The "Protecting America's Strategic Petroleum Reserve from China Act" prohibits the Secretary of Energy from selling petroleum products from the Strategic Petroleum Reserve to any entity under the influence of the Chinese Communist Party. The "Constitutional Concealed Carry Reciprocity Act" enables individuals with valid concealed carry permits or the legal right to carry concealed firearms in their home state to do so across state lines, provided they are not federally prohibited from possessing firearms and carry a valid photo ID. This law respects private and state/local government restrictions on firearms, protects individuals from unwarranted arrest, and allows legal action for violations of these rights. It also permits concealed carry in National Parks and other federal lands open to the public and clarifies that handguns include magazines and ammunition.

The SHARE Act of 2025 allows the FBI to share criminal history records with state licensing authorities for background checks required by interstate compacts. States can only use this information for these specific background checks and must adhere to federal regulations regarding its use and dissemination. This ensures that individuals seeking licenses or privileges to work in compact member states undergo necessary criminal history screenings. The bill defines key terms to ensure consistent interpretation and implementation across states.

The BITCOIN Act of 2025 directs the U.S. Treasury Secretary to establish a Strategic Bitcoin Reserve by purchasing 200,000 Bitcoins annually for five years, totaling one million Bitcoins, to be held securely for at least 20 years. The Act mandates a Proof of Reserve system for transparency, consolidates government Bitcoin holdings, and allows states to voluntarily store their Bitcoin in the Reserve. To offset costs, the Act reduces discretionary surplus funds of Federal Reserve Banks, uses a portion of their net earnings, and requires a gold certificate exchange. The Act also protects private property rights related to Bitcoin and modifies the Exchange Stabilization Fund to include Bitcoin.

The Rural Wellness Act extends provisions from the Agriculture Improvement Act of 2018 to 2029, adjusting specific allocation timelines. It prioritizes rural development program grants for projects that include behavioral and mental health treatment services. This prioritization includes facilities for prevention, treatment, or recovery and applicants focusing on behavioral and mental health education.

The FARMLAND Act of 2025 aims to protect U.S. agriculture and national security by modernizing and enforcing laws against malign foreign investments in U.S. agricultural land and businesses, particularly from countries of concern. It increases penalties for non-compliance with reporting requirements, mandates detailed reports on foreign land ownership and potential threats, and enhances the Committee on Foreign Investment in the United States (CFIUS) authority to review real estate transactions involving foreign entities. The act also directs the creation of a comprehensive database of foreign-owned agricultural land and prohibits foreign individuals/entities from participating in Farm Service Agency programs. Finally, the act authorizes appropriations for secure workspace construction, database development, and other activities related to enforcing the act.

The Act also requires a biennial report to Congress on the availability of truck parking and the effectiveness of funded projects. The Securing Our Lands and Resources Act (SOLAR Act) restricts USDA funding for ground-mounted solar energy systems that convert covered farmland, with exceptions for small projects, on-farm energy use, or projects approved by local governments. These approved projects must adhere to a farmland conservation plan that protects soil health, ensures restoration after the project ends, and provides sufficient decommissioning funds. Failure to comply with the conservation plan results in repayment of USDA financial assistance.
