This resolution urges all NATO member countries to meet the established commitment of spending at least 2% of their GDP on national defense. The SENIOR Act, or the "Social Engagement and Network Initiatives for Older Relief Act," amends the Older Americans Act of 1965 to include "loneliness" alongside "social isolation," ensuring programs address both issues for older individuals. Additionally, the Act requires the Secretary to prepare a report on programs authorized by the Older Americans Act of 1965, focusing on addressing the negative health effects of loneliness in older individuals and the relationship between strong multigenerational families and loneliness. The report will include recommendations for reducing negative health effects of loneliness and for policies/programs that foster strong family connections across generations.

The "Family Farm and Small Business Exemption Act" exempts family farms and small businesses from being considered as assets when calculating eligibility for federal financial aid under the Higher Education Act of 1965. This exemption applies to family farms where the family resides and small businesses with 100 or fewer employees that the family owns and controls. These changes will apply to financial aid award years starting after the enactment of this Act.

The "Respect State Housing Laws Act" repeals a provision in the CARES Act that restricted states' abilities to enforce their own eviction moratoriums. This change clarifies that state laws regarding evictions should be respected.

The "Focus on Learning Act" aims to study and address the impact of mobile devices on students in schools. It directs the Surgeon General to conduct a comprehensive study on the effects of mobile device use on various aspects of student life and academics. The Act also establishes a pilot program providing grants to schools for creating mobile device-free environments, with specific exemptions and communication protocols. Finally, it allocates funding for the program and the associated administrative and data collection efforts.

The "Retirement Fairness for Charities and Educational Institutions Act of 2025" modifies regulations for 403(b) plans under the Investment Company Act of 1940, the Securities Act of 1933, and the Securities Exchange Act of 1934. These modifications broaden exemptions from registration provisions for certain interests, participations, or securities related to 403(b) plans, especially those subject to Title I of the Employee Retirement Income Security Act of 1974, or where the employer acts as a fiduciary, or are governmental plans as defined in section 414. The goal is to expand the types of trusts, plans, and accounts that are excluded from being defined as investment companies. It also updates a section regarding exemptions from registration requirements for securities, adding a reference to plans described in section 3(a)(12)(C)(iv) of the Act.

This comprehensive bill addresses online safety for minors through two main actions: Title I establishes federal restrictions on social media platforms, banning accounts for children under 13 and prohibiting personalized content recommendations for all users under 18. Title II updates existing law to require schools receiving federal subsidies to block student access to social media platforms while using school resources. Overall, the legislation aims to fundamentally change how minors interact with social media both at home and in educational settings.

The American Beef Labeling Act of 2025 amends the Agricultural Marketing Act of 1946 to mandate country-of-origin labeling (MCOOL) for beef and ground beef. It requires the United States Trade Representative, in consultation with the Secretary of Agriculture, to find a way to reinstate MCOOL for beef in compliance with World Trade Organization rules. The Nancy Gardner Sewell Medicare Multi-Cancer Early Detection Screening Coverage Act amends the Social Security Act to provide Medicare coverage for FDA-approved multi-cancer early detection (MCED) screening tests starting in 2028. This legislation establishes a formal coverage and payment framework for these innovative blood-based tests while ensuring they complement, rather than replace, existing cancer screening protocols.

The American Values Act permanently prohibits the use of federal foreign assistance and Peace Corps funding for abortion services, involuntary sterilizations, and related lobbying or research activities. This legislation codifies long-standing restrictions to ensure that U.S. taxpayer dollars are not utilized to support or promote these practices internationally.

The Laken Riley Act mandates the detention of illegal aliens who commit theft, burglary, larceny, or shoplifting. It empowers state attorneys general to sue the Department of Homeland Security or the Secretary of State if they believe the state or its residents are harmed by violations of immigration enforcement or visa granting. The bill aims to ensure that these aliens are detained throughout their removal proceedings and to provide states with legal recourse against perceived failures in federal immigration enforcement.

The Educational Choice for Children Act of 2025 establishes a federal tax credit for individuals and corporations that donate to scholarship-granting organizations.
