This bill repeals the 1991 Authorization for Use of Military Force Against Iraq Resolution and the 2002 Authorization for Use of Military Force Against Iraq Resolution, formally ending the legal basis for military actions in Iraq under these authorizations.

The Buffalo Soldiers Congressional Gold Medal Act of 2025 authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the Buffalo Soldier regiments, recognizing their dedicated service to the United States. The "Family-to-Family Reauthorization Act of 2025" extends funding for family-to-family health information centers. It allocates \$6,000,000 for April 1, 2025, to September 30, 2025, and \$9,000,000 for each fiscal year from 2026 through 2029. This ensures continued support for families navigating healthcare for children with disabilities or special needs.

This bill extends the temporary increase in the limitation on the cover over of distilled spirits taxes to Puerto Rico and the Virgin Islands. It amends the Internal Revenue Code of 1986, pushing the expiration date from January 1, 2022, to January 1, 2032. This extension applies to distilled spirits brought into the United States after December 31, 2021.

The "Office of Gun Violence Prevention Act of 2025" establishes an Office of Gun Violence Prevention within the Department of Justice, led by a Director appointed by the Attorney General, to coordinate gun violence prevention efforts, evaluate related laws and programs, and recommend evidence-based policies to Congress and the President. The Director will also convene an advisory council comprising various officials and at least 12 additional individuals representing gun violence survivors, community violence intervention service providers, and other relevant groups. The Office will also assist communities affected by gun violence with crisis response activities, such as providing access to mental health services and suicide prevention resources. Finally, the act authorizes the appropriation of necessary funds to carry out the provisions of the bill.

The "Ending DOGE Conflicts Act" mandates that special government employees with financial ties to companies contracting with the federal government must adhere to strict financial disclosure requirements. It requires the Director of the Office of Government Ethics to certify these employees' financial reports and prohibits them from performing official duties until compliance is confirmed.

The Susan Muffley Act of 2025 ensures that eligible participants and beneficiaries under specific pension plans, like the Delphi and PHI retirement programs, receive their full vested benefits. It directs the Pension Benefit Guaranty Corporation (PBGC) to recalculate benefits, provide lump-sum payments for past-due amounts with interest, and establishes a trust fund within the Treasury to cover these increased payments. The Veterans Nutrition and Wellness Act of 2025 directs the Department of Veterans Affairs to establish a pilot "Food is Medicine" program. This program will provide eligible veterans with medically-tailored meals and groceries, nutrition education, and cooking classes. The Act also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The DRIVE Act of 2025 ensures that the Department of Veterans Affairs (VA) travel reimbursement rate for veterans' medical appointments will never fall below the standard federal employee mileage rate. This legislation mandates that the VA must process and pay these mileage allowances within 90 days of a veteran submitting a complete request. The Taxpayer Data Protection Act limits access to the Treasury Department's payment systems to Treasury employees or contractors with satisfactory performance reviews and security clearances.
