The Servicemembers and Veterans Empowerment and Support Act of 2025 aims to improve support and resources for veterans who have experienced military sexual trauma (MST). The bill also focuses on improving communication, training, and oversight within the Department of Veterans Affairs to ensure veterans receive respectful and effective care.

The Raise the Age Act of 2025 prohibits licensed firearm dealers from selling certain semiautomatic rifles and shotguns to individuals under 21, with exceptions for active military members and law enforcement officers. It also requires purchasers of these firearms to certify they are at least 21 or a "qualified individual". Additionally, the Act mandates a report from the FBI Director on improving information-sharing protocols for the FBI's public access line.

The Paycheck Fairness Act aims to strengthen and enhance enforcement of equal pay requirements by redefining "sex," modifying the "bona fide factor" defense for pay disparities, broadening the definition of "same establishment," strengthening non-retaliation protections, and enhancing penalties for employers who violate equal pay provisions. The Act also requires training programs, research, education, and outreach initiatives to eliminate pay disparities, and establishes a National Award for Pay Equity in the Workplace. Additionally, the Act directs the EEOC to collect compensation data, reinstates pay equity programs, prohibits the use of wage history in determining salary, and establishes a National Equal Pay Enforcement Task Force to improve compliance and enforcement of equal pay laws.

This bill validates the Equal Rights Amendment (ERA) as a valid part of the U.S. Constitution. It asserts that the ERA has been ratified by the required number of states, regardless of any previously set time limits.

The Puppy Protection Act of 2025 amends the Animal Welfare Act to establish comprehensive standards for dog dealers, focusing on humane treatment. These standards include requirements for flooring, space, temperature, nutrition, exercise, socialization, veterinary care, and breeding practices. The Act sets specific guidelines for breeding frequency, age, and veterinary procedures, as well as humane placement for retired breeding dogs. It directs the Secretary to finalize regulations for these standards within 18 months.

The Air America Act of 2025 authorizes the Director of the CIA to award payments to former employees of Air America and affiliated companies who supported the U.S. government between 1950 and 1976, or to their survivors. Eligible individuals or their survivors could receive up to $40,000 for five years of qualifying service, with additional amounts for longer service, with a cap on total awards at $60 million. The Act establishes application procedures, limitations on attorney fees, and prohibits judicial review of the Director's decisions, while also requiring regular reports to Congress on the status of the award payments. This act does not qualify anyone for federal benefits like retirement, disability, or death benefits.

The Major Richard Star Act amends Title 10 of the U.S. Code to allow disability retirees with combat-related disabilities to receive both veterans' disability compensation and retired pay concurrently, without reduction. It ensures that eligible veterans are not penalized by reductions under sections 5304 and 5305 of Title 38. This change is effective the first day of the month following the bill's enactment.

The HELPER Act of 2025 amends the National Housing Act to establish an FHA mortgage insurance program for first responders, including law enforcement officers, firefighters, paramedics, EMTs, and teachers. This program allows the Secretary of Housing and Urban Development to insure mortgages up to 100% of the appraised value for eligible first-time homebuyers, waiving down payment requirements but requiring an up-front mortgage insurance premium. The "Metastatic Breast Cancer Access to Care Act" eliminates the waiting periods for Social Security disability benefits and Medicare coverage for individuals with metastatic breast cancer. This bill amends the Social Security Act to expedite access to disability insurance benefits and Medicare coverage for those with metastatic breast cancer, ensuring quicker access to essential care and support.

The "Access to Family Building Act" establishes a federal right for individuals to access assisted reproductive technology (ART) services and for healthcare providers to offer these services, free from undue restrictions. It allows the Attorney General and affected individuals to file lawsuits against those who limit ART access and permits states to enforce health and safety regulations that are the least restrictive means to ensure safety. The act overrides conflicting federal and state laws, ensuring its provisions are upheld, and requires the Department of Health and Human Services to issue regulations for implementation.

The REDI Act amends the Higher Education Act of 1965, allowing student loan deferment for borrowers in medical or dental internships or residency programs. During this deferment, principal payments are not required, and interest will not accrue on the loan.

The "Rights for the Transportation Security Administration Workforce Act" mandates the transition of TSA personnel management systems to align with Title 5 of the U.S. Code, ensuring TSA employees receive similar rights and protections as other federal employees, including collective bargaining rights. It protects current pay and benefits during the transition, requires consultation with employee representatives, and addresses concerns related to employee well-being, safety, and diversity. The American Innovation and R&D Competitiveness Act of 2025 modifies the tax treatment of research and experimental expenditures, allowing taxpayers to deduct these expenses in the year they are incurred rather than capitalizing them. Finally, the Act defines key terms and authorizes necessary appropriations for fiscal years 2026 through 2030 to implement the grants and awareness campaign.

The "Do No Harm Act" amends the Religious Freedom Restoration Act of 1993 to ensure religious freedom is not used to justify discrimination or harm. It clarifies that the Act does not override federal laws protecting against discrimination, ensuring equal opportunity, or safeguarding access to healthcare and other essential services. This amendment confirms that the Religious Freedom Restoration Act applies only when the government is a party in a judicial proceeding.

The "End Veteran Homelessness Act of 2025" aims to improve and expand the HUD-VASH program by prioritizing vulnerable homeless veterans, improving case management services, and increasing oversight and accountability. It requires annual reports to Congress on the HUD-VASH program, allows rental assistance for veterans at risk of homelessness, and ensures veterans can't be penalized for refusing case management. The "Pay Our Troops Act of 2025" ensures that members of the Armed Forces, essential Department of Defense civilians, and contractors continue to receive pay and allowances during periods when regular funding is disrupted. This act provides necessary appropriations to cover these costs for fiscal year 2025. The Act's provisions will terminate upon the enactment of regular appropriations, a continuing resolution that provides funding for the same purpose, or on January 1, 2026.

The Helping Emergency Responders Overcome (HERO) Act aims to support the mental health and well-being of public safety officers, healthcare providers, firefighters, and EMS personnel. It establishes a national data system to track suicide incidence among public safety officers, authorizes grants for peer-support behavioral health programs within fire departments, EMS agencies, and healthcare facilities, and directs the development of educational resources for mental health professionals and best practices for addressing PTSD in public safety officers. The Act seeks to improve access to mental health services and reduce the stigma associated with seeking help in these high-stress professions. It also ensures the confidentiality and anonymity of those seeking help.

The "Keeping Our Field Offices Open Act" prevents the Social Security Administration (SSA) from closing or consolidating field offices, hearing offices, and resident stations, ensuring continued access to services. It requires the SSA Commissioner to justify any planned closures to Congress with detailed analysis and cost-benefit assessments, considering the impact on vulnerable populations. The bill mandates public notice, hearings, and a final report to Congress before any changes, allowing appeals and maintaining the number of offices at or above the January 20, 2025 level, excluding temporary emergency closures.

The TAP Promotion Act requires a standardized presentation on veterans' benefits during pre-separation counseling, developed in collaboration with veterans service organizations and approved by the Secretary of Veterans Affairs. This presentation will inform service members about how veteran service organizations can assist in filing claims. The Secretary of Veterans Affairs must submit an annual report on the presentation to Congress.
