The "Energy Cybersecurity University Leadership Act of 2025" establishes a program to offer financial aid and research opportunities to graduate students and postdoctoral researchers studying cybersecurity for energy-related fields. This program, run by the Secretary of Energy, will provide scholarships, fellowships, and research projects at universities, along with training at National Laboratories and utilities. The program will also conduct outreach to historically Black colleges and universities, Tribal Colleges or Universities, and minority-serving institutions. Within a year of the Act's enactment, the Secretary of Energy must report to Congress on the program's development and implementation.

This bill expresses Congress's commitment to ensuring that every vote cast by U.S. servicemembers and overseas citizens is counted, as required by the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA). It urges states and territories to uphold their UOCAVA obligations, and calls upon the Attorney General to monitor and enforce compliance with the act, protecting the voting rights of those serving abroad.

The "Defend our Coast Act" prohibits the Secretary from issuing leases for oil or gas exploration, development, or production in the Mid-Atlantic Planning Area on the outer Continental Shelf. This act amends the Outer Continental Shelf Lands Act, specifically targeting areas defined in the 2024-2029 National Outer Continental Shelf Oil and Gas Leasing Proposed Final Program.

The Insurance Fraud Accountability Act aims to combat fraud in health insurance enrollment by increasing penalties for fraudulent agents and brokers, enhancing consumer protections through verification processes and notifications, regulating marketing organizations, and promoting transparency through audits. It also establishes a list of suspended and terminated agents and brokers to prevent further fraudulent activity. These measures are intended to ensure accurate enrollment, protect consumers from unauthorized changes, and maintain the integrity of qualified health plans.
