The Miracle on Ice Congressional Gold Medal Act authorizes the presentation of Congressional Gold Medals to the 1980 U.S. Olympic Men’s Ice Hockey Team in recognition of their historic victory. This legislation honors the team’s extraordinary achievement, which served as a defining moment in American sports and a source of national inspiration during the Cold War. The medals will be permanently displayed at three prominent institutions dedicated to Olympic and hockey history.

This concurrent resolution asserts that any joint interpretation of Annex 14-C of the USMCA, such as the one proposed by the United States Trade Representative, has no legal effect unless explicitly approved by Congress. It emphasizes that Congress holds the authority over international trade agreements and their modifications. It also prohibits U.S. agencies from using the joint interpretation in legal proceedings or claiming it has legal consequences for U.S. individuals until Congress formally approves it.

The "No Budget, No Pay Act" mandates that Congress must pass a budget and all regular appropriations bills by October 1 of each fiscal year. If these deadlines are not met, the Act prohibits the payment of salaries to Members of Congress for the duration of the delay. Furthermore, it ensures that any withheld pay cannot be recovered retroactively once the budget is eventually passed.

This resolution urges the NCAA to revoke its current transgender student-athlete eligibility policy, arguing it discriminates against female athletes. It calls for the NCAA to prevent transgender-identifying males from competing in women's sports and to require member conferences to adopt a biological sex-based policy. The resolution also asks all U.S. sports governing bodies to protect women's sports for biological women and girls.

The Fair Play for Girls Act mandates that the Attorney General submit a comprehensive report to Congress analyzing the challenges facing female athletes in sports. This report will evaluate issues such as fair competition, the impact of biological males in women’s sports, and the prevalence of harassment and abuse against female athletes. Additionally, the legislation requires the development of policy recommendations to better protect and support women and girls in athletics.

The Preserving Safe Communities by Ending Swatting Act of 2025 strengthens federal law to combat "swatting" by expanding criminal penalties and civil liability for individuals who intentionally report false emergencies. This legislation ensures that those who trigger dangerous, unnecessary emergency responses can be held both criminally accountable and financially responsible for the resulting costs.

The Constitutional Concealed Carry Reciprocity Act of 2025 establishes a national standard allowing individuals to carry concealed handguns across state lines, provided they are legally authorized to carry in their home state. Under this act, visitors must adhere to the host state’s operational laws regarding where and how firearms may be carried. The legislation preserves each state's authority to regulate its own internal permit-issuing processes while ensuring nationwide recognition of valid carry rights.

The Sunshine Protection Act of 2025 proposes making daylight saving time the permanent, year-round standard time across the United States. This change would eliminate the need to biannually "spring forward" and "fall back" by shifting all time zones forward by one hour. States currently exempt from daylight saving time would retain the option to remain on standard time.
