The "Business Over Ballots Act" aims to prevent the Small Business Administration (SBA) from engaging in voter registration activities. The bill asserts that supporting voter registration is outside the SBA's mission and legal authority.

The Rural Hospital Stabilization Act of 2025 authorizes the Secretary, through the Director of the Office of Rural Health Policy, to award grants to rural hospitals for facility upgrades, equipment, and operational costs. Eligible hospitals can receive up to $5,000,000 over five years to improve access to healthcare for rural residents. The Secretary must report to Congress on the grant program's activities and outcomes. It authorizes $500,000,000 in appropriations for fiscal years beginning after September 30, 2025.

The "Miracle on Ice Congressional Gold Medal Act" authorizes the presentation of three Congressional Gold Medals to honor the 1980 U.S. Olympic Men's Ice Hockey Team for their historic "Miracle on Ice" victory. These medals will be given to the Lake Placid Olympic Center, the United States Hockey Hall of Fame, and the US Olympic and Paralympic Museum for public display. The Act also allows for the creation and sale of bronze duplicates to fund the medal production.

The Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2025 aims to combat human trafficking by reauthorizing and modifying grant programs, including renaming grants to "Frederick Douglass Human Trafficking Prevention Education Grants" and prioritizing funding for areas with high rates of child sex or labor trafficking. It establishes the Frederick Douglass Human Trafficking Survivors Employment and Education Program to provide comprehensive services to trafficking survivors, such as education, job training, and legal assistance, to facilitate their reintegration into society. The act also extends the authorization of appropriations for key programs under the Victims of Trafficking and Violence Protection Act of 2000 and the International Megan’s Law through 2029.

The "Safeguard American Voter Eligibility Act" mandates that individuals provide documentary proof of U.S. citizenship when registering to vote in federal elections. It amends the National Voter Registration Act of 1993 to include these requirements and directs states to reject applications lacking such proof. The Act also outlines acceptable forms of documentation, verification processes, and penalties for non-compliance, while allowing provisional ballots under certain conditions. Additionally, the Department of Homeland Security must notify state election officials when an individual becomes a naturalized citizen.

This bill nullifies the Department of Energy's rule regarding energy conservation standards for gas-fired instantaneous water heaters. By disapproving the rule, the bill prevents the new energy conservation standards from taking effect.

The Postal Service Transparency and Review Act increases oversight of the Postal Service by requiring them to submit proposals to the Postal Regulatory Commission for advisory opinions before implementing significant service changes. The Postal Service is prohibited from acting on the proposed change before the Commission issues its advisory opinion. The Commission can suspend implementation if the Postal Service fails to seek a required advisory opinion, and mandates that mail service levels return to pre-change levels until an advisory opinion is sought. Congress can disapprove the Postal Service's proposal via joint resolution.

Finally, it extends funding authorizations for key programs aimed at combating human trafficking and preventing child exploitation.

The Enhanced Iran Sanctions Act of 2025 aims to prevent Iran from obtaining nuclear weapons and countering its support for terrorism by imposing sanctions on those involved in Iran's energy sector and those who provide financial support for its destabilizing activities. It mandates sanctions on foreign entities involved in processing, exporting, or selling Iranian oil, gas, and petrochemicals, while also establishing an interagency working group to coordinate and enforce these sanctions. The Act also amends existing legislation to require the identification of individuals involved in sanctionable activities or sanctions evasion related to Iranian oil and gas sales.

The "Anti-CBDC Surveillance State Act" prohibits Federal Reserve Banks from offering financial products or services directly to individuals, maintaining accounts for individuals, or issuing a central bank digital currency (CBDC) directly or indirectly. It also blocks the Federal Reserve from testing, creating, or implementing a CBDC, or using it to implement monetary policy, without explicit congressional authorization. The bill clarifies that these restrictions do not apply to digital versions of the dollar that are open, permissionless, and private, like physical currency.

The "Ocmulgee Mounds National Park and Preserve Establishment Act" redesignates the Ocmulgee Mounds National Historical Park as the Ocmulgee Mounds National Park and establishes the Ocmulgee Mounds National Preserve in Georgia. It allows the Secretary of the Interior to acquire land for both the Park and Preserve from willing sellers, but prohibits the use of eminent domain. The Act also establishes an Advisory Council to advise on the management of the Park and Preserve, and prioritizes hiring members of the Muscogee (Creek) Nation. Finally, the Act puts approximately 126 acres of land owned by the Tribe into trust for the Tribe's benefit.

The "Constitutional Concealed Carry Reciprocity Act" enables individuals with valid concealed carry permits or the legal right to carry concealed firearms in their home state to do so across state lines, provided they are not federally prohibited from possessing firearms and carry a valid photo ID. This law respects private and state/local government restrictions on firearms, protects individuals from unwarranted arrest, and allows legal action for violations of these rights. It also permits concealed carry in National Parks and other federal lands open to the public and clarifies that handguns include magazines and ammunition.

The "Reorganizing Government Act of 2025" amends Title 5 of the U.S. Code to streamline executive branch operations. It allows for the elimination of unnecessary government functions, prioritizes reducing the federal workforce, and aims to decrease regulatory compliance costs. The act extends executive reorganization authority through December 31, 2026, while preventing increases in federal employees or spending due to reorganization plans.

This bill recognizes and celebrates the 100th anniversary of Delta Air Lines, acknowledging its historical significance as the first U.S. airline to reach this milestone. It highlights Delta's growth, global connectivity, commitment to community, and industry leadership.

The "Unmasking Hamas Act of 2025" prohibits individuals wearing disguises, including masks, from interfering with others' constitutional or legal rights through intimidation, threats, or injury, with penalties including fines and imprisonment up to 15 years. It also adds a two-year prison sentence for wearing a disguise while destroying property within U.S. maritime and territorial jurisdiction, in addition to penalties for the underlying offense. The act does not apply to law enforcement officers lawfully performing their duties.

The TAP Promotion Act requires a standardized presentation on veterans' benefits during pre-separation counseling, developed in collaboration with veterans service organizations and approved by the Secretary of Veterans Affairs. This presentation will inform service members about how veteran service organizations can assist in filing claims. The Secretary of Veterans Affairs must submit an annual report on the presentation to Congress.

This bill renames the U.S. National Poultry Research Center in Athens, Georgia, as the "Abit Massey Poultry Research Center." Any reference to the U.S. National Poultry Research Center will now refer to the Abit Massey Poultry Research Center.

This bill expresses support for the Iranian people's desire for a democratic, secular, and nonnuclear republic, while condemning the Iranian regime's human rights abuses, support for terrorism, and attempts to develop nuclear weapons. It affirms the right of the Iranian people to self-determination and supports continued sanctions against the current regime. The bill also calls for the protection of Iranian political refugees in Albania.

This bill amends the Social Security Act to equalize the negotiation period for drug price negotiations under the Drug Price Negotiation Program. It changes the negotiation period for small-molecule drugs from 7 years to 11 years, matching the period already in place for biologic drugs. This adjustment aims to create parity in negotiation timelines between different types of medications, effective as if included in the original legislation.

The "President Jimmy Carter Congressional Gold Medal Act" authorizes the posthumous presentation of a Congressional Gold Medal to former President Jimmy Carter in recognition of his dedicated service to the Nation. This medal, created by the Secretary of the Treasury, will be given to the Carter Center in Atlanta, Georgia, following the award ceremony. The Act also permits the creation and sale of bronze duplicates of the gold medal to the public and authorizes the United States Mint to use its Public Enterprise Fund to cover the costs of producing the medals.
