The Veteran Education Assistance Adjustment Act increases the annual stipend for books, supplies, and equipment for veterans under the Post-9/11 Educational Assistance Program from $1,000 to $1,400. Beginning in 2026, this stipend will be subject to annual increases based on the Consumer Price Index.

The James Earl Jones Congressional Gold Medal Act directs the Speaker of the House and the President pro tempore of the Senate to arrange for the posthumous presentation of a Congressional Gold Medal to James Earl Jones, honoring his contributions to the United States and his work promoting inclusion in film and theatre. The Secretary of the Treasury will create the gold medal, and bronze duplicates will be made available for sale to the public.

The TAP Promotion Act mandates a standardized, one-hour presentation on available VA benefits during mandatory preseparation counseling for service members. This presentation must be developed and approved by the Secretary of Veterans Affairs in consultation with recognized Veterans Service Organizations (VSOs). The goal is to ensure separating service members are fully informed of their entitlements and how VSOs can assist with filing claims.

The Fighter Force Preservation and Recapitalization Act of 2025 aims to modernize and maintain the Air Force's fighter aircraft fleet by increasing the minimum number of fighter aircraft, requiring detailed reports on the fleet's status, prioritizing the assignment of new aircraft to existing squadrons, and preserving the Air National Guard's fighter capabilities. The act mandates the Air Force to assign at least three out of every four new advanced fighter aircraft to existing Air Force fighter squadrons and maintain at least 25 Air National Guard fighter aircraft squadrons. Additionally, it requires the Secretary of the Air Force to develop and submit an annual modernization plan for the Air National Guard's fighter fleet to Congress. The Act defines specific categories of fighter aircraft to clarify modernization efforts.

The Child Care Availability and Affordability Act aims to improve access to affordable child care by expanding employer-provided child care credits, increasing tax-free dependent care assistance, and creating a refundable household and dependent care tax credit. The employer provided child care credit is increased from 25% to 50% of qualified expenses, and the maximum credit amount is raised from $150,000 to $500,000. The amount of tax-free employer-provided dependent care assistance is increased from $5,000 to $7,500. A new tax credit is created for employment-related expenses paid for household and dependent care, with the applicable percentage starting at 50% and decreasing based on income, and the maximum creditable expenses are $5,000 for one qualifying individual and $8,000 for two or more.

The Child Care Workforce Act aims to improve child care quality and affordability by establishing a pilot program that provides grants to states, Indian Tribes, and Tribal organizations to increase the wages of child care workers. These grants will be used to supplement the wages of eligible child care workers, with the goal of attracting and retaining qualified professionals, enhancing their well-being, and expanding access to affordable child care options. The program will be evaluated for its effectiveness, and a report will be submitted to Congress.

This resolution expresses the House of Representatives' deepest condolences to the families and loved ones of the 67 individuals who lost their lives in the January 29, 2025, collision of American Eagle Flight 5342 and a U.S. Army flight. The SAFE Act of 2025 amends existing legislation to explicitly prohibit the slaughter of horses for human consumption, reinforcing protections for these animals. This bill seeks to prevent the inhumane treatment of American equines by closing loopholes that allow their slaughter and export for human consumption.

The PAST Act of 2025 significantly strengthens the Horse Protection Act to combat the painful practice of soring in specific horse breeds. This bill increases penalties for violations, establishes stricter licensing and oversight for inspectors, and explicitly bans the use of "action devices" designed to cause unnatural gaits. The legislation aims to enhance enforcement, ensure fairer competition, and hold violators accountable through increased fines and disqualifications.

The Rural Veterans Transportation to Care Act expands the Department of Veterans Affairs' transportation grant program to include rural areas, not just highly rural ones. It broadens the range of eligible grant recipients to include county veterans service organizations and tribal organizations. The bill also increases the maximum grant amount to $60,000, with a possible increase to $80,000 for vehicle purchases needed to comply with the Americans with Disabilities Act and authorizes necessary funding by removing the previous funding limit.

The Semiquincentennial Congressional Time Capsule Act directs the Architect of the Capitol to create and bury a time capsule on the U.S. Capitol grounds to commemorate the nation’s 250th anniversary. Curated by congressional leadership, the capsule will contain historical items and legislative milestones to be preserved for future generations. It is scheduled to be sealed on July 4, 2026, and reopened by Congress on July 4, 2276.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. The Conrad State 30 and Physician Access Reauthorization Act extends the Conrad State 30 program, which allows foreign physicians to work in underserved areas of the U.S. in exchange for a waiver of certain visa requirements. It modifies requirements for foreign physicians seeking waivers, including employment protections, state waiver limits, and contract requirements. The bill also increases the number of waivers available to states and modifies immigration procedures for physicians, including allowing "dual intent" for medical graduates and clarifying national interest waivers. Finally, it requires an annual report on the Conrad State 30 J1 Visa Waiver Program.

The Leveling the Playing Field 2.0 Act aims to strengthen U.S. trade laws by addressing unfair subsidies, currency undervaluation, duty evasion, and circumvention of trade remedies. It refines the process for handling successive trade investigations, ensuring that the International Trade Commission considers prior findings and assesses cumulative effects on domestic industries. The act also empowers authorities to counteract cost distortions in foreign countries and prevent importers from avoiding duties. Additionally, it includes provisions related to trade with Canada and Mexico and sets effective dates for new regulations.
