The "Sporting Goods Excise Tax Modernization Act" modifies excise tax regulations by treating marketplace providers as the importer and seller for excise tax purposes on taxable sporting goods sold through their platform if the goods are shipped from outside the U.S. This applies when the marketplace provider lists the product, collects payments, and the manufacturer is not the marketplace provider. The regulations will be applied to sales in calendar quarters starting 60 days after the enactment of this Act.

The "Building Native Habitats at Federal Facilities Act" prioritizes the use of native plants in Federal construction and maintenance projects to support habitat creation, pollinator support, erosion reduction, and stormwater control. It requires federal agencies to prioritize native plants in projects and update design standards, and it directs the Council on Environmental Quality to issue guidance and report on the use of native plants in these projects.

The Public Safety Employer-Employee Cooperation Act establishes a framework for collective bargaining rights for public safety officers (law enforcement, firefighters, and emergency medical services personnel) at the state level. It directs the Federal Labor Relations Authority to determine if states substantially protect these rights, and if not, the Authority will establish collective bargaining procedures. The Act aims to promote cooperation between public safety employers and employees while respecting existing state laws and prohibiting strikes and lockouts. This law does not override state laws that provide similar or stronger protections for public safety officers.

The "Due Process Continuity of Care Act" aims to provide Medicaid coverage for individuals in custody awaiting charges in a medical institution, removing the existing inmate limitation on benefits. It authorizes the Secretary to award planning grants to states to support providing Medicaid assistance to eligible individuals and to prepare an application that meets specific requirements. The Act requires states to develop plans for assessing health treatment needs, increasing healthcare provider participation, and ensuring quality of care for patients in custody. It allocates $50,000,000 for these planning grants.

The "Kids Access to Primary Care Act of 2025" aims to improve children's healthcare access by increasing Medicaid payments for primary care services to match Medicare rates, expanding the types of providers eligible for these payments, and mandating compliance from Medicaid managed care plans. It also requires a study on the impact of these changes on enrollment and provider payment rates. Additionally, the Act encourages healthcare providers to utilize the Bright Futures guidelines for pediatric care.

Cameron's Law amends the Internal Revenue Code of 1986 to increase the orphan drug tax credit from 25% to 50%. This change aims to incentivize the development of treatments for rare diseases by offering greater financial support to companies through enhanced tax benefits. The adjusted tax credit will be effective for taxable years starting after the enactment of this law.

The Guard and Reserve GI Bill Parity Act of 2025 expands Post-9/11 GI Bill eligibility to National Guard members performing specific full-time duties. It also mandates a report to Congress on necessary updates to federal laws and regulations that rely on the poverty line for program eligibility.

The 9/11 Responder and Survivor Health Funding Correction Act of 2025 amends the Public Health Service Act to improve the World Trade Center (WTC) Health Program by expanding the types of healthcare providers who can conduct mental health evaluations, modifying provider credentialing, clarifying enrollment calculations, and extending the time frame for adding health conditions for WTC responders. The act adjusts the funding formula for fiscal years 2026 through 2090 and requires the Secretary of Health and Human Services to report to Congress on the program's budget, including projected needs through 2090 and recommendations for changes to the funding formula. Additionally, the act includes contributions made to an ABLE account when calculating retirement savings contributions.

The Honor and Remember Flag Recognition Act designates the Honor and Remember Flag as the official national symbol recognizing members of the U.S. Armed Forces who die in the line of duty. It mandates the flag's display at various federal locations on specific holidays, including Armed Forces Day, Memorial Day, and Veterans Day. The bill requires relevant departments to establish regulations for flag display and directs the General Services Administration to procure and distribute the flags.

The "Healthy Poultry Assistance and Indemnification Act of 2025" amends the Animal Health Protection Act to provide compensation to poultry growers and layers who are prohibited from raising flocks due to being located in a control area designated by the Animal and Plant Health Inspection Service. Compensation will be based on the facility's average income from its five most recent flocks, and must be paid within 60 days of a request. The Secretary of Agriculture's decision on compensation is final and not subject to judicial review. This compensation aims to offset losses incurred during the control period, ensuring financial stability for affected poultry farmers.

The "Secure Rural Schools Reauthorization Act of 2025" extends the Secure Rural Schools and Community Self-Determination Act of 2000, providing continued financial support to states and counties with federal lands through 2026.
