The Federal Retirement Fairness Act amends title 5 of the United States Code, allowing civilian service in a temporary position after December 31, 1988, to be creditable under the Federal Employees Retirement System. The Animal Cruelty Enforcement Act of 2025 establishes an Animal Cruelty Crimes Section within the Department of Justice to enforce federal animal cruelty laws, pursue investigations and prosecutions, and coordinate with other agencies. The section is required to submit an annual report to Congress regarding charges, convictions, and investigations. The bill recognizes the connection between animal cruelty and other crimes and aims to address the lack of dedicated enforcement of animal protection laws.

The "Affordable Child Care Act" aims to ease the financial burden of childcare for families by doubling the child and dependent care tax credit, increasing the tax-free amount for dependent care assistance programs, and doubling the tax credit for employer-provided childcare. These changes are intended to make childcare more accessible and affordable for working families. The provisions of this act will be effective for taxable years beginning after December 31, 2024.

The CHAMPVA Children's Care Protection Act of 2025 amends the eligibility requirements for the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA). This act increases the maximum age for eligible children to receive medical care under the program to 26 years old, regardless of their marital status. This change does not affect benefits for children incapable of self-support and takes effect for medical care provided on or after the enactment of this act.

The 9/11 Responder and Survivor Health Funding Correction Act of 2025 amends the Public Health Service Act to improve the World Trade Center (WTC) Health Program by expanding the types of healthcare providers who can conduct mental health evaluations, modifying provider credentialing, clarifying enrollment calculations, and extending the time frame for adding health conditions for WTC responders. The act adjusts the funding formula for fiscal years 2026 through 2090 and requires the Secretary of Health and Human Services to report to Congress on the program's budget, including projected needs through 2090 and recommendations for changes to the funding formula. It also stipulates that remaining funds in the Supplemental Fund, Special Fund, and Pentagon-Shanksville Fund will revert to the Treasury.

The Guard and Reserve GI Bill Parity Act of 2025 expands Post-9/11 GI Bill eligibility to National Guard members performing specific full-time duties. This expansion applies to service performed on or after September 11, 2001. The changes will take effect one year after the enactment of this Act, with the time limitation for using educational assistance applied as if enacted immediately after the Post-9/11 Veterans Educational Assistance Act of 2008.

The "Secure Rural Schools Reauthorization Act of 2025" extends the Secure Rural Schools and Community Self-Determination Act of 2000, providing continued financial support to states and counties with federal lands through 2026. The DRIVE Act of 2025 ensures that the Department of Veterans Affairs (VA) travel reimbursement rate for veterans' medical appointments will never fall below the standard federal employee mileage rate. This legislation mandates that the VA must process and pay these mileage allowances within 90 days of a veteran submitting a complete request. Essentially, the bill aims to increase equity and speed in compensating veterans for necessary travel to VA healthcare.

The "Smithsonian American Women's History Museum Act" authorizes the creation of the Smithsonian American Women's History Museum on the National Mall. It defines "exposure-related cancer" and allows for updates to the list based on medical evidence, while also permitting individuals to petition for additions. The Act also clarifies "line of duty action" and applies retroactively to claims dating back to January 1, 2020, with a three-year window for filing claims based on these amendments.

The United States-Israel Defense Partnership Act of 2025 seeks to bolster the defense relationship between the United States and Israel through joint initiatives and increased cooperation. It establishes programs to counter unmanned systems, extend anti-tunnel and counter-UAS cooperation, and promote collaboration in emerging technologies like AI and cybersecurity. The Whole Milk for Healthy Kids Act of 2025 expands milk options available to students in the National School Lunch Program by allowing schools to offer organic or non-organic whole milk. Importantly, the saturated fat content of these offered milk options will not count toward the meal's overall saturated fat limits.

The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. The bill includes exemptions and delayed effective dates for certain requirements to ease the transition for legitimate users, such as veterinarians and animal handlers. It also directs the Sentencing Commission to review sentencing guidelines for xylazine-related offenses and mandates reports to Congress on the prevalence and impact of illicit xylazine use. Finally, it will include xylazine in Arcos tracking.

The Investing in Rural America Act of 2025 amends the Farm Credit Act of 1971, enabling Farm Credit System institutions to finance essential community facilities in rural areas, with a limit of 15% of their total outstanding loans. These institutions must offer participation in financing to other domestic lenders, especially community banks, and report these offers to the Farm Credit Administration. The Farm Credit Administration will then provide an annual report to Congress on these activities. This amendment aims to support rural development by leveraging the resources of the Farm Credit System.

The "National Plan for Epilepsy Act" aims to address the significant impact of epilepsy by establishing a comprehensive national plan for its prevention, diagnosis, treatment, and cure. This act mandates the creation of an Advisory Council on Epilepsy Research, Care, and Services, composed of federal and non-federal experts, to evaluate and improve federally funded epilepsy efforts. The council will provide recommendations to enhance coordination, diagnosis, treatment, research, and public awareness, and reduce the financial burden of epilepsy on families. Ultimately, the act seeks to improve the lives of individuals with epilepsy and their caregivers through coordinated research, improved access to care, and enhanced public awareness.

The "Housing Unhoused Disabled Veterans Act" aims to ensure more veterans can access housing assistance by excluding certain disability benefits from income calculations for specific housing programs. This exclusion applies to the supported housing program under section 8(o)(19) of the United States Housing Act of 1937 and when determining eligibility to rent residential housing on Department of Veteran Affairs property constructed after the enactment of this act. This exclusion does not apply to the definition of adjusted income. By excluding these benefits, the bill seeks to make housing more affordable and accessible for disabled veterans.

The SAFE Act amends the Social Security Act to include physical and occupational therapy benefits in Medicare annual wellness visits and initial preventive physical exams starting in 2026 for individuals determined to have fallen in the previous year. It mandates that these individuals receive falls risk assessments, fall prevention services, and outpatient therapy services. Additionally, the Act requires the Secretary of Health and Human Services to submit annual reports to Congress on falls experienced by individuals aged 65 and older.
