The Fair Access to Banking Act aims to ensure equal access to financial services by preventing banks and credit unions from denying services to individuals or entities engaged in lawful activities based on subjective or politically motivated reasons. It sets requirements for banks with over $10 billion in assets, prohibiting them from denying services based on reputational risk and requiring them to justify denials with documented, risk-based standards. The act also allows individuals to sue financial institutions that violate these requirements, with the potential for treble damages and attorney fees awarded to successful plaintiffs. Furthermore, it restricts access to Federal Reserve lending programs and the Automated Clearing House Network for institutions that fail to comply with the Act.

This joint resolution disapproves and nullifies the Environmental Protection Agency's rule regarding waste emissions charges for petroleum and natural gas systems. The resolution utilizes the Congressional Review Act to prevent the rule's implementation.

The "Stopping Political Discrimination in Disaster Assistance Act" amends the Stafford Act to prohibit discrimination based on political affiliation when providing disaster relief. This ensures that disaster assistance is distributed fairly, regardless of a person's political beliefs.

The Hearing Protection Act seeks to remove silencers from special regulation under federal tax law, treating them similarly to standard firearms components. This bill preempts state and local governments from imposing special taxes or registration requirements on silencers involved in interstate commerce. Furthermore, it mandates the destruction of existing federal records identifying silencer owners and establishes new serial number marking requirements for manufacturers.

The Purple Heart Veterans Education Act of 2025 allows veterans awarded the Purple Heart after September 11, 2001, to transfer their unused Post-9/11 GI Bill education benefits to eligible family members. It defines eligible dependents, sets conditions for benefit use, and allows veterans to modify or revoke transfers. The bill also addresses scenarios involving the death of the veteran and sets age limits for child transferees, ensuring dependents receive the same educational assistance as the veteran.

The American Values Act seeks to permanently enact provisions that prevent foreign aid from being used to fund abortions, involuntary sterilizations, or related biomedical research as methods of family planning. It also prohibits lobbying for or against abortion with foreign aid funds and ensures that the Peace Corps Act aligns with these restrictions.

The "Nancy Gardner Sewell Medicare Multi-Cancer Early Detection Screening Coverage Act" expands Medicare coverage to include innovative multi-cancer early detection screening tests starting in 2028. These tests, which use genomic sequencing to detect multiple cancer types, will be covered for eligible beneficiaries with age and frequency limitations. The payment amount for these tests will initially align with that of multi-target stool screening DNA tests. This new coverage aims to improve early cancer detection without affecting existing Medicare-covered cancer screenings.

This joint resolution disapproves a Department of Homeland Security rule that would have automatically extended employment authorization and documentation for certain applicants. By disapproving the rule, Congress prevents its implementation.

The "SHUSH Act" seeks to deregulate firearm silencers by removing them from the definition of firearms under federal law, thus treating them as firearm accessories. It preempts state laws that impose taxes, marking, registration, or record-keeping on silencers, and removes silencers from regulation by the Consumer Product Safety Commission. The Act also eliminates additional penalties for using a firearm with a silencer during a crime and removes silencer restrictions for law enforcement officers.

The Stop Funding Global Terrorists Act of 2025 restricts U.S. funding to the United Nations for Afghanistan assistance unless the Secretary of State certifies that no U.S. funds are used for cash shipments by the United Nations into Afghanistan, and that no specially designated global terrorist organizations or foreign terrorist organizations receive funds from these shipments. The Secretary can revoke this certification if found inaccurate, with notification to relevant congressional committees. The bill defines key terms like "foreign terrorist organization" and "specially designated global terrorist organization" to ensure clarity in its application.

The "Reducing the Federal Workforce Through Attrition Act" aims to decrease the size of the Federal workforce by limiting the number of Federal employees in each agency to a maximum of 90% of the total as of September 30, 2025, starting in fiscal year 2028. It mandates that agencies can only hire one new employee for every three that leave between the second quarter of fiscal year 2026 and September 30, 2027, with strict monitoring and restrictions for agencies exceeding their limits, and allows for presidential waivers in cases of war, national security concerns, or emergencies. This reduction will be achieved through attrition, without increasing service contracts unless financially advantageous, and does not prevent Federal employees from transferring between agencies if the receiving agency is in compliance.

The "Defund the CFPB Act" amends the Consumer Financial Protection Act of 2010 to eliminate the funding available to the Bureau of Consumer Financial Protection, effectively defunding the agency. This would be achieved by capping the amount the Director of the Bureau may request to fund the Bureau's activities to $0.

The "COOL Online Act" requires online sellers to clearly disclose the country of origin for products that require origin marking under existing tariff laws, as well as the country where the seller's primary business is located. Certain products, like food, drugs, and used items, are excluded, as are small sellers. The Federal Trade Commission (FTC) will enforce these rules, and retailers have some protection from liability if they rely in good faith on incorrect information provided by a third party.

The Laken Riley Act mandates the detention of illegal aliens who commit theft, burglary, larceny, or shoplifting. It empowers state attorneys general to sue the Department of Homeland Security or the Secretary of State if they believe the state or its residents are harmed by violations of immigration enforcement or visa granting. The bill aims to ensure that these aliens are detained throughout their removal proceedings and to provide states with legal recourse against perceived failures in federal immigration enforcement.

The Stop Illegal Reentry Act amends the Immigration and Nationality Act to increase the criminal penalties for previously removed aliens who reenter or attempt to reenter the United States. The bill increases the prison time for those with previous convictions and sets mandatory minimum sentences for those with aggravated felonies in their past. It also updates references to reflect current agency responsibilities and correct cross-references within the existing law.

The "Guidance Out Of Darkness Act" or the "GOOD Act" mandates federal agencies to publish both new and existing guidance documents online in a central, easily accessible location. This aims to increase transparency by ensuring the public has access to agency policies and interpretations. The Act requires agencies to categorize these documents and maintain a record of rescinded guidance, while also exempting information protected by the Freedom of Information Act.

This joint resolution nullifies a Department of Energy rule setting energy conservation standards for gas-fired instantaneous water heaters. By disapproving the rule, Congress prevents its enforcement.

This bill designates the area of 16th Street, Northwest in Washington, D.C., between Fuller Street and Euclid Street as "Oswaldo Pay Way" in honor of the Cuban pro-democracy activist. It also redesignates the address of the Cuban embassy to 2630 Oswaldo Pay Way. The District of Columbia is required to install street signs reflecting this designation.
