The "Veterans 2nd Amendment Protection Act of 2025" prevents the Department of Veterans Affairs from sharing veterans' personal information with the national instant criminal background check system (NICS) based solely on the appointment of a fiduciary to manage their benefits. Information can only be shared if a judicial authority determines the veteran poses a danger to themselves or others.

The "No Red and Blue Banks Act" prohibits the General Services Administration from awarding contracts to insured depository institutions that refuse to do business with companies engaged in lawful commerce based on social policy considerations. This ensures fair access to government contracts regardless of a company's perceived social stance. The prohibition does not apply to contracts awarded before the enactment of the act.

The "Small Business Disaster Damage Fairness Act of 2025" increases the collateral threshold for Small Business Administration (SBA) disaster loans from $14,000 to $50,000. The Act also requires a Government Accountability Office (GAO) report on the performance and default rates of these loans. Finally, the SBA must now tailor its outreach and marketing for disaster loans to address the specific challenges faced by rural communities in accessing them.

The BLOCK Act increases Congressional oversight of agency rulemaking by requiring Congressional approval for rules with an annual economic impact of at least $50,000,000. It mandates agencies to provide detailed cost-benefit analyses and other information to Congress and the public and establishes procedures for Congress to review and approve or disapprove major and non-major rules. Additionally, the Act requires agencies to review existing rules regularly, with those not approved by Congress sunsetting after five years. Finally, the Act amends the Balanced Budget and Emergency Deficit Control Act of 1985 to include budgetary effects of rules subject to Section 802 of Title 5, United States Code.

This joint resolution disapproves a Department of Homeland Security rule that would have automatically extended employment authorization and documentation for certain applicants. By disapproving the rule, Congress prevents its implementation.

This joint resolution nullifies the Commodity Futures Trading Commission's guidance on listing voluntary carbon credit derivative contracts. By disapproving the rule, Congress prevents the guidance from being implemented or enforced.

The ROOMIE Act aims to increase in-person work and office occupancy in federal agencies. It mandates that agencies ensure at least 80% of employees work in person and 60% of office space is occupied. Agencies failing to meet occupancy requirements must submit a plan to increase occupancy or face property disposal. The Comptroller General will report to Congress on the implementation of these requirements.
