The Protect Our Probationary Employees Act resets the probationary period for certain federal employees who were involuntarily separated between January 20, 2025, and January 20, 2029. If these employees are rehired into a similar role at the same agency, their new probationary period will be reduced by the time they already served previously. This provision is temporary and will expire on January 20, 2029.

This Act authorizes the creation and sale of special commemorative gold and silver coins to mark the 25th anniversary of the September 11th attacks. The coins will feature designs honoring the victims and first responders, with the phrase "Never Forget" required on at least one design. All surcharges collected from the sale of these coins will be donated to support the ongoing operations and maintenance of the National September 11 Memorial and Museum. The Treasury must ensure the entire coin program results in no net cost to the Federal Government.

The Farewell to Foam Act of 2025 bans the sale and distribution of expanded polystyrene (Styrofoam) food service ware, loose fill packaging, and coolers starting January 1, 2028. The bill clearly defines these targeted foam products and the roles of manufacturers, distributors, and retailers involved in their supply chain. Enforcement begins with a written warning for first-time violations, followed by escalating fines for repeat offenses. The Administrator of the EPA is granted the authority to issue necessary regulations to implement the Act.

The "Do No Harm Act" amends the Religious Freedom Restoration Act of 1993 to ensure religious freedom is not used to justify discrimination or harm. It clarifies that the Act does not override federal laws protecting against discrimination, ensuring equal opportunity, or safeguarding access to healthcare and other essential services. This amendment confirms that the Religious Freedom Restoration Act applies only when the government is a party in a judicial proceeding.

This bill, the Richard L. Trumka Protecting the Right to Organize Act of 2025, seeks to amend the National Labor Relations Act and other labor laws to strengthen protections for workers' rights to organize and collectively bargain. Lewis Voting Rights Advancement Act of 2025 amends the Voting Rights Act of 1965 to address vote dilution, denial, and abridgment claims, and to update which states and political subdivisions are subject to federal oversight based on a history of voting rights violations. It broadens the types of violations that allow a court to retain jurisdiction over a case, clarifies the Attorney General's authority to assign observers, and ensures transparency in voting-related changes. The Act also authorizes the Attorney General to demand documents and information to enforce voting rights and provides grants to small jurisdictions to assist with notification requirements.

The Water Conservation Rebate Tax Parity Act expands the current tax exclusion for energy efficiency subsidies to include payments received for making homes more water-efficient. This means that rebates from utilities or governments for installing water, storm water, or wastewater management improvements will generally not be counted as taxable income. The bill clarifies which types of improvements qualify and which entities can provide these tax-free subsidies. These changes apply to subsidies received after December 31, 2021.

This bill expresses condolences for the 67 lives lost in the American Eagle Flight 5342 and PAT 25 crash near Ronald Reagan Washington National Airport on January 29, 2025. The Safe Schools Improvement Act aims to reduce bullying and harassment in schools by requiring states to establish policies prohibiting such conduct based on various characteristics, including race, sex, religion, and disability. It mandates annual notifications, data collection on incidents, biennial evaluations of programs, and regular reports to Congress to ensure accountability and effectiveness. This act does not infringe on existing nondiscrimination laws or freedom of speech but seeks to create a safer, more inclusive learning environment for all students.

This resolution designates February as Black History Month, celebrating the heritage and achievements of Black Americans. It protects the privacy of service members seeking such care and prohibits any adverse actions against them for utilizing these provisions. The bill aims to address barriers to reproductive healthcare created by state abortion restrictions and logistical challenges faced by military personnel.

The SAFE Act of 2025 amends existing legislation to explicitly prohibit the slaughter of horses for human consumption, reinforcing protections for these animals. This bill seeks to prevent the inhumane treatment of American equines by closing loopholes that allow their slaughter and export for human consumption.

The "GUARD VA Benefits Act" reinstates penalties for individuals who charge veterans unauthorized fees for assistance with their VA benefits claims. This bill amends title 38 of the United States Code to ensure that those who exploit veterans by charging unlawful fees face appropriate fines. The aim is to protect veterans from financial exploitation related to their benefits claims.

The PAST Act of 2025 significantly strengthens the Horse Protection Act to combat the painful practice of soring in specific horse breeds. This bill increases penalties for violations, establishes stricter licensing and oversight for inspectors, and explicitly bans the use of "action devices" designed to cause unnatural gaits. The legislation aims to enhance enforcement, ensure fairer competition, and hold violators accountable through increased fines and disqualifications.

The Social Security Expansion Act aims to increase Social Security benefits, change cost-of-living adjustments to better reflect elderly consumers, and extend eligibility to student children. It also adjusts payroll and self-employment taxes for earnings above $250,000, increases taxes on investment gains, and establishes a new Social Security Trust Fund. These changes are intended to provide greater financial security for beneficiaries and ensure the long-term solvency of the Social Security system.

The Climate and Health Protection Act ensures the continuation of the Climate and Health program, managed by the CDC, to help communities prepare for the public health impacts of climate change. It authorizes \$110 million annually, starting in 2026, to support the program's efforts in providing guidance, developing tools, and offering leadership in climate change and health planning. These funds are specifically dedicated to the Climate and Health program and cannot be used for other purposes.

The American Dream and Promise Act of 2025 provides a pathway to permanent residency for eligible individuals who entered the United States as children and those with Temporary Protected Status (TPS) or Deferred Enforced Departure (DED). Title I, the Dream Act of 2025, establishes conditional permanent residency for eligible individuals who entered the U.S. as children. Title II, the American Promise Act of 2025, allows the Secretary of Homeland Security or the Attorney General to grant permanent resident status to eligible individuals from TPS or DED countries. Title III outlines general provisions, such as background checks, application processes, and fee exemptions, applicable to all seeking to adjust their status under this Act.

The Disaster Displacement Assistance Improvement Act of 2025 ensures disaster survivors are not denied displacement assistance, such as temporary housing, due to insurance coverage. This bill clarifies that insurance benefits should not be considered a duplication of benefits when determining eligibility for displacement assistance. This change aims to provide more immediate and accessible housing aid to those displaced by disasters.

This bill expresses support for the Iranian people's desire for a democratic, secular, and nonnuclear republic, while condemning the Iranian regime's human rights abuses, support for terrorism, and attempts to develop nuclear weapons. It affirms the right of the Iranian people to self-determination and supports continued sanctions against the current regime. The bill also calls for the protection of Iranian political refugees in Albania.
