The FIGHT China Act of 2025 establishes new government powers to safeguard U.S. national security against risks posed by the People's Republic of China. The bill imposes sanctions on specific foreign persons and prohibits U.S. investment in certain high-technology sectors involving entities from the "country of concern." Furthermore, it mandates reporting requirements and strengthens restrictions on U.S. persons holding securities in Chinese military-industrial complex companies.

The Financial Integrity and Regulation Management (FIRM) Act mandates that federal banking agencies must cease using "reputational risk" as a factor in the supervision, examination, or rating of depository institutions. This legislation aims to ensure regulators focus solely on a bank's financial safety and soundness, rather than public perception or political pressure. The Act requires all relevant agencies to remove references to reputational risk from their guidance and policies within 180 days of enactment.

The Fair and Open Competition Act (FOCA Act) ensures fair competition on federally funded construction projects by prohibiting the government from mandating or barring contractors from entering into agreements with labor unions. This promotes open bidding, reduces taxpayer costs, and prevents discrimination based on union membership. The law requires federal agencies to remain neutral regarding project labor agreements for both direct contracts and federal grants.

The Sarah Debbink Langenkamp Active Transportation Safety Act updates the Highway Safety Improvement Program to prioritize and increase federal funding for projects that protect cyclists and pedestrians. This legislation explicitly expands eligible safety projects to include connecting existing bike/pedestrian paths and implementing risk-reduction strategies for vulnerable road users. Furthermore, it allows states greater flexibility in financing these safety upgrades, including the potential for 100% federal funding for certain projects.

This joint resolution nullifies a rule issued by the Consumer Financial Protection Bureau. The rule concerned the prohibition of creditors and consumer reporting agencies from using or sharing medical information. By disapproving the rule, this resolution prevents the regulation from taking effect.

The "Stop Dangerous Sanctuary Cities Act" aims to enhance cooperation between federal and local law enforcement by allowing state and local officers to act as agents of the Department of Homeland Security and protecting them from liability when complying with immigration detainers. It defines "sanctuary jurisdictions" as those that restrict information sharing or compliance with federal detainment requests, and it makes these jurisdictions ineligible for certain federal grants, reallocating those funds to non-sanctuary jurisdictions. This act does not protect individuals who knowingly violate civil or constitutional rights.

This resolution supports designating February 15-22, 2025, as National FFA Week, celebrating the National FFA Organization's role in developing future leaders through agricultural education. It also recognizes the 90th anniversary of New Farmers of America and the 75th anniversary of the Future Farmers of America federal charter.

The "Ending China's Unfair Advantage Act of 2025" restricts U.S. funding to the Montreal Protocol and the UN Framework Convention on Climate Change until China is no longer considered a developing country under the Montreal Protocol and is included in Annex I of the UN Framework Convention. This bill aims to address what the Act describes as unfair advantages China receives in international environmental agreements.

The LEOSA Reform Act amends the Gun-Free School Zones Act of 1990 to allow qualified law enforcement officers and retired officers to carry concealed firearms in school zones. The "Protecting Access for Hunters and Anglers Act of 2025" prevents the Department of Interior and Department of Agriculture from banning or regulating lead ammunition and fishing tackle on federal lands and waters open to hunting and fishing. An exception is allowed in specific areas where lead is scientifically proven to be the primary cause of wildlife population decline, but any restrictions must align with state laws or have the approval of the state's fish and wildlife department. The reasoning for any such prohibition or regulation must be published in the Federal Register.

The "Protect Small Businesses from Excessive Paperwork Act of 2025" amends the filing deadline for pre-existing reporting companies. Companies in existence before January 1, 2024, now have until January 1, 2026, to file their reports.

The CAREER Act of 2025 reauthorizes and modifies key grant programs aimed at supporting individuals recovering from substance use disorders through workforce development and recovery housing. It extends funding for treatment, recovery, and workforce support grants, allowing funds to be used for transportation services and prioritizing data collection on employment outcomes. The act also reauthorizes the Recovery Housing Pilot Program, updating data collection methods and extending the program through 2030 to provide stable housing for individuals in recovery.

This resolution supports the goals and ideals of "Career and Technical Education Month" by recognizing the importance of career and technical education (CTE) in preparing students for the workforce. It acknowledges the significant number of students enrolled in CTE programs and the positive impact of CTE on academic achievement and employability. The resolution expresses the Senate's support for designating February 2025 as Career and Technical Education Month.

The "Retirement Fairness for Charities and Educational Institutions Act of 2025" modifies regulations for 403(b) plans under the Investment Company Act of 1940, the Securities Act of 1933, and the Securities Exchange Act of 1934. These modifications broaden exemptions from registration provisions for certain interests, participations, or securities related to 403(b) plans, especially those subject to Title I of the Employee Retirement Income Security Act of 1974, or where the employer acts as a fiduciary, or are governmental plans as defined in section 414. The goal is to expand the types of trusts, plans, and accounts that are excluded from being defined as investment companies. It also updates a section regarding exemptions from registration requirements for securities, adding a reference to plans described in section 3(a)(12)(C)(iv) of the Act.
