These changes would apply to distributions made after the bill is enacted.

The "Marc Fischer Memorial Act" aims to combat the flow of synthetic drugs, particularly fentanyl, into Federal prisons through the mail. It mandates the Director of the Bureau of Prisons to develop and implement a strategy to equip all Federal correctional facilities with the technology and processes needed to scan mail, protect staff and inmates, and ensure timely delivery of mail copies while maintaining legal mail privileges. The strategy includes assessing current practices, identifying necessary resources, and providing a budgetary proposal for implementation, with ongoing reporting to Congress on its effectiveness.

The "Protecting Veteran Access to Telemedicine Services Act of 2025" enables VA healthcare professionals to use telemedicine for prescribing controlled substances to veterans, even without prior in-person exams. This is intended to increase access to care. The VA Secretary will be responsible for setting the regulations of this new process. The bill does not change existing requirements under the Controlled Substances Act.

The "Safe Passage on Interstates Act of 2025" aims to prevent the obstruction of interstate highways. It establishes penalties, including fines and imprisonment, for individuals who knowingly disrupt traffic flow or endanger vehicles on these highways. Increased penalties are applied if emergency vehicles are obstructed or if a death occurs as a result of the obstruction.

The "AM Radio for Every Vehicle Act of 2025" requires the Department of Transportation to mandate that all new vehicles include AM radio receivers as standard equipment, ensuring continued access to AM broadcasts for drivers. The Act directs the Comptroller General to study the role of AM radio in emergency alerts and allows manufacturers producing fewer than 40,000 vehicles in 2022 at least four years to comply. The rule will sunset 10 years after the enactment of this Act.

The Crime Victims Fund Stabilization Act of 2025 ensures that monetary penalties from False Claims Act cases are deposited into the Crime Victims Fund through fiscal year 2029. This excludes payments to whistleblowers and reimbursements to the government. This will increase the amount of money available to help victims of crimes.

The "Nancy Gardner Sewell Medicare Multi-Cancer Early Detection Screening Coverage Act" expands Medicare coverage to include FDA-approved multi-cancer early detection screening tests starting in 2028. It defines the criteria for these tests, sets payment guidelines, and establishes age and frequency limitations for coverage. The "Protect American Election Administration Act of 2025" prohibits states from accepting or using private donations to administer federal elections, including voter outreach and registration, with an exception for donated space for polling places. This act amends the Help America Vote Act of 2002 to reflect these changes.

The "Fix Our Forests Act" aims to improve forest management and wildfire resilience through landscape-scale restoration, community protection in wildland-urban interfaces, and enhanced transparency and technology. It establishes programs for wildfire risk reduction, reforestation, and biochar development, while also focusing on restoring white oak populations and supporting the families of firefighters. The "Main Street Tax Certainty Act" amends the Internal Revenue Code of 1986 to permanently extend the deduction for qualified business income. This removes the previous expiration date, providing long-term tax certainty for eligible businesses. The change applies to taxable years beginning after December 31, 2025.

This bill mandates the United States Postal Service to establish unique ZIP Codes for specific communities in California, Connecticut, Colorado, Florida, Iowa, Wisconsin, and Wyoming within 270 days. The communities that will be assigned a unique ZIP code are Eastvale, California; Scotland, Connecticut; Castle Pines and Silver Cliff, Colorado; Hollywood, Miami Lakes, and Ocoee, Florida; Urbandale, Iowa; Franklin, Greenfield, Caledonia, Mount Pleasant, and Somers, Wisconsin; and Mills, Wyoming.

The act also allows for contracts with qualified entities for fuel reduction and restoration activities on both Federal and non-Federal lands.

The "Deport Alien Gang Members Act" amends the Immigration and Nationality Act to make alien gang members inadmissible and deportable, defining "criminal gang" as groups of 5 or more involved in criminal activities. It mandates detention for gang-affiliated aliens, makes them ineligible for asylum or temporary protected status, and requires an annual report to Congress. The Act also specifies that gang members are not eligible for parole or other relief under immigration laws, with the amendments being effective immediately upon enactment.
