The "Helping Small Businesses THRIVE Act" establishes a program within the Small Business Administration to help eligible small businesses manage the risk of rising costs for raw materials by entering into agreements to purchase covered commodities at a set price. The Administrator will determine which commodities are covered, with gasoline and diesel being mandatory, and will conduct outreach to inform small businesses about the program. The bill requires the Administrator to submit reports to Congress on the program's structure, management, and impact on participating small businesses. The program is authorized for 5 years and allows the Administrator to partner with commodity trading advisors and futures commission merchants.

The "Protecting Americans from Tax Hikes on Imported Goods Act of 2025" limits the President's power under the International Emergency Economic Powers Act. It prevents the President from using this Act to impose or raise tariffs or tariff-rate quotas on imported goods. The President retains the authority to block specific goods or all goods from a particular country.

The Health Care Affordability Act of 2025 expands eligibility for health insurance tax credits by removing the income cap, allowing more individuals to qualify for financial assistance. It also adjusts the premium tax credit calculation to provide more support based on income level. These changes aim to make health coverage more affordable for a broader range of Americans, starting in 2026.
