The Black History Matters Act directs the Director of the National Museum of African American History and Culture to study Black history education in public schools. The study will identify which states require Black history education, assess the quality of education, instructional materials, and analyze how schools assess students' knowledge. A report will then be submitted to Congress detailing the findings of the study.

The Global Demining Protection Act mandates the Secretary of State to promptly resume all Department of State programs related to demining, clearing unexploded ordnance, and destroying small arms. This resumption is in accordance with the activities authorized by Executive Order 14169, section 3(e). The aim of the act is to restart global demining efforts.

This bill amends the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to expand scholarship opportunities at 1890 institutions to both bachelor's and graduate students. It provides mandatory funding of $15 million per fiscal year, starting in 2025, through the Commodity Credit Corporation, and makes discretionary funding available from fiscal year 2020 onward. The "Protect US National Security Act" ensures that federal funds cannot be used to eliminate the United States Agency for International Development (USAID) as an independent entity. It asserts that only an act of Congress can eliminate USAID. The Secretary of State must certify compliance with this requirement to Congress within 30 days of the act's enactment and annually for 5 years.

This bill establishes a Department of Peacebuilding within the executive branch to coordinate and promote peace-related efforts, both domestically and internationally, through nonviolent conflict resolution and violence reduction strategies. The department will be led by a Secretary of Peacebuilding and will include offices focused on peace education, domestic and international peacebuilding, technology for peace, and human rights. It emphasizes collaboration with other agencies and allocates resources, with a focus on domestic peace programs, to implement these initiatives. The Polluters Pay Climate Fund Act of 2025 taxes fossil fuel companies based on their historic carbon emissions to create a fund for climate resilience, adaptation, disaster response, and environmental justice initiatives. The fund will allocate billions annually to FEMA and EPA programs, with a focus on benefiting environmental justice communities. The Act clarifies that it does not preempt existing laws or prevent entities from pursuing climate-related legal claims against polluters. This legislation aims to make the fossil fuel industry contribute to addressing the climate crisis and its impacts.

The "Protecting Sensitive Locations Act" amends the Immigration and Nationality Act to restrict immigration enforcement actions within 1,000 feet of sensitive locations like schools, hospitals, and places of worship, except in exigent circumstances. It mandates training, reporting, and oversight for enforcement activities near these locations, and invalidates evidence obtained in violation of the Act. The Act aims to ensure discretion and limit enforcement impact on sensitive community spaces, while also requiring annual reports to Congress on enforcement actions taken in sensitive locations.

The "Protect Our Letter Carriers Act of 2025" aims to protect postal workers by allocating funds for high-security collection boxes and electronic mailbox keys. It also mandates the appointment of dedicated attorneys to prosecute crimes against postal employees and directs the Sentencing Commission to increase penalties for assaulting or robbing them.

The "Amateur Radio Emergency Preparedness Act" aims to protect amateur radio operators' ability to install and use antennas on their property, despite private land use restrictions that may otherwise prohibit or impair such installations. It allows for reasonable restrictions based on safety and aesthetics, while limiting prior approval requirements and offering legal recourse for violations. The Act seeks to balance community interests with the need for effective emergency communication capabilities provided by amateur radio operators. The FCC is required to issue regulations to implement the act within 180 days of enactment.

The Scientific Integrity Act mandates that federal agencies that fund, conduct, or oversee scientific research establish and enforce scientific integrity policies. These policies aim to protect scientists from political interference, ensure the open communication of scientific findings, and establish clear processes for reporting and addressing scientific misconduct. The Act requires agencies to appoint Scientific Integrity Officers, provide regular training, and report on misconduct complaints, with oversight from the Office of Science and Technology Policy and Congress. It also protects the rights of federal employees and contractors to share their findings and prevents the suppression or distortion of scientific data.

The Taxpayer Data Protection Act limits access to the Treasury Department's payment systems to Treasury employees or contractors with satisfactory performance reviews and security clearances. It sets specific criteria for individuals accessing the system, including conflict of interest restrictions, training, and ethics agreements. The Act also mandates the Treasury Department's Inspector General to investigate and report to Congress on any unauthorized system use.

This bill condemns the Government of Azerbaijan's treatment of Dr. Gubad Ibadoghlu, citing wrongful detention, human rights violations, and suppression of academic freedom. It demands his immediate release and urges the Secretary of State to prioritize his case in discussions with Azerbaijan.

The "Caring for All Families Act" expands the definition of family members under the Family and Medical Leave Act (FMLA) to include domestic partners, in-laws, adult children, grandparents, grandchildren, siblings, and other individuals with close family-like relationships, allowing employees to take leave to care for them. It also allows employees to take additional leave for parental involvement in children's or grandchildren's education and extracurricular activities, and to meet family wellness needs, with certain limitations on the amount of leave that can be taken for these purposes. These provisions apply to both private-sector and federal employees.

The Job Protection Act amends the Family and Medical Leave Act to expand eligibility for family and medical leave to employees employed for at least 90 days. This act also expands the FMLA to include employers with 1 or more employees.

This bill expresses disapproval of any pardons granted to individuals convicted of assaulting Capitol Police officers. It serves as a symbolic condemnation of violence against law enforcement and underscores the importance of holding accountable those who perpetrate such acts.

The "No Tax Breaks for Outsourcing Act" amends the Internal Revenue Code to discourage multinational corporations from avoiding U.S. taxes by shifting profits overseas. It includes provisions such as current year inclusion of net CFC tested income on a country-by-country basis, limitations on foreign tax credits, restrictions on interest deductions for domestic corporations in international financial reporting groups, and changes to the tax treatment of inverted corporations and foreign corporations managed in the U.S. This act aims to eliminate tax advantages for companies that move operations or profits outside the United States.

The Right to Contraception Act establishes a federal right for individuals to access and use contraception without government interference. It prohibits federal and state governments from enacting laws that restrict access to contraceptives or the provision of related services. The Act provides clear enforcement mechanisms, allowing individuals and the Attorney General to sue to strike down any rule that violates these protections.

This bill codifies Executive Order 11246, ensuring its provisions against employment discrimination based on race, color, religion, sex, sexual orientation, gender identity, or national origin are legally binding. By codifying the executive order, the bill ensures consistent enforcement and protection against discrimination in employment.

The Combating International Islamophobia Act directs the State Department to establish an Office to Monitor and Combat Islamophobia, headed by a Special Envoy. This office will monitor and combat Islamophobia and Islamophobic incitement in foreign countries. The State Department will also include information about Islamophobia in its annual reports on human rights practices and international religious freedom.
