This legislation aims to keep federal agencies neutral in labor relations while promoting cost savings and opening opportunities for all businesses. Exceptions to this neutrality rule are strictly limited to specific public health, safety, or national security emergencies.

The Land And National Defense Act (LAND Act) imposes strict reciprocal restrictions on foreign entities purchasing U.S. agricultural land, mirroring the limitations a U.S. citizen would face when buying land in the purchaser's home country. It establishes a new Task Force, chaired by the Secretary of Agriculture, to monitor and report on foreign ownership compliance. Furthermore, sellers are required to report all agricultural land sales to foreign purchasers to the Secretary of Agriculture.

The VOTE Act, or Voting Only Through English Act, restricts federal election funding for any state that provides ballots in languages other than English for federal elections. This bill eliminates existing federal requirements that mandate bilingual ballots or assistance in certain jurisdictions. Consequently, states choosing to offer multilingual ballots risk losing federal election administration funds for the entire fiscal year.

The Deportation Compliance Act prohibits U.S. foreign assistance to countries that have been penalized by the Secretary of State for delaying or refusing to accept their own citizens, subjects, nationals, or residents for longer than 180 days. This prohibition remains in effect as long as the country continues to delay or refuse acceptance.

The Sanctuary City Accountability Act establishes a new private right of action allowing U.S. citizens to sue local governments defined as "sanctuary jurisdictions" for crimes committed against them by undocumented aliens. This allows citizens to seek injunctive relief or compensatory damages in federal court if local policies obstruct federal immigration enforcement. A local government is protected from these lawsuits if its actions are mandated by state law.

The GUARD Act amends the Child Abuse Prevention and Treatment Act to protect the rights of parents or guardians to oppose gender identity affirmation interventions for minors whose gender identity is inconsistent with their biological sex. States that discriminate against these parents or guardians will not receive federal funding. Parents or guardians who experience discrimination can sue the Department of Health and Human Services to stop funding to the state.

The "Federal Reserve Board Abolition Act" eliminates the Federal Reserve Board and Federal Reserve Banks one year after enactment, repealing the Federal Reserve Act. During the dissolution period, the Chairman of the Federal Reserve Board will manage the winding down of affairs, and the Office of Management and Budget Director will liquidate assets to maximize returns to the Treasury. The Treasury Secretary will assume outstanding liabilities and, along with the Office of Management and Budget Director, report to Congress on the implementation of the Act.

The English Language Unity Act of 2025 officially declares English as the official language of the United States, requiring federal government business to be conducted in English, with specific exceptions. It also mandates that states encourage English as the official language for state government functions and updates naturalization requirements to ensure new citizens can read key U.S. documents in English. Furthermore, the Act establishes a National English Language Day and sets rules for interpreting federal laws written in English.

The Timely Departure Act mandates nonimmigrant visa applicants (excluding certain visa types and those from visa waiver countries) to pay a bond between $5,000 and $50,000 to ensure timely departure from the U.S. Overstaying a visa results in automatic forfeiture of the bond, ineligibility for future immigration benefits for 4 to 12 years, and prompt removal from the U.S. Asylum seekers must apply before their authorized stay expires, or they will be ineligible. The forfeited bonds will be used for immigration detention and enforcement.

The "UPLIFT Act" aims to enhance cooperation between local law enforcement and federal immigration authorities to combat transnational crime and drug trafficking. It amends existing laws to prevent sanctuary policies that hinder immigration enforcement, clarifies the authority of ICE detainers, and protects jurisdictions that comply with detainers from liability. The act also allows victims of crimes committed by released aliens to sue non-complying jurisdictions.

The "End FEMA Benefits for Illegal Immigrants Act" terminates FEMA's program that funds shelters and services for migrants, which aimed to reduce overcrowding in Customs and Border Protection facilities. It also rescinds any remaining funds allocated to FEMA from previous appropriations acts that were intended for Customs and Border Protection operations.

The SCREEN Act requires online platforms that host or provide pornographic content to implement technology verification measures to prevent minors from accessing harmful material. It mandates that these platforms use reliable age verification methods, undergo regular audits by the Federal Trade Commission (FTC) to ensure compliance, and protect user data collected during the verification process. The FTC is responsible for enforcing the Act, and the Government Accountability Office (GAO) must report to Congress on the effectiveness and impact of these measures. This act aims to protect children from the harmful effects of online pornography.

The "Dismantling Investments in Violation of Ethical Standards through Trusts Act" prohibits senior federal employees, their spouses, and dependent children from owning or trading specific financial instruments like stocks and commodities, with exceptions for diversified investment funds and U.S. Treasury securities. Violators will face financial penalties, including disgorgement of profits and civil fines, and must annually certify their compliance. The Act also mandates a GAO audit and provides additional resources to the Office of Government Ethics for enforcement.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe.
