Title I, the Dream Act of 2025, establishes conditional permanent residency for eligible individuals who entered the U.S. as children. Title II, the American Promise Act of 2025, allows the Secretary of Homeland Security or the Attorney General to grant permanent resident status to eligible individuals from TPS or DED countries. Title III outlines general provisions, such as background checks, application processes, and fee exemptions, applicable to all seeking to adjust their status under this Act.

The TREATS Act amends the Controlled Substances Act to allow telehealth evaluations for prescribing certain controlled substances used in substance use disorder treatment. This removes the prior requirement for an in-person evaluation, enabling remote medical assessments via real-time audio-visual or audio-only communication, in accordance with federal and state laws. The goal of this bill is to increase access to treatment for substance use disorders.

This bill expresses support for the Iranian people's desire for a democratic, secular, and nonnuclear republic, while condemning the Iranian regime's human rights abuses, support for terrorism, and attempts to develop nuclear weapons. It affirms the right of the Iranian people to self-determination and supports continued sanctions against the current regime. The bill also calls for the protection of Iranian political refugees in Albania.

The CROWN Act of 2025 prohibits discrimination based on hair texture and hairstyle if that style is commonly associated with a particular race or national origin. This protection extends to federally funded programs, housing, public accommodations, and employment. The act aims to ensure equal opportunity and prevent discrimination based on hair, addressing historical biases and stereotypes. It clarifies that existing civil rights laws should be interpreted to include protection against hair-based discrimination.

This bill directs the Secretary of the Interior to conduct a study on the feasibility of establishing the African Burial Ground International Memorial Museum and Educational Center at the African Burial Ground National Monument in New York City. The study will assess the museum's potential to serve as a memorial, examine African cultural traditions, explore the institution of slavery, and promote collaboration among institutions. It will also evaluate the availability of suitable collections, the potential for understanding the international slave trade, and the level of public and local support for the museum. The Secretary must submit a report to Congress detailing the study's findings, including costs and recommendations, within three years of funding availability.

The African Burial Ground International Memorial Museum and Educational Center Act establishes a museum at the African Burial Ground National Monument in New York City. The museum will serve as a memorial, examine African cultural traditions, explore the history of slavery, and provide space for exhibits and research. The Act authorizes the Secretary of the Interior to acquire property for the museum, plan its construction, and operate it in consultation with an Advisory Council. It also outlines the composition and duties of the Advisory Council and authorizes appropriations for the museum's establishment and operation.

Ethan's Law establishes federal requirements for the secure storage of firearms to prevent unauthorized access by minors and prohibited persons, making improper storage a civil violation with escalating penalties if injury or death results. The bill also creates a federal grant program to incentivize states and Tribes to adopt matching safe storage laws. Furthermore, Congress declares that failing to comply with these storage requirements constitutes negligence and may be considered the direct cause of resulting firearm injuries.

This resolution expresses support for designating February 28, 2025, as Community Arts Education Day. It recognizes the importance of community arts education in fostering creativity, cultural expression, and community engagement. The resolution also acknowledges the role of community arts education in activism, self-expression, and healing.

The "DOC Access Act of 2025" aims to enhance health care coverage under vision and dental plans by ensuring fair payment practices, protecting doctors' choices in labs and suppliers, and respecting state laws. It allows optometrists and dentists to charge their standard rate for non-covered services if the plan's payment is unreasonable, while ensuring they can only charge the contracted rate for dental cleanings. The "New Era of Preventing End-Stage Kidney Disease Act" aims to improve the prevention, diagnosis, and treatment of rare kidney diseases through research, education, and increased public awareness. It establishes Centers of Excellence for Rare Kidney Disease Research, directs studies on testing and treatment approaches, and promotes provider education in nephrology. The Act prioritizes addressing disparities in affected populations and seeks to delay or eliminate the need for dialysis and transplant. It authorizes appropriations for these activities from 2026 through 2030.

The LEASH DOGE Act mandates transparency and oversight of the Department of Government Efficiency (DOGE) by requiring detailed reports on employees, activities, and potential conflicts of interest to be submitted to Congress and made public. It sets a deadline of March 31, 2025, for DOGE to comply with these requirements, or face restrictions on the use of funds, including those allocated to DOGE Agency Teams. This act ensures accountability and provides the public with accessible information regarding DOGE's operations and impact on government programs.

The Accountability in Government Efficiency Act requires the Comptroller General of the United States to report to Congress on the actions taken by the Department of Government Efficiency. This report will analyze the effects of the Department's actions on the long-term financial, public health, and safety interests of the United States, as well as the Department's compliance with certain sections of title 5, United States Code. The report must be submitted to Congress by December 31, 2025.

This bill reaffirms the United States' unwavering support for Ukraine's sovereignty, independence, and territorial integrity amidst Russia's ongoing invasion. It condemns Russia's war crimes and demands the withdrawal of Russian forces from Ukrainian territory, including Crimea and the Donbas. The bill insists on the safe return of kidnapped Ukrainian children and supports the prosecution of Russian leaders for war crimes. It emphasizes that any lasting peace agreement must include Ukraine and its European allies.

The Justice for All Act of 2025 aims to strengthen and expand civil rights protections by clarifying prohibited discrimination, reinstating the right to sue for discriminatory impact, and addressing loopholes in existing laws. This bill amends several key acts to include protections based on religion, sex (including sexual orientation and gender identity), and source of income, while also prohibiting discrimination by law enforcement and in public accommodations. It also makes employers fully responsible for employee discrimination, bans mandatory arbitration in employment, consumer, and civil rights disputes, and clarifies liability for government officials who violate constitutional rights. The DRIVE Act of 2025 ensures that the Department of Veterans Affairs (VA) travel reimbursement rate for veterans' medical appointments will never fall below the standard federal employee mileage rate. This legislation mandates that the VA must process and pay these mileage allowances within 90 days of a veteran submitting a complete request. Essentially, the bill aims to increase equity and speed in compensating veterans for necessary travel to VA healthcare.

The "First Rhode Island Regiment Congressional Gold Medal Act" authorizes the creation of a Congressional Gold Medal to honor the First Rhode Island Regiment, a historically significant integrated unit that fought valiantly during the Revolutionary War. The medal will be presented to the Rhode Island State Library for public display and research. The Act also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.
