It ensures timely written rulings from the Attorney General and establishes a structured appeal process, including hearings before an administrative law judge, with decisions subject to judicial review. This act aims to provide a fair and transparent process for licensees to challenge ATF rulings, with the effective date of rulings postponed during appeals.

The LICENSE Act of 2025 modifies commercial driver's license (CDL) regulations, directing the Secretary of Transportation to update title 49, Code of Federal Regulations, within 90 days. These revisions include requirements for CDL knowledge test examiners and allow states to administer driving skills tests to any CDL applicant, regardless of their residence or training location.

The Veterans Member Business Loan Act amends the Federal Credit Union Act to include loans to veterans as member business loans. The term "veteran" will be defined according to title 38, section 101 of the U.S. Code. This change aims to support veteran entrepreneurship by increasing their access to capital through credit unions. The changes will be effective six months after the enactment of this Act.

This bill renames the Department of Veterans Affairs medical center in Dallas, Texas, to the "Eddie Bernice Johnson VA Medical Center" in honor of Congresswoman Johnson's service to veterans as a nurse and legislator. All references to the medical center will reflect this new designation.

The "Rosie the Riveter Commemorative Coin Act" directs the Department of Treasury to mint and issue gold, silver, and half-dollar coins in 2028 to honor the women who contributed to the World War II Home Front. The coin designs will represent the legacy of these women, with input from the Rosie the Riveter Trust, the Commission of Fine Arts, and the Citizens Coinage Advisory Committee. Surcharges from the coin sales will go to the Rosie the Riveter Trust to support the Rosie the Riveter WWII Home Front National Historical Park and educational programs. This act ensures that the coin minting incurs no net cost to the government and recognizes the invaluable contributions of women during WWII.

The "Veterans Foreign Medical Coverage Equality and Modernization Act of 2025" ensures veterans with permanent and total service-connected disabilities can receive hospital care and medical services outside of the United States. It requires the Department of Veterans Affairs to provide care that meets U.S. standards, including FDA-approved medications, and mandates direct deposit for reimbursements. The Act also directs the VA to modernize its digital services by allowing digital submission and tracking of required forms, and requires a report to Congress on the implementation and effectiveness of these changes.

The "Southern Border Farmers and Ranchers Protection Act" establishes a Southern Border Initiative within the Food Security Act of 1985. This initiative directs the Secretary to provide payments to agricultural producers in specific Texas counties along the southern border. These payments will support conservation practices aimed at repairing damage to agricultural land and infrastructure, addressing natural resource issues in the region with contracts lasting one year.

The "HEADWAY Act" amends the Head Start Act to improve teacher qualifications in Early Head Start programs. It mandates that at least one teacher per classroom has a minimum credential, and other teachers are working towards a Child Development Associate credential. The act also requires Early Head Start agencies to provide mentorship and training opportunities for teachers. This bill designates the United States Postal Service facility located at 107 North Hoyne Avenue in Fritch, Texas, as the "Chief Zeb Smith Post Office." Any reference to this facility will now refer to it as the Chief Zeb Smith Post Office.

The "Preserving Safe Communities by Ending Swatting Act of 2025" amends federal law to criminalize the act of "swatting," where false information is reported to trigger an emergency response. Those who commit swatting would face increased penalties, including fines and imprisonment, especially if serious bodily injury or death results. Additionally, individuals who engage in swatting would be liable for the costs incurred by emergency responders due to the false report.

The "National Law Enforcement Officers Remembrance, Support and Community Outreach Act" aims to support the National Law Enforcement Museum's programs for community outreach, public education, and officer safety and wellness through grants to the National Law Enforcement Officers Memorial Fund. The act authorizes \$6,000,000 to be appropriated to the Secretary of the Interior for each of the first 7 fiscal years after the law is enacted. It requires annual progress reports to ensure accountability and transparency in the use of funds. The Act allows the Secretary to use funds to continue activities the National Law Enforcement Museum was already doing when this law was enacted.

The Laken Riley Act mandates the detention of illegal aliens who commit theft, burglary, larceny, or shoplifting. It empowers state attorneys general to sue the Department of Homeland Security or the Secretary of State for failing to enforce immigration laws, including those related to detention and removal. The bill defines grounds for legal action and requires expedited court proceedings.
