The "Anti-CBDC Surveillance State Act" prohibits Federal Reserve Banks from offering financial products or services directly to individuals, maintaining accounts for individuals, or issuing a central bank digital currency (CBDC) directly or indirectly. It also blocks the Federal Reserve from testing, creating, or implementing a CBDC, or using it to implement monetary policy, without explicit congressional authorization. The bill clarifies that these restrictions do not apply to digital versions of the dollar that are open, permissionless, and private, like physical currency.

The "1071 Repeal to Protect Small Business Lending Act" repeals Section 704B of the Equal Credit Opportunity Act, eliminating requirements for financial institutions to collect and report data on small business loans. This aims to reduce compliance costs for financial institutions, particularly smaller ones like community banks and credit unions. The goal is to alleviate regulatory burdens and improve credit access for small businesses by removing these data collection requirements.

The "Amtrak Transparency and Accountability for Passengers and Taxpayers Act" modifies open meeting requirements for Amtrak, allowing certain discussions on contract negotiations, collective bargaining, and personnel matters to remain private to protect Amtrak's competitive position and individual privacy, unless public discussion is requested in writing. It also applies specific information exemptions to Amtrak meetings.

The CARE Act of 2025 mandates a Medicare program model that allows payment for ground ambulance services that respond to emergencies, even if transport to a hospital is not required. This model will run for five years and aims to improve access to emergency medical services by enabling on-scene treatment and telehealth options. The act requires a report analyzing the model's impact on patient outcomes, resource use, and regional variations in emergency service availability.

This bill establishes a House Select Committee to investigate and propose policies to combat Mexican drug cartels and their international networks. The Black Vulture Relief Act of 2025 allows livestock producers and their employees to take black vultures that are causing or are reasonably believed to cause death, injury, or destruction to livestock. This act defines key terms related to black vultures and livestock production and requires individuals who take a black vulture to submit an annual report to the United States Fish and Wildlife Service. The Act prohibits the use of poison to take or attempt to take a black vulture. The Fish and Wildlife Service must provide a reporting form within 180 days of enactment.

The FAIR Act of 2025 aims to promote equitable treatment of osteopathic and allopathic medical school graduates in hospital residency programs. It requires hospitals to report data on residency applicants and acceptances from both types of medical schools, and to affirm their consideration of both DO and MD candidates. Hospitals that fail to comply will face a reduction in Medicare payments, and the collected data will be made public. This act does not mandate hospitals to accept students from either type of medical school.

The SHARE Act of 2025 allows the FBI to share criminal history records with state licensing authorities for background checks required by interstate compacts. States can only use this information for these specific background checks and must adhere to federal regulations regarding its use and dissemination. This ensures that individuals seeking licenses or privileges to work in compact member states undergo necessary criminal history screenings. The bill defines key terms to ensure consistent interpretation and implementation across states.

The "Constitutional Concealed Carry Reciprocity Act" enables individuals with valid concealed carry permits or the legal right to carry concealed firearms in their home state to do so across state lines, provided they are not federally prohibited from possessing firearms and carry a valid photo ID. This law respects private and state/local government restrictions on firearms, protects individuals from unwarranted arrest, and allows legal action for violations of these rights. It also permits concealed carry in National Parks and other federal lands open to the public and clarifies that handguns include magazines and ammunition.

The "National Weather Service Communications Improvement Act" mandates the National Weather Service to modernize its communication system by October 1, 2027, replacing NWSChat with a commercial instant messaging service hosted on a public cloud. This upgrade aims to enhance user experience, accommodate growth, and improve performance. The Act allocates up to $3,000,000 annually from 2026 to 2029, using existing National Weather Service funds for the project.

This bill expresses the House of Representatives' support for maintaining the stepped-up basis under section 1014 of the Internal Revenue Code, which allows inherited assets to be adjusted to their current market value, protecting family-owned farms and small businesses from increased taxes. The Veterans Readiness and Employment Transparency Act of 2025 aims to improve outreach by the Department of Veterans Affairs (VA) for training and rehabilitation programs for veterans with service-connected disabilities by establishing a dedicated phone number and contact information on regional office websites. It also mandates monthly Q&A sessions between VA employees and school certifying officials, as well as in-person briefings at educational institutions. The Act requires the Secretary to submit an annual report on vocational rehabilitation program extensions and approve or reject extension requests within 30 days.

The "Designation of English as the Official Language of the United States Act of 2025" establishes English as the official language of the U.S., requiring the government to conduct official business in English and encouraging English language learning. It mandates a uniform English language standard for naturalization, ensuring new citizens can understand core American documents, while also providing exceptions for certain situations like language teaching, national security, and protection of rights. The bill also sets rules for interpreting U.S. laws, favoring interpretations that protect individual rights and state powers, and directs the Secretary of Homeland Security to develop uniform English language testing for citizenship applicants.

The APLUS Act directs the Secretary of Agriculture to update regulations, permitting market agencies to have financial interests in smaller meatpacking companies, defined by specific slaughter capacities. The Act does not reduce the Secretary's authority to enforce rules protecting producers, competition, and market integrity under existing law.

This bill nullifies the Environmental Protection Agency's rule on greenhouse gas emissions from power plants. The rule targeted new, modified, and reconstructed fossil fuel-fired electric generating units. It also set emission guidelines and repealed the Affordable Clean Energy Rule.
