The "STOP MADURO Act" increases the maximum reward to $100,000,000 for information leading to the arrest and conviction of Venezuelan leader Nicols Maduro Moros. Funds for the reward will come from seized assets of Maduro, his regime officials, and their associates. This action is based on findings that Maduro and his lieutenants allegedly ran a narco-terrorism partnership with the FARC, intending to flood the United States with cocaine.

The Venezuela Advancing Liberty, Opportunity, and Rights Act of 2025 (VALOR Act) outlines a comprehensive strategy to promote democracy in Venezuela. It includes offering support for free and fair elections, human rights, and economic stability once a democratic government is established. The Act also authorizes targeted sanctions against the current regime and those who support it, with the possibility of easing sanctions based on progress toward democracy. Furthermore, it aims to coordinate international efforts and provide humanitarian assistance to the Venezuelan people through independent organizations.

This joint resolution proposes a constitutional amendment to limit the terms of members of Congress. Representatives would be limited to three terms, while Senators would be limited to two terms. Terms served before the amendment's ratification would not count towards these limits. The amendment must be ratified by three-fourths of the states within seven years to become valid.
