This resolution supports designating February 15-22, 2025, as National FFA Week, celebrating the National FFA Organization's role in developing future leaders through agricultural education. It also recognizes the 90th anniversary of New Farmers of America and the 75th anniversary of the Future Farmers of America federal charter.

The North Platte Canteen Congressional Gold Medal Act authorizes the Speaker of the House and the President pro tempore of the Senate to present a Congressional Gold Medal to the individuals and communities who volunteered or donated to the North Platte Canteen during World War II. After the presentation, the medal will be given to the Lincoln County Historical Museum in North Platte, Nebraska, for public display. The Secretary of the Treasury is responsible for creating the gold medal, and the United States Mint is authorized to produce and sell bronze duplicates.

The "Bus Rolling Stock Modernization Act of 2025" allows transit agencies to make advance payments for bus purchases without pre-approval or performance bonds. These advance payments are capped at 20% of the total purchase order value and require a signed contract, pre-award authority, and fulfillment of existing oversight and risk assessment requirements.

The ENABLE Act permanently extends provisions that allow for increased contributions to ABLE accounts and rollovers from 529 education savings accounts, providing ongoing financial benefits for individuals with disabilities. It amends the Internal Revenue Code of 1986 to remove the expiration date for increased contributions and ensures the continuation of rollovers from 529 programs to ABLE programs indefinitely. The act also modifies retirement savings contribution definitions and repeals a paragraph from the SECURE 2.0 Act of 2022 to align with these changes. These amendments are effective for taxable years ending after the enactment date of this act and for distributions made after this enactment.

The "Death Tax Repeal Act of 2025" eliminates both estate and generation-skipping transfer taxes, while also modifying gift tax laws. It adjusts gift tax calculations, addresses transfers in trust, sets an initial $10,000,000 amount for calculating tentative tax, and adjusts for inflation. These changes apply to estates of decedents dying, generation-skipping transfers occurring, and gifts made on or after the enactment date of this Act.

The Antisemitism Awareness Act of 2025 requires the Department of Education to consider the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism when evaluating discrimination complaints under Title VI of the Civil Rights Act of 1964, ensuring consistent enforcement against antisemitism in federally funded programs. This bill aims to increase awareness and improve the safety of Jewish communities by codifying the use of the IHRA definition. The Act does not expand the Department of Education's authority, change harassment standards, reduce existing rights, or diminish First Amendment rights.

The "Healthy SNAP Act of 2025" amends the Food and Nutrition Act of 2008, redefining "food" under SNAP to exclude items like alcohol, tobacco, and sugary products, while directing the Secretary to designate specific healthy foods that qualify. It requires the Secretary to consider nutritional value, fat, sugar, and salt levels when designating foods and to review these designations regularly. The bill also ensures prepared meals meet nutritional standards and allows for culturally appropriate food substitutions.

The "Protecting Access for Hunters and Anglers Act of 2025" prevents the Department of Interior and Department of Agriculture from banning or regulating lead ammunition and fishing tackle on federal lands and waters open to hunting and fishing. An exception is allowed in specific areas where lead is scientifically proven to be the primary cause of wildlife population decline, but any restrictions must align with state laws or have the approval of the state's fish and wildlife department. The reasoning for any such prohibition or regulation must be published in the Federal Register.

The "1071 Repeal to Protect Small Business Lending Act" repeals Section 704B of the Equal Credit Opportunity Act, which mandated data collection on small business loans. This repeal aims to reduce compliance costs for financial institutions, especially smaller ones, and improve small businesses' access to credit by removing regulatory barriers. The act also makes related amendments to the Equal Credit Opportunity Act and the Dodd-Frank Wall Street Reform and Consumer Protection Act.

The Enhanced Iran Sanctions Act of 2025 aims to prevent Iran from obtaining nuclear weapons and countering its support for terrorism by imposing sanctions on those involved in logistical transactions of Iranian oil, gas, and petrochemical products. It mandates the President to block the property of sanctioned individuals and entities within the U.S. and deny them U.S. visas, with potential waivers based on national interest. The Act also establishes an Interagency Working Group to coordinate and enhance the enforcement of sanctions against Iran, and encourages the formation of a multilateral contact group with similar countries to coordinate international enforcement of sanctions against Iran. Finally, the Act amends the State Department Basic Authorities Act of 1956 to include identifying individuals or entities involved in activities that violate or evade sanctions under the Enhanced Iran Sanctions Act of 2025.

The "National Right-to-Work Act" aims to protect individual employees' rights to choose whether or not to join or support a labor union. It amends the National Labor Relations Act and the Railway Labor Act to eliminate mandatory union membership or fees as a condition of employment. This ensures that employees cannot be forced to join or contribute to a union against their will. The changes apply to agreements made or renewed after the Act's enactment.

The "Combating Illicit Xylazine Act" aims to combat the misuse of xylazine by classifying it as a Schedule III drug under the Controlled Substances Act, mandating its tracking, and directing the Sentencing Commission to review penalties for related offenses. It also requires reports to Congress on the prevalence, trafficking, and misuse of illicit xylazine. The bill includes exemptions and delayed effective dates for certain requirements to accommodate legitimate animal uses of xylazine.

The "Protect Small Businesses from Excessive Paperwork Act of 2025" amends the filing deadline for pre-existing reporting companies. Companies in existence before January 1, 2024, now have until January 1, 2026, to file their reports.

This bill transfers the responsibilities of the Food for Peace Act from the United States Agency for International Development to the Department of Agriculture. It ensures program continuity by allowing the Secretary of Agriculture to implement immediate regulation amendments and utilize existing statutory authorities. The Department of Agriculture will also continue the Famine Early Warning Systems Network to monitor and mitigate food insecurity. The Secretary of Agriculture is required to consult regularly with the Secretary of State when implementing title II of the Food for Peace Act.

The "Credit Union Board Modernization Act" amends the Federal Credit Union Act to reduce the frequency of board of directors meetings for well-managed federal credit unions. New federal credit unions are required to meet monthly for the first five years, while those with strong ratings must meet at least six times annually after the initial period. Credit unions with lower ratings will still be required to meet monthly.

The "Agent Raul Gonzalez Officer Safety Act" establishes new federal crimes and penalties for individuals who intentionally flee from law enforcement officers while operating a vehicle near the U.S. border. Convictions under this law can lead to imprisonment, fines, and immigration consequences such as inadmissibility or deportation. The Attorney General must submit an annual report to Congress detailing the enforcement and impact of this law.

The Fairness in Fentanyl Sentencing Act of 2025 aims to revise sentencing guidelines for fentanyl-related offenses by reducing the quantity thresholds that trigger mandatory minimum sentences for flunitrazepam and its analogues. It directs the Sentencing Commission to update its guidelines to align with these changes. Additionally, it mandates increased resources for the USPS, including chemical screening devices and personnel, to enhance the detection and interdiction of illegally imported fentanyl and other synthetic opioids.

This joint resolution proposes a constitutional amendment to fix the number of Supreme Court justices at nine. State legislatures must ratify the amendment within seven years, with a three-fourths majority required for approval.

The "Respect State Housing Laws Act" repeals a provision in the CARES Act that restricted states' abilities to enforce their own eviction moratoriums. This change clarifies that state laws regarding evictions should be respected.

The "Regulations from the Executive in Need of Scrutiny Act of 2025" aims to increase transparency and accountability in federal agency rulemaking by requiring congressional approval for major rules with significant economic impact (over $100 million). It establishes procedures for congressional review and approval or disapproval of both major and non-major rules, mandates the publication of guidance documents, and sets expiration dates for major rules. The Act also requires agencies to conduct retrospective reviews of existing rules and includes a regulatory budget to control the costs of regulations. Additionally, the Government Accountability Office must study the number and economic impact of existing rules.
