The "Fee Increases for Reckless Mismanagement Act of 2025" or "FIRM Act of 2025" increases visa application fees for foreign nationals from countries that deny or delay accepting their deported citizens, are state sponsors of terrorism, or are listed as Tier 3 countries in the State Department's Trafficking in Persons report. The fee increase will be between 50% and 150% depending on how many criteria the country meets. The Secretary of State will review these determinations monthly to decide if any increases should be reduced or applied to additional countries.

This bill repeals the Impoundment Control Act of 1974, eliminating the requirements for the President to report to Congress on decisions to withhold or delay spending of appropriated funds. This removes the process by which Congress can approve or disapprove of these presidential actions.

The "Protecting Privacy in Purchases Act" prevents payment card networks from assigning a unique merchant category code to firearm retailers. The Attorney General is responsible for enforcing the Act, investigating complaints, and reporting to Congress. This law overrides state and local laws regarding merchant category codes for firearm retailers and does not establish a private right of action.

The "Medicaid Primary Care Improvement Act" allows states to use Medicaid funds for direct agreements with healthcare providers, including value-based care models and direct primary care arrangements. It requires the Secretary of Health and Human Services to gather input and issue guidance to states on implementing these arrangements. Additionally, the Act mandates a report to Congress analyzing state contracts with independent physicians and the quality/cost of care in direct primary care arrangements within Medicaid. This aims to improve primary care access and quality within the Medicaid program without altering existing cost-sharing or limiting medical assistance.

The "Protecting Federal Funds from Human Trafficking and Smuggling Act of 2025" restricts federal funding to non-profit organizations that do not certify compliance with federal laws on human trafficking, alien smuggling, fraud, and bribery. It also directs the Secretary of Homeland Security to develop strategies and best practices for non-profits to comply with federal law, detect and report violations, and improve cooperation with law enforcement. Additionally, the Comptroller General is required to report to Congress on any violations by non-profit entities.

The "Protecting American Energy Production Act" affirms that states have primary regulatory authority over hydraulic fracturing on state and private lands. It prohibits the President from enacting a moratorium on hydraulic fracturing unless explicitly authorized by Congress.

This bill proposes to eliminate the United States Agency for International Development (USAID). It would cut off all federal funding to USAID starting from the bill's enactment date. Any unspent funds previously allocated to USAID would be rescinded and transferred to the Secretary of State, along with all remaining assets and liabilities of the agency.

The "REAL Meat Act of 2025" prohibits federal funding for cell-cultured meat production, research, and promotion, defining it as lab-grown meat from animal cells. An exception is made, allowing NASA to use federal funds for cell-cultured meat intended for consumption off-planet.

The Litigation Transparency Act of 2025 requires parties in civil actions to disclose the identity of any third party entitled to payment contingent on the outcome of the case, along with the relevant agreements. This disclosure aims to increase transparency in civil litigation by revealing who financially benefits from the lawsuit's outcome. Certain payments, such as loan repayments and attorney's fees, are exempt from this disclosure requirement. The Act applies to both ongoing and future court cases.

The "No Kill Switches in Cars Act" repeals a section of the Infrastructure Investment and Jobs Act. The repealed section required the Department of Transportation to create a rule mandating that all new cars have advanced drunk and impaired driving prevention technology. This bill prohibits the government from requiring car manufacturers to install kill switches in vehicles.

The "Marc Fischer Memorial Act" aims to combat the flow of synthetic drugs, particularly fentanyl, into Federal prisons through the mail. It mandates the Director of the Bureau of Prisons to develop and implement a strategy to equip all Federal correctional facilities with the technology and processes needed to scan mail, protect staff and inmates, and ensure timely delivery of mail copies while maintaining legal mail privileges. The strategy includes assessing current practices, identifying necessary resources, and providing a budgetary proposal for implementation, with ongoing reporting to Congress on its effectiveness.

The BOWSER Act repeals the District of Columbia Home Rule Act, which currently grants a degree of self-governance to the District of Columbia. This repeal would take effect one year after the enactment of the BOWSER Act. Effectively, this would end the current form of local government in DC.

The "Respect State Housing Laws Act" repeals a provision in the CARES Act that restricted states' abilities to enforce their own eviction moratoriums. This change clarifies that state laws regarding evictions should be respected and not overridden by federal measures. By removing the subsection, the bill aims to restore states' authority over housing regulations and eviction processes within their jurisdictions.

The "UNPLUG EVs Act" rescinds any unspent funds allocated for electric vehicle charging and fueling grants, as well as funds from the National Electric Vehicle Infrastructure Formula Program. The recovered funds will be deposited into the Treasury's general fund and used to reduce the federal deficit.

The "Safe Passage on Interstates Act of 2025" aims to prevent the obstruction of interstate highways. It establishes penalties, including fines and imprisonment, for individuals who knowingly disrupt traffic flow or endanger vehicles on these highways. Increased penalties are applied if emergency vehicles are obstructed or if a death occurs as a result of the obstruction.

The "Fair Access to Banking Act" aims to prevent financial institutions from denying services to legal businesses based on subjective or political reasons. It prohibits large banks, credit unions, and payment card networks from discriminating against legal businesses and requires them to provide fair access to financial services based on impartial, risk-based standards. Financial institutions that violate these provisions may face penalties, including ineligibility for taxpayer-funded discount window lending programs and civil penalties. Individuals or businesses who are unfairly denied services can sue the financial institution in U.S. district court.

The "Protecting Women’s Private Spaces Act" restricts access to single-sex facilities on federal property to individuals whose biological sex corresponds to the facility's designation. Biological sex is defined as the biological determination of male or female, based on reproductive systems. Exceptions are provided for emergency medical personnel and law enforcement officers in specific situations. "Single-sex facilities" are defined as restrooms, locker rooms, and changing rooms.

This bill stops the distribution of China Daily, a Chinese Communist Party propaganda outlet, in House buildings. It prevents the Chief Administrative Officer from distributing these publications or using internal mail for their delivery, aiming to protect the House from foreign influence. The policy does not restrict private subscriptions by individuals, access through public facilities, or collection by the Library of Congress. The bill defines a CCP-controlled publication as one registered under the Foreign Agents Registration Act and controlled by the Chinese Communist Party.

The "Protection of Women in Olympic and Amateur Sports Act" amends Title 36 of the United States Code to define "female" and "male" based on reproductive systems. It stipulates that individuals whose sex is male are prohibited from participating in amateur athletic competitions designated for females.

The "Veterans Access to Direct Primary Care Act" directs the VA to establish a five-year pilot program offering eligible veterans health savings accounts to access primary care from non-VA providers through direct primary care arrangements. Participating veterans will receive annual deposits into their health savings accounts to cover primary care services, but will not be able to receive VA medical care covered by the direct primary care arrangement during their participation. The VA will monitor the program for fraud and report results to Congress. The program will be funded through existing Veterans Health Administration appropriations.
