It requires hospitals receiving Medicare funds to report detailed data on D.O. and M.D. applicants and acceptances for each residency program. Hospitals failing to submit this required data will face a 2% reduction in their Medicare payments. This collected data will also be made publicly available to promote transparency in the residency recruitment process.

This bill, the National Weather Service Communications Improvement Act, mandates the replacement of the current NWSChat instant messaging system with a modern, commercially available, public cloud-hosted solution by October 1, 2027. The new system must meet standards for scalability and usability. Funding for this upgrade, up to \$3 million annually from 2026 to 2029, will be sourced from the existing NWS Operations, Research, and Facilities budget.

The Restore Protections for Dialysis Patients Act aims to prevent private health insurance plans from discriminating against patients with End-Stage Renal Disease (ESRD). This legislation clarifies that plans cannot offer worse benefits or unfairly limit coverage for dialysis treatments compared to other medical services. Furthermore, it stops these plans from shifting the primary financial responsibility for ESRD care onto Medicare. The Protecting Access to Ground Ambulance Medical Services Act of 2025 extends the current Medicare payment structure for ground ambulance services. This change ensures continuity in how these vital services are reimbursed under existing rules. Specifically, the temporary payment pilot program is extended through 2028, preventing an immediate change in payment policy.

This resolution expresses support for designating March 18, 2025, as "National Agriculture Day." It recognizes and celebrates the significant impact of agriculture as a leading industry in the United States.

The Military Spouse Hiring Act amends the Internal Revenue Code to expand eligibility for the Work Opportunity Tax Credit (WOTC). This change allows employers to claim the tax credit for hiring qualified military spouses. A qualified military spouse is defined as someone certified as being married to a member of the U.S. Armed Forces.

The James Earl Jones Congressional Gold Medal Act directs the Speaker of the House and the President pro tempore of the Senate to arrange for the posthumous presentation of a Congressional Gold Medal to James Earl Jones, honoring his contributions to the United States and his work promoting inclusion in film and theatre. The Secretary of the Treasury will create the gold medal, and bronze duplicates will be made available for sale to the public.

This bill expresses condolences for the 67 lives lost in the American Eagle Flight 5342 and PAT 25 crash near Ronald Reagan Washington National Airport on January 29, 2025. It recognizes the impact on Wichita, Kansas, and acknowledges the cooperation of officials in responding to the tragedy and assisting the families. The Roberto Clemente Commemorative Coin Act directs the Department of Treasury to mint and issue gold, silver, and half-dollar coins in 2027 to commemorate the life and legacy of Roberto Clemente. The coins' designs will represent Clemente's life, including his baseball achievements and humanitarian work. Surcharges from the coin sales will benefit the Roberto Clemente Foundation, supporting their educational programs, youth sports initiatives, disaster relief efforts, and historic preservation projects. The Act ensures that the coin program will not incur any net cost to the United States government.

The Truck Parking Safety Improvement Act establishes a grant program to expand commercial truck parking and improve safety. The program provides funds to states, local governments, and tribal entities for projects that increase parking availability, improve existing facilities, and use technology to manage parking. The Act also requires a biennial report to Congress on the availability of truck parking and the effectiveness of funded projects. It authorizes $151 million per fiscal year from 2025 through 2029 for these initiatives.

This bill nullifies the Environmental Protection Agency's rule on greenhouse gas emissions from power plants. The rule targeted new, modified, and reconstructed fossil fuel-fired electric generating units. It also set emission guidelines and repealed the Affordable Clean Energy Rule.

The "Supporting Farm Operations Act of 2025" freezes the wage rate for H-2A nonimmigrant workers at the level it was on December 31, 2023, through December 31, 2026. Additionally, the bill directs the Secretary of Labor to use a primary duties evaluation when deciding the required wage for employees who perform multiple duties or tasks.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The "Right to Equitable and Professional Auto Industry Repair Act" or the "REPAIR Act" ensures vehicle owners and independent repair shops have access to necessary vehicle data, repair information, and tools, preventing manufacturers from creating barriers to repairs. It establishes an advisory committee to address competition issues in the auto repair industry and mandates that car buyers are informed of their rights to choose repair options. The Federal Trade Commission (FTC) is empowered to enforce the Act, protecting consumers from unfair restrictions on vehicle repair and ensuring control over their vehicle data.

The Leveling the Playing Field 2.0 Act aims to strengthen U.S. trade laws by addressing unfair subsidies, currency undervaluation, duty evasion, and circumvention of trade remedies. It refines the process for handling successive trade investigations, ensuring that the International Trade Commission considers prior findings and assesses cumulative effects on domestic industries. The act also empowers authorities to counteract cost distortions in foreign countries and prevent importers from avoiding duties. Additionally, it includes provisions related to trade with Canada and Mexico and sets effective dates for new regulations.

This bill expresses support for designating February 15-22, 2025, as "National FFA Week," celebrating the National FFA Organization's role in developing future leaders through agricultural education. It also recognizes the 90th anniversary of New Farmers of America and the 75th anniversary of the Future Farmers of America federal charter.
