The CHAMPVA Children's Care Protection Act of 2025 amends the eligibility requirements for the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA). This act increases the maximum age for eligible children to receive medical care under the program to 26 years old, regardless of their marital status. This change does not affect benefits for children incapable of self-support and takes effect for medical care provided on or after the enactment of this act.

The Rural Obstetrics Readiness Act aims to improve maternal health outcomes in rural areas by establishing programs to train healthcare providers in obstetric emergency care, provide funding for necessary equipment and workforce development, implement teleconsultation programs, and study the challenges facing rural obstetric units. The Act authorizes grants for training, equipment, and telehealth programs, and requires a study on rural maternity ward closures and patient transport patterns.

The Taxpayer Data Protection Act limits access to the Treasury Department's payment systems to Treasury employees or contractors with satisfactory performance reviews and security clearances. It sets specific criteria for individuals accessing the system, including conflict of interest restrictions, training, and ethics agreements. The Act also mandates the Treasury Department's Inspector General to investigate and report to Congress on any unauthorized system use.

The "Caring for All Families Act" expands the definition of family members under the Family and Medical Leave Act (FMLA) to include domestic partners, in-laws, adult children, grandparents, grandchildren, siblings, and other individuals with close family-like relationships, allowing employees to take leave to care for them. It also allows employees to take additional leave for parental involvement in children's or grandchildren's education and extracurricular activities, and to meet family wellness needs, with certain limitations on the amount of leave that can be taken for these purposes. The Rosa Parks Day Act amends Title 5 of the United States Code to establish Rosa Parks Day as a legal public holiday. This act recognizes Rosa Parks' contribution to the civil rights movement. Rosa Parks Day will be observed annually after Thanksgiving Day.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the Freedom Riders, collectively, in recognition of their contributions to the Civil Rights movement. The medal will be displayed at the Smithsonian Institution and other appropriate locations, with bronze duplicates available for sale to the public. Funds from the United States Mint Public Enterprise Fund will cover the costs.

It requires election officials to contact voters to resolve signature discrepancies or missing signatures on mail-in ballots, ensuring these ballots are counted if the issues are corrected promptly. This act aims to increase voter participation and convenience while maintaining the option for in-person voting. States must comply with these requirements for federal elections starting in 2026.
