The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. The bill includes exemptions and delayed effective dates for certain requirements to ease the transition for legitimate users, such as veterinarians and animal handlers. It also directs the Sentencing Commission to review sentencing guidelines for xylazine-related offenses and mandates reports to Congress on the prevalence and impact of illicit xylazine use. Finally, it will include xylazine in Arcos tracking.

The "National Right-to-Work Act" amends both the National Labor Relations Act and the Railway Labor Act to protect an employee's right to choose whether or not to join or support a labor union. It eliminates the possibility of mandatory union membership or dues payments as a condition of employment, ensuring that employees cannot be forced to join or support a union against their will.

The "Freight RAILCAR Act of 2025" introduces a tax credit for modernizing freight railcars, encouraging investments in newer, more efficient railcars. Taxpayers can claim a credit equal to 10% of their freight railcar fleet modernization expenses, with a limit of 1,000 qualified freight railcars per year. The credit applies to railcars that increase capacity, improve fuel efficiency, or meet updated performance standards, and is available for three years after the Act's enactment. The Secretary of the Treasury is required to submit a report to Congress detailing the credit's usage and impact on railcar modernization and scrapping.

The "Doctors in our Borders Act" aims to increase the availability of medical care in underserved areas by raising the number of Conrad 30 waivers from 30 to 100 per state. These waivers allow international medical graduates to remain in the United States after completing their residency, provided they work in underserved communities. This expansion seeks to bring more doctors to areas with limited access to healthcare.

The "Family Farm and Small Business Exemption Act" amends the Higher Education Act of 1965 to exclude the net value of a family farm (on which the family resides) or a small business (with no more than 100 employees and owned/controlled by the family) from consideration as an asset when determining financial need for federal student aid. The "HALT Fentanyl Act" permanently classifies fentanyl-related substances as Schedule I drugs under the Controlled Substances Act, streamlining research registration processes while maintaining controls. It mandates the Director of the Bureau of Prisons to develop and implement a strategy to equip all Federal correctional facilities with the technology and processes needed to scan mail, protect staff and inmates, and ensure timely delivery of mail copies while maintaining legal mail privileges. The strategy includes assessing current practices, identifying necessary resources, and providing a budgetary proposal for implementation, with ongoing reporting to Congress on its effectiveness.

The "QUIET Act" aims to regulate robocalls using artificial intelligence by requiring disclosure when AI is used to mimic a real person in robocalls or text messages. It mandates that callers reveal the use of AI at the beginning of the communication. The Act also doubles the penalties for illegal robocalls or texts that use AI to impersonate individuals with the intent to defraud or cause harm.

The US-Kazakhstan Trade Modernization Act allows the President to extend nondiscriminatory trade treatment to products from Kazakhstan, which would formally remove Kazakhstan from Title IV of the Trade Act of 1974. This action acknowledges Kazakhstan's compliance with emigration requirements since 1997 and its membership in the World Trade Organization since 2015, further solidifying trade relations between the United States and Kazakhstan.

The Antisemitism Awareness Act of 2025 requires the Department of Education to consider the International Holocaust Remembrance Alliance's definition of antisemitism when evaluating discrimination complaints under Title VI of the Civil Rights Act of 1964, concerning race, color, and national origin. It requires the President to submit an annual report to Congress. This report will list foreign countries and international organizations that support boycotts and describe those boycotts.

The "Lower Colorado River Multi-Species Conservation Program Amendment Act of 2025" amends existing law to establish an interest-bearing account within the U.S. Treasury for non-federal contributions to the Lower Colorado River Multi-Species Conservation Program. This account, called the "Non-Federal Funding Account," will hold contributions and any interest earned, making the funds available to the Secretary for program expenditures without further appropriation. The bill ensures that previously and future contributed funds are deposited into the account, relieving state parties of investment loss liability once contributions are made.

The "Educational Choice for Children Act of 2025" establishes federal tax credits for individuals and corporations who contribute to scholarship granting organizations that provide scholarships for eligible students to attend elementary and secondary schools.
