It requires state agencies to offer various formats for certification appointments, ensuring accessibility for individuals with disabilities. The Act also mandates a report to Congress on the use of remote technologies in WIC, focusing on their impact and best practices.

The Black History Matters Act directs the Director of the National Museum of African American History and Culture to study Black history education in public schools. The study will identify which states require Black history education, assess the quality of education, instructional materials, and analyze how schools assess students' knowledge. A report will then be submitted to Congress detailing the findings of the study.

The HEARTS Act of 2025 aims to reduce animal use in research and testing by promoting and funding alternative methods. It mandates the evaluation and utilization of non-animal methods before animal research is approved and establishes a National Center for Alternatives to Animals in Research and Testing within the NIH to develop, promote, and fund these alternatives. The Smithsonian National Museum of the American Latino Act authorizes the creation of the Smithsonian National Museum of the American Latino on the National Mall. It ensures the museum's exhibits and programs accurately represent the diverse cultures, histories, events, and values of Hispanic and Latino communities, seeking guidance from diverse sources. The Act also mandates regular reports to Congress on the museum's efforts to meet these diversity requirements.

The "Office of Gun Violence Prevention Act of 2025" establishes an Office of Gun Violence Prevention within the Department of Justice, led by a Director appointed by the Attorney General, to coordinate gun violence prevention efforts, evaluate related laws and programs, and recommend evidence-based policies to Congress and the President. The Director will also convene an advisory council comprising various officials and at least 12 additional individuals representing gun violence survivors, community violence intervention service providers, and other relevant groups. The Office will also assist communities affected by gun violence with crisis response activities, such as providing access to mental health services and suicide prevention resources. Finally, the act authorizes the appropriation of necessary funds to carry out the provisions of the bill.

The "Expanding Child Care Access Act of 2025" introduces a tax credit, up to $5,000, for qualified child care startup expenses incurred by licensed family child care providers. This credit aims to support individuals starting or expanding licensed child care services within their primary residence, covering expenses such as licensing fees, supplies, insurance, and necessary equipment or renovations. The credit is available for a limited time and cannot be claimed for expenses already covered by other deductions or credits.

The Tipped Income Protection and Support (TIPS) Act eliminates the subminimum wage for tipped employees, requiring employers to pay the standard minimum wage before tips. It ensures that all tips go to the employees, allowing for traditional tip pooling. The bill also introduces a tax deduction for qualified cash tips for employees earning up to $112,500 annually, effective for taxable years after 2025.

The Justice for All Act of 2025 aims to strengthen and expand civil rights protections by clarifying prohibited discrimination, reinstating the right to sue for discriminatory impact, and addressing loopholes in existing laws. This bill amends several key acts to include protections based on religion, sex (including sexual orientation and gender identity), and source of income, while also prohibiting discrimination by law enforcement and in public accommodations. The "All Access Act of 2025" ensures Members of Congress can access any public building during regular hours by showing their official ID. Access outside of normal business hours requires a 12-hour advance notice to the building head. This act defines "Member of Congress" as a Representative or Senator.

The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. The bill includes exemptions and delayed effective dates for certain requirements to ease the transition for legitimate users, such as veterinarians and animal handlers. It also directs the Sentencing Commission to review sentencing guidelines for xylazine-related offenses and mandates reports to Congress on the prevalence and impact of illicit xylazine use. Finally, it will include xylazine in Arcos tracking.

This proposed constitutional amendment clarifies that constitutional rights are exclusively for natural persons, not corporations or other artificial entities, which can be regulated by the people. It aims to ensure equal access to the political process by allowing regulation of campaign finance, stating that spending money to influence elections is not protected speech. The amendment also explicitly protects the freedom of the press.

The "Protect US National Security Act" ensures that federal funds cannot be used to eliminate the United States Agency for International Development (USAID) as an independent entity. It asserts that only an act of Congress can eliminate USAID. The Secretary of State must certify compliance with this requirement to Congress within 30 days of the act's enactment and annually for 5 years.

The "Freedom to Invest in Tomorrow's Workforce Act" amends Section 529 savings accounts to include expenses related to postsecondary credentialing programs. This allows 529 funds to cover costs like tuition, fees, books, supplies, and testing fees for recognized programs and credentials, as defined by the bill. These changes would apply to distributions made after the bill is enacted.

The "Nobody Elected Elon Musk Act" holds special government employees leading efficiency initiatives accountable for any legal claims against the government arising from their department's actions. This includes violations of labor laws, data privacy, security threats, or misuse of federal funds. The aim is to ensure those leading government efficiency efforts are responsible for their department's compliance with all applicable laws.
