The Act also establishes temporary, favorable capital requirements for new rural depository institutions and expands lending authority for Federal savings associations to include agricultural loans. The POWER Act of 2025 establishes a new, temporary tax credit of up to $500 for individuals who purchase an emergency generator for their primary residence. To qualify, homeowners must have experienced at least two major disasters in their area within the last five years and personally received federal assistance for one of those events. The credit amount is subject to phase-out based on the taxpayer's modified adjusted gross income.

The "Protecting American Agriculture from Foreign Adversaries Act of 2025" adds the Secretary of Agriculture to the Committee on Foreign Investment in the United States (CFIUS) for agricultural matters. It mandates CFIUS review of agricultural land transactions, particularly those involving entities from China, North Korea, Russia, or Iran, to safeguard American agriculture.
