The Department of Veterans Affairs Continuing Professional Education Modernization Act increases the reimbursement amount for continuing professional education expenses for certain full-time health care professionals of the Department of Veterans Affairs. The bill requires the Secretary to reimburse certain health care professionals up to $2,000 per year and allows the Secretary to adjust the dollar amounts, provided that the reimbursement is not less than $2,000 per year for each individual.

The LICENSE Act of 2025 modifies commercial driver's license (CDL) regulations, directing the Secretary of Transportation to update title 49, Code of Federal Regulations, within 90 days. These revisions include requirements for CDL knowledge test examiners and allow states to administer driving skills tests to any CDL applicant, regardless of their residence or training location.

The SANE Act of 2025 requires the Department of Veterans Affairs to employ at least one sexual assault nurse examiner at each of its hospitals and urgent care facilities or contract with other qualified health care providers to conduct sexual assault forensic examinations. Following an examination, the health care provider must verbally refer the individual to mental health care services offered by the Department of Veterans Affairs. The Secretary must ensure these new responsibilities do not negatively impact the existing patient care duties of Department employees. It also defines "sexual assault nurse examiner" and "sexual assault forensic examination" as defined in section 304(a) of the DNA Sexual Assault Justice Act of 2004.

The "Protecting First Responders from Secondary Exposure Act of 2025" aims to protect first responders from secondary exposure to fentanyl and other dangerous substances. It amends existing legislation to provide first responders with the necessary training, resources, and containment devices. This will help to ensure their safety while on duty.

The Pet Food Uniform Regulatory Reform Act of 2025 aims to modernize and streamline the regulation of pet food at the federal level. It establishes a uniform federal framework for pet food labeling, ingredient review, and marketing claims, while preserving states' authority over food safety. The Act defines key terms, simplifies the approval process for pet food ingredients, and sets guidelines for labeling claims such as "natural" and "human grade". Ultimately, the goal is to promote innovation, ensure pet food safety and nutritional adequacy, and provide clarity for both manufacturers and consumers.

The "Chiropractic Medicare Coverage Modernization Act of 2025" seeks to modernize Medicare coverage for chiropractic services. It expands coverage to include all services provided by licensed Doctors of Chiropractic, not just manual spinal manipulation. Doctors of Chiropractic are required to attend an educational webinar to be eligible for Medicare reimbursement. This aims to align Medicare with other healthcare systems and private insurance in recognizing the full scope of chiropractic care.

The "Medicare Hearing Aid Coverage Act of 2025" aims to remove the existing Medicare exclusion for hearing aids and related examinations starting January 1, 2026. Additionally, the bill requires the Comptroller General to conduct a study and report on existing hearing aid programs, assessing their effectiveness and providing recommendations for improvement.

The "Combating Cartels on Social Media Act of 2025" aims to combat transnational criminal organizations' use of social media and online platforms for illicit activities like narcotics and human trafficking. It mandates a joint assessment by the Department of Homeland Security, the Attorney General, and the Secretary of State on how these organizations use online services for recruitment and illegal operations. The Act further requires a joint strategy to counter these recruitment efforts through enhanced cooperation, intelligence analysis, and outreach, while ensuring the protection of civil rights and liberties. No additional funds will be allocated to implement this law.

The Muhammad Ali Congressional Gold Medal Act authorizes the presentation of a Congressional Gold Medal to Muhammad Ali posthumously, in recognition of his achievements as an athlete, civil rights champion, and humanitarian. Following the presentation, the medal will be given to his wife, Lonnie Ali. The Act also permits the creation and sale of bronze duplicates of the gold medal to cover production costs, with proceeds deposited into the United States Mint Public Enterprise Fund.

This bill amends the Internal Revenue Code to increase the railroad track maintenance credit from $3,500 to $6,100, adjusting for inflation after 2025. It applies to qualified expenditures starting January 1, 2024, for taxable years beginning after December 31, 2024.

This act ensures that the Department of Education continues to focus on boosting student success and equal access through its established offices and institutes.

The CHILD Act of 2025 increases the maximum contribution limits for dependent care assistance programs, helping families afford childcare. It raises the contribution limit from $5,000 to $10,000 for individuals (and from $2,500 to $5,000). The bill also includes a cost-of-living adjustment to account for inflation, ensuring the benefit keeps pace with rising childcare costs. These changes will be effective for calendar years after 2024.

The "Rosie the Riveter Commemorative Coin Act" directs the Department of Treasury to mint and issue gold, silver, and half-dollar coins in 2028 to honor the women who contributed to the World War II Home Front. The coin designs will represent the legacy of these women, with input from the Rosie the Riveter Trust, the Commission of Fine Arts, and the Citizens Coinage Advisory Committee. Surcharges from the coin sales will go to the Rosie the Riveter Trust to support the Rosie the Riveter WWII Home Front National Historical Park and educational programs. This act ensures that the coin minting incurs no net cost to the government and recognizes the invaluable contributions of women during WWII.

The "HEADWAY Act" amends the Head Start Act to improve teacher qualifications in Early Head Start programs. It mandates that at least one teacher per classroom has a minimum credential, and other teachers are working towards a Child Development Associate credential. The act also requires Early Head Start agencies to provide mentorship and training opportunities for teachers. This aims to enhance the quality of care and education for infants and toddlers in these programs.

The "Proxy Voting for New Parents Resolution" allows Members of the House, Delegates, and the Resident Commissioner who have recently given birth or whose spouse has given birth to designate another Member to vote on their behalf in the House, in committee, and in the Committee of the Whole for a period of 12 weeks. This proxy voting authority can begin before the birth if a doctor advises that the pregnancy presents a serious medical condition or that she is unable to travel safely. The resolution outlines specific procedures for designating, changing, and revoking proxy designations, ensuring transparency and adherence to instructions. Members whose votes are cast by proxy will not be counted for quorum purposes.

The "Secretary General Jens Stoltenberg Congressional Gold Medal Act" authorizes the Speaker of the House and the President pro tempore of the Senate to award Jens Stoltenberg a Congressional Gold Medal. This medal recognizes Stoltenberg's contributions to the security, unity, and defense of NATO. The Act directs the Secretary of the Treasury to create the gold medal and allows for the creation and sale of bronze duplicates to cover production costs.

This bill designates the United States Postal Service facility located at 107 North Hoyne Avenue in Fritch, Texas, as the "Chief Zeb Smith Post Office." Any reference to this facility will now refer to it as the Chief Zeb Smith Post Office.

The "Health Care Affordability Act of 2025" expands eligibility for health insurance tax credits by removing the income cap, allowing more individuals and families to qualify for financial assistance.
