The VALOR Act of 2025 establishes a rigorous framework for U.S. policy toward Venezuela, setting strict democratic criteria that must be met before the government is recognized and sanctions are lifted. The bill mandates the diplomatic and financial isolation of the Maduro regime while authorizing targeted support for pro-democracy organizations and humanitarian aid. Additionally, it implements comprehensive economic sanctions to cut off the regime's access to international capital and establishes a structured plan for future assistance and trade once a democratic transition is achieved.

This joint resolution proposes a constitutional amendment to limit the terms of members of Congress. Representatives would be limited to three terms, while Senators would be limited to two terms. Terms served before the amendment's ratification would not count towards these limits. The amendment must be ratified by three-fourths of the states within seven years to become valid.
