The Veterans Health Care Freedom Act establishes a pilot program within the Department of Veterans Affairs, allowing eligible veterans to choose their healthcare providers, including both VA and non-VA facilities. This program requires veterans to select a primary care provider to coordinate their care but allows them to choose any specialist within the covered care system. After four years, the bill makes these conditions on healthcare provider choice permanent, enabling veterans to receive care at any VA facility, regardless of their Veterans Integrated Service Network. The pilot program will be carried out using existing Veterans Health Administration funds.

The "Main Street Tax Certainty Act" amends the Internal Revenue Code of 1986 to make the deduction for qualified business income permanent. This is achieved by eliminating the expiration date for this deduction. This change provides long-term tax certainty for small businesses.

The "Protecting Individuals with Down Syndrome Act" prohibits abortions performed because of a belief or diagnosis that an unborn child has Down syndrome, and establishes criminal penalties and civil remedies for violations. This bill also requires medical professionals to ask pregnant women about any knowledge or evidence concerning the unborn child having Down syndrome and informs them of the prohibitions of abortion under this section. Additionally, the bill specifies that violations will be considered discrimination under the Rehabilitation Act, potentially resulting in a loss of federal funding.

The "Protect Funding for Women's Health Care Act" prohibits federal funds from going to Planned Parenthood Federation of America and its affiliates. It states that the funds will still be available to other eligible entities for women's health services. It does not alter existing abortion-related limitations or decrease overall federal funding for women's health initiatives.

The "Born-Alive Abortion Survivors Protection Act" ensures that infants born alive after an abortion receive the same medical care as any other newborn, mandating immediate hospital transport and requiring healthcare practitioners to report any failures to comply. Violators face fines, imprisonment, and potential prosecution for homicide or attempted homicide, while the mother of the child is protected from prosecution. The bill also allows the woman on whom the abortion was performed to file a civil action against anyone who violated the requirements if a child was born alive.

This resolution honors Mississippi's Gestational Age Act and Representative Becky Currie's role in the Supreme Court's Dobbs v. Jackson Women's Health decision, which overturned Roe v. Wade. It recognizes the decision to return the authority to regulate abortion to the states and expresses gratitude to states enacting laws to protect mothers and unborn children.

The "Recruiting Families Using Data Act of 2025" aims to improve foster care and adoption outcomes by requiring states to develop and implement "family partnership plans." These plans focus on data-driven recruitment, support, and retention of foster and adoptive families, with an emphasis on kinship placements and reducing congregate care. The Act also mandates increased data collection and reporting on foster family capacity, demographics, and challenges to better inform recruitment and support efforts at the state and federal levels.

The Offshore Energy Security Act of 2025 mandates the Department of Interior to conduct at least 20 offshore oil and gas lease sales in the Gulf of Mexico between 2026 and 2035, each offering a minimum of 74,000,000 acres. It protects existing leases from legal challenges and extends the moratorium on oil and gas leasing in the Eastern Gulf of Mexico until December 31, 2035, while newly including the South Atlantic Planning Area and the Straits of Florida Planning Area in the moratorium. The bill allows leases within moratorium areas for environmental conservation.

The "Chiropractic Medicare Coverage Modernization Act of 2025" seeks to update Medicare's chiropractic coverage to reflect modern practices. It broadens coverage to include all services that Doctors of Chiropractic are licensed to perform in their state, not just manual spinal manipulation. The Dismantle Iran's Proxy Act of 2025 redesignates Ansarallah as a foreign terrorist organization, imposing sanctions and requiring a strategy to restore freedom of navigation in key waterways. It mandates a report on obstacles to humanitarian aid in Yemen under Ansarallah's control and requires the president to determine if Abdul Malik al-Houthi, Abd al-Khaliq Badr al-Din al-Houthi, and Abdullah Yahya al-Hakim are officials, agents, or affiliates of Ansarallah.

The FIND Act prohibits federal agencies from contracting with entities that discriminate against the firearm and ammunition industries. The "Defending American Sovereignty in Global Pandemics Act" suspends U.S. funding to the World Health Organization (WHO) until any pandemic-related treaty is ratified by a two-thirds vote in the Senate. It restricts U.S. participation in international agreements under the WHO Constitution for pandemic response unless approved as a treaty by the Senate. The Act prohibits U.S. funds from being used for the WHO from the date any such agreement goes into effect until Senate approval.

Sarah's Law mandates the detention of aliens who were not inspected upon entering the U.S., had a revoked nonimmigrant visa, or violated their visa terms, and are charged with a crime resulting in death or serious bodily injury. It requires the Department of Homeland Security to inform victims and their families about the alien's identity, immigration status, criminal history, custody status, and removal efforts. The law also ensures that it does not diminish any rights crime victims have under existing laws.

The Sporting Firearms Access Act of 2025 amends Title 18 to streamline the importation process for firearms and ammunition intended for sporting purposes like hunting and target shooting. It sets deadlines for import request decisions, requires detailed explanations for denials, and prohibits denial of imports for items substantially similar to those already available in the U.S. The bill also provides avenues for hearings and judicial review for denied applications, ensuring a fair and transparent process.

The "Fair Play for Girls Act" mandates the Attorney General to produce a report analyzing challenges to fair competition for female athletes, instances of lost opportunities due to competition with biological males, and the effectiveness of state laws protecting female athletes. It also requires an examination of online violence and sexual abuse against female athletes, along with recommendations to address these issues.

It requires that aliens can only be released into Alternatives to Detention programs if all detention beds are full and all efforts to detain have been exhausted. The bill also mandates removal for aliens who fail to comply with release conditions, and ensures that if any part of the Act is found unconstitutional, the remaining parts will remain valid.

The "Constitutional Concealed Carry Reciprocity Act of 2025" permits individuals legally authorized to carry a concealed firearm in their home state to do so in any other state that allows concealed carry, provided they possess a valid photo ID and either a concealed carry permit or the legal right to carry without one in their home state. When carrying a concealed handgun in another state, individuals must adhere to the same restrictions imposed on residents of that state. This law does not override state laws regarding the issuance of concealed carry licenses or permits.
