The "Coordinating Care for Senior Veterans and Wounded Warriors Act" directs the VA and HHS to establish a pilot program to better coordinate healthcare for veterans enrolled in both VA healthcare and Medicare. This program aims to improve healthcare access, quality of care, and care coordination while lowering costs and eliminating gaps in care. The pilot program will assign case managers to participating veterans to help them navigate both the VA and Medicare systems. The VA will submit regular reports to Congress on the program's progress and outcomes.

This bill directs the Secretary of Defense to establish a compensation fund for current and former military firefighters, and their survivors, who have become ill due to PFAS exposure during their service. Firefighters employed at a military site where PFAS was present are presumed to have been exposed. The fund will provide compensation for disability or death resulting from occupational illnesses, as well as necessary medical benefits.

The BNA Fairness Act amends the Internal Revenue Code of 1986 to exclude the basic needs allowance for members of the Armed Forces from gross income. This allowance, as defined under section 402b of title 37, United States Code, is now classified as a qualified military benefit, providing a tax advantage to service members. This provision is applicable for taxable years ending after the enactment of this act.

The Headwaters Protection Act of 2025 reauthorizes and improves the Water Source Protection Program by expanding project eligibility, prioritizing projects that address drought and wildfire risks, and increasing funding to \$30,000,000 annually. It also amends the Healthy Forests Restoration Act to ensure forest management activities do not harm watershed health and allocates \$30,000,000 annually for implementation. This act supports watershed protection and restoration while respecting existing state and federal water laws and private property rights.

The "Protecting First Responders from Secondary Exposure Act of 2025" aims to protect first responders from secondary exposure to fentanyl and other dangerous substances. It amends existing legislation to provide first responders with the necessary training, resources, and containment devices. This will help to ensure their safety while on duty.

The WaterSMART Access for Tribes Act amends the Omnibus Public Land Management Act of 2009. It authorizes the Secretary to reduce or waive cost-sharing requirements for infrastructure projects with Indian Tribes if those requirements would create financial hardship for the Tribe. This change aims to ease the financial burden on Tribes participating in water management improvements.

The 911 SAVES Act mandates the Office of Management and Budget to reclassify public safety telecommunicators as a protective service occupation within the Standard Occupational Classification system. This change recognizes the critical and often stressful role these professionals play in emergency response and aligns their classification with the lifesaving work they perform. The reclassification aims to correct an inaccurate representation and better align the Standard Occupational Classification with related classification systems.

The "Supporting Veteran Families in Need Act" permanently authorizes the Department of Veterans Affairs to provide financial assistance for supportive services to very low-income veteran families in permanent housing, ensuring continued support for this vulnerable population. This act amends existing legislation to include a permanent appropriation of funds for fiscal year 2027 and beyond, solidifying the commitment to assisting veterans in need.

The Boundary Waters Wilderness Protection and Pollution Prevention Act permanently withdraws approximately 225,504 acres of federal land and waters in Minnesota's Rainy River Watershed from mining and mineral leasing activities to protect the Boundary Waters Canoe Area Wilderness and Voyageurs National Park. It allows for the removal of certain materials like sand and gravel if it does not harm the environment. The Act aims to preserve water quality, air quality, and the ecological integrity of the Rainy River Watershed.

The "Cleaner Air Spaces Act of 2025" authorizes the EPA Administrator to provide grants to air pollution control agencies, including Tribal agencies, for establishing cleaner air space programs. These programs will establish clean air centers, distribute air filtration units and replacement filters to covered households in areas at risk of wildfire smoke, and provide educational materials. Grant applicants must partner with community-based organizations and meet specific requirements for program implementation, data collection, and reporting. The act allocates $30,000,000 for the program from fiscal years 2026 through 2028.

The BRAVE Act directs the Department of Veterans Affairs to establish a patient outreach system. This system will inform veterans, particularly those who have experienced traumatic events, about available mental health resources and care services. The goal is to ensure veterans are aware of and can access the mental health support they may need.

The Lumbee Fairness Act grants federal recognition to the Lumbee Tribe of North Carolina, making them eligible for federal services and benefits. It directs the Secretary of the Interior to verify the tribal roll and allows the Department of Interior to take land into trust for the tribe. The State of North Carolina maintains jurisdiction over criminal and civil actions, unless jurisdiction is transferred to the United States.

The Equal COLA Act aims to provide fair cost-of-living adjustments (COLAs) for Federal Employees Retirement System (FERS) annuities. Starting December 1 of each year, annuity payments will be increased based on the percentage change in the price index between the base quarters of the current and previous years, rounded to the nearest 1/10 of 1 percent. This adjustment applies to COLAs made after the enactment of this Act and to annuities starting before, on, or after that date, ensuring retirees receive adequate support to keep pace with inflation.

The Veterans Member Business Loan Act amends the Federal Credit Union Act to include loans to veterans as member business loans. The term "veteran" will be defined according to title 38, section 101 of the U.S. Code. This change aims to support veteran entrepreneurship by increasing their access to capital through credit unions. The changes will be effective six months after the enactment of this Act.

The "Department of Education Protection Act" prevents the Department of Education from using already allocated funds to reorganize in ways that would decentralize, reduce staff, or alter the Department's responsibilities, structure, authority, or functions as they existed on January 1, 2025. This act ensures that the Department of Education continues to focus on boosting student success and equal access through its established offices and institutes.

The PFC Joseph P. Dwyer Peer Support Program Act establishes a grant program within the Department of Veterans Affairs to fund peer-to-peer mental health support for veterans. Grants, up to $250,000, will be awarded to eligible entities like nonprofits and veteran service organizations to operate programs that meet specific standards, hire veteran peer specialists, and provide 24/7 mental health support. The Secretary of Veterans Affairs will establish an advisory committee to set program standards and best practices. The bill allocates $25,000,000 over three years to carry out the program.

The TRUST in Congress Act mandates that members of Congress, their spouses, and dependent children place covered investments, such as securities and commodities, into qualified blind trusts within a specified timeframe. These trusts must remain in place until 180 days after the member leaves office, ensuring that investment decisions are made without the member's knowledge or influence. Members must certify their compliance or declare the absence of covered investments, with these certifications being made public. An exception is provided for spouses or dependent children whose primary income is derived from a covered investment.

The Goldie's Act seeks to strengthen the USDA's enforcement of the Animal Welfare Act by mandating annual inspections, requiring humane treatment of suffering animals, and imposing significant penalties for violations. It ensures transparency through mandated sharing of violation records and sets firm guidelines for determining penalties based on the severity and frequency of violations. The Act also enables legal action to recover unpaid penalties and penalizes the disobedience of "cease and desist" orders.
