This bill renames the Anahuac National Wildlife Refuge in Texas as the Jocelyn Nungaray National Wildlife Refuge, in honor of Jocelyn Nungaray. It directs that all references to the Anahuac National Wildlife Refuge in any legal or official documents be changed accordingly.

The Uniform School Mapping Act prohibits federal funding for emergency response maps that do not meet specific digital, accuracy, and accessibility standards beginning in fiscal year 2026. It mandates the Secretary of Homeland Security to create a strategy for procuring and distributing compliant maps for critical federal sites to public safety agencies. The strategy must be submitted to congressional committees. The Act defines key terms related to emergency response mapping and public safety agencies.

The "Highway Formula Fairness Act" allows the Secretary of Transportation to increase highway funding to states that have experienced population growth. It also directs the Secretary of Transportation to conduct a highway formula modernization study, in consultation with State transportation departments and local government representatives, to assess and recommend improvements to the method and data used for apportioning Federal-aid highway funds. The Secretary must submit a report to Congress within 90 days of this Act's enactment, including the study and recommendations.

The Enhanced Iran Sanctions Act of 2025 aims to prevent Iran from obtaining nuclear weapons and countering its support for terrorism by imposing sanctions on those involved in Iran's energy sector and those who provide financial support for its destabilizing activities. It mandates sanctions on foreign entities involved in processing, exporting, or selling Iranian oil, gas, and petrochemicals, while also establishing an interagency working group to coordinate and enforce these sanctions. The Act also amends existing legislation to require the identification of individuals involved in sanctionable activities or sanctions evasion related to Iranian oil and gas sales.

The Affordable Housing Credit Improvement Act of 2025 aims to increase affordable housing options by updating state housing credit formulas, refining tenant eligibility rules, and improving credit eligibility and determination. This includes adjusting income verification processes, modifying student occupancy rules, and protecting domestic abuse victims. The bill also focuses on Native American and rural assistance by addressing housing needs in Indian areas and streamlining income eligibility for rural projects. Additionally, it revises rules for exempt facility bonds and renames the "low-income housing tax credit" to the "affordable housing tax credit" while encouraging data sharing and discouraging discriminatory land use policies.

The Deliver for Veterans Act allows the Department of Veteran Affairs to cover the complete cost of delivering an adapted vehicle to a veteran. Additionally, it extends certain limitations on pension payments to March 31, 2032.

The "PLAN for School Safety Act of 2025" aims to improve school safety by establishing Regional School Safety Development Centers. These centers will offer customized consulting services to schools for developing and implementing evidence-based school safety plans, focusing on violence and suicide prevention, student mental health, and overall school security. The program will be overseen by a Director who will award grants to eligible entities, provide training and technical assistance, and establish a Youth Advisory Council. This act allocates $25 million annually from 2026-2030 to support these initiatives, ensuring schools receive the resources and guidance needed to create safer learning environments.

The Maximum Pressure Act aims to increase pressure on Iran by codifying and expanding sanctions related to its nuclear program, ballistic missile development, support for terrorism, and human rights abuses. It targets key Iranian leaders, entities involved in arms sales, and various sectors of Iran's economy, while also enhancing congressional oversight of actions related to Iran sanctions. The bill also seeks to intensify financial pressure on the Islamic Revolutionary Guard Corps (IRGC) and prevent Iran from accessing international funds. Additionally, the act reinforces restrictions and oversight related to the IRGC and Ansar Allah (Houthis) and mandates a series of determinations and reports from government officials regarding Iran's activities.

The "Constitutional Concealed Carry Reciprocity Act" enables individuals with valid concealed carry permits or the legal right to carry concealed firearms in their home state to do so across state lines, provided they are not federally prohibited from possessing firearms and carry a valid photo ID. This law respects private and state/local government restrictions on firearms, protects individuals from unwarranted arrest, and allows legal action for violations of these rights. It also permits concealed carry in National Parks and other federal lands open to the public and clarifies that handguns include magazines and ammunition.

The Major Richard Star Act allows eligible combat-disabled veterans to receive both their retirement pay and disability compensation. This eliminates the previous offset that reduced retirement pay for those receiving disability compensation. The changes apply to payments beginning the month after enactment.

The Military Spouse Hiring Act amends the Internal Revenue Code to include qualified military spouses as eligible for the Work Opportunity Credit, incentivizing employers to hire them. A qualified military spouse is defined as someone certified by a local agency as married to a member of the U.S. Armed Forces. This change applies to amounts paid and individuals starting work after the Act's enactment.

This bill designates the United States Postal Service facility located at 620 East Pecan Boulevard in McAllen, Texas, as the "Agent Raul H. Gonzalez Jr. Memorial Post Office Building." It also mandates that all legal and official documents will refer to the facility by this new name.

The "Pay Our Border Patrol and Customs Agents Act of 2025" ensures that U.S. Border Patrol agents and Customs and Border Protection officers are paid during any government shutdown in fiscal year 2025. The bill appropriates the necessary funds to cover the salaries and expenses of these essential employees, guaranteeing they continue to receive paychecks even when the government is shut down.

The "Federal Firearms Licensee Protection Act of 2025" increases penalties for stealing firearms from licensed dealers. The act also mandates minimum prison sentences of 3 years for burglaries and 5 years for robberies targeting licensed firearm businesses.

This bill expresses support for the Iranian people's desire for a democratic, secular, and nonnuclear republic, while condemning the Iranian regime's human rights abuses, support for terrorism, and attempts to develop nuclear weapons. It affirms the right of the Iranian people to self-determination and supports continued sanctions against the current regime. The bill also calls for the protection of Iranian political refugees in Albania.

The Cyber PIVOTT Act aims to bolster the cybersecurity workforce by expanding CISA's education and training programs to community colleges and technical schools, offering scholarships for students in cyber-related fields who commit to a service obligation in government. This act prioritizes skills-based training, internships, and industry-relevant certifications, while also establishing recruitment and resource platforms to connect graduates with federal job opportunities. The goal is to significantly increase the number of students enrolled in cybersecurity programs, addressing critical workforce gaps in the cyber sector. The Act also requires CISA to review its education and training programs and report to Congress.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. It sets penalties including imprisonment and fines, with increased penalties if death results or if kidnapping or attempted killing is involved. Federal prosecution requires certification from the Attorney General, based on a request from the state or if it is in the public interest to ensure substantial justice. The act defines "law enforcement officer" and "State" for the purposes of the new offenses.

The "ALYSSA Act" amends the Elementary and Secondary Education Act of 1965 to require all elementary and secondary schools to install silent panic alarms for use during school security emergencies. To receive federal funding, local education agencies must equip each school with at least one panic alarm, defined as a silent security system for signaling life-threatening emergencies to law enforcement. This ensures schools have a direct and immediate way to alert law enforcement during critical situations.

The Smithsonian National Museum of the American Latino Act authorizes the creation of the Smithsonian National Museum of the American Latino on the National Mall. It ensures the museum's exhibits and programs accurately represent the diverse cultures, histories, events, and values of Hispanic and Latino communities, seeking guidance from diverse sources. The Act also mandates regular reports to Congress on the museum's efforts to meet these diversity requirements.
