergency Responders Overcome (HERO) Act aims to support the mental health and well-being of public safety officers, healthcare providers, firefighters, and EMS personnel. It establishes a national data system to track suicide incidence among public safety officers, authorizes grants for peer-support behavioral health programs within fire departments, EMS agencies, and healthcare facilities, and directs the development of educational resources for mental health professionals and best practices for addressing PTSD in public safety officers. The Act seeks to improve access to mental health services and reduce the stigma associated with seeking help in these high-stress professions. It also ensures the confidentiality and anonymity of those seeking help.

The "Keeping Our Field Offices Open Act" prevents the Social Security Administration (SSA) from closing or consolidating field offices, hearing offices, and resident stations, ensuring continued access to services. It requires the SSA Commissioner to justify any planned closures to Congress with detailed analysis and cost-benefit assessments, considering the impact on vulnerable populations. The bill mandates public notice, hearings, and a final report to Congress before any changes, allowing appeals and maintaining the number of offices at or above the January 20, 2025 level, excluding temporary emergency closures.

The "Protecting Americans' Social Security Data Act" aims to safeguard Social Security data by restricting access for political appointees and special government employees, and by creating avenues for civil lawsuits for unauthorized data access or disclosure. The Act also authorizes the Attorney General to demand documents and information to enforce voting rights and provides grants to small jurisdictions to assist with notification requirements.

This bill, the Richard L. Trumka Protecting the Right to Organize Act of 2025, seeks to amend the National Labor Relations Act and other labor laws to strengthen protections for workers' rights to organize and collectively bargain. It aims to modernize labor regulations by clarifying definitions, addressing unfair labor practices, enhancing enforcement, and increasing transparency in labor-management relations. The "Harmful Algal Bloom Disaster Relief Act" amends the Stafford Act to include algal blooms as a condition in which disaster relief and emergency assistance can be given. This change will allow states to receive federal assistance in the event of an algal bloom.

The Safe Schools Improvement Act aims to reduce bullying and harassment in schools by requiring states to establish policies prohibiting such conduct based on various characteristics, including race, sex, religion, and disability. It mandates annual notifications, data collection on incidents, biennial evaluations of programs, and regular reports to Congress to ensure accountability and effectiveness. This act does not infringe on existing nondiscrimination laws or freedom of speech but seeks to create a safer, more inclusive learning environment for all students.

The "End Tobacco Loopholes Act" increases excise taxes on tobacco and nicotine products to create tax equity across all such products, including roll-your-own tobacco, pipe tobacco, smokeless tobacco, cigars, and nicotine used in vaping. It adjusts these tax rates for inflation starting in 2026 and imposes floor stocks taxes on existing inventories, while also providing a credit to offset these taxes. The Act sets specific effective dates for the tax changes, with a transition rule for businesses manufacturing or importing taxable nicotine.

The "Fair Grocery Pricing Act" aims to prevent anti-competitive practices in the food industry by prohibiting food producers from colluding on pricing and supply through third-party coordinators. It empowers the FTC, Attorney General, and State Attorneys General to enforce the Act, allowing for civil penalties and legal action against violators. The Act also enables individuals harmed by violations to seek damages and invalidate certain pre-dispute agreements. This law supplements existing antitrust laws and does not override stricter state or local regulations.

The "Family Building FEHB Fairness Act" amends title 5 of the United States Code to include fertility treatment benefits to federal employee health benefits. Fertility treatments include: preservation of eggs, sperm, or embryos; artificial insemination; assisted reproductive technology; genetic testing of embryos; fertility medications; gamete donation; and other related services. These changes will take effect one year after the enactment of the Act.

The "Keep Americans Safe Act" aims to regulate large capacity ammunition feeding devices by making it illegal to import, sell, manufacture, transfer, or possess magazines holding more than 15 rounds, with exceptions for law enforcement, government entities, and devices lawfully possessed before the law's enactment. It also permits the use of Byrne grants for buy-back programs of these devices and mandates that newly manufactured devices be marked with identifying information. Violators of this Act will face penalties under existing provisions of Title 18 of the U.S. Code.

The "Public Health Funding Restoration Act" aims to fully fund the Prevention and Public Health Fund at $2,000,000,000 annually beginning in 2026. This will restore investments in crucial public health programs focused on preventing diseases, injuries, and chronic conditions. By ensuring consistent funding, the act seeks to improve healthcare, quality of life, and preparedness for future health crises.

This bill redesignates the Robert E. Lee Memorial as the "Arlington House National Historic Site." It changes all references to the site in law and documentation to reflect the new name. The bill also repeals the previous resolutions that designated the site as a memorial to Robert E. Lee.

The "Access to Reproductive Care for Servicemembers Act" ensures that members of the Armed Forces and their dependents can access leave and reimbursement for travel expenses related to abortion services and assisted reproductive technology, such as in vitro fertilization, when these services are not available nearby. It protects the privacy of service members seeking such care and prohibits any adverse actions against them for utilizing these provisions. The bill aims to address barriers to reproductive healthcare created by state abortion restrictions and logistical challenges faced by military personnel.

The PAST Act of 2025 amends the Horse Protection Act to strengthen enforcement against horse soring, a cruel practice used to create an exaggerated gait. It bans action devices and weighted shoes, increases penalties for violations, and mandates the licensing and oversight of qualified inspectors, prioritizing veterinarians, to ensure fair competition and protect horses. The Act also requires the USDA to publish violation information and sets clear disqualification periods for horses found to be sore, aiming to eliminate soring in specific horse breeds.
