The Major Richard Star Act allows eligible combat-disabled veterans to receive both their retirement pay and disability compensation. This eliminates the previous offset that reduced retirement pay for those receiving disability compensation. The changes apply to payments beginning the month after enactment.

The "Donut Dollies Congressional Gold Medal Act" directs the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the Red Cross Supplemental Recreational Activities Overseas (SRAO) program members, also known as the Donut Dollies, for their service during the Vietnam War. It instructs the Secretary of the Treasury to create the gold medal, which will be displayed at the Smithsonian Institution and made available for research. The Act also allows for the creation and sale of bronze duplicates of the medal to cover production costs, with proceeds going back to the Mint's Public Enterprise Fund.

The REDI Act amends the Higher Education Act of 1965, allowing student loan deferment for borrowers in medical or dental internships or residency programs. During this deferment, principal payments are not required, and interest will not accrue on the loan.

The Sarah Debbink Langenkamp Active Transportation Safety Act amends the Highway Safety Improvement Program to include projects that connect bike and pedestrian paths and reduce safety risks for vulnerable road users. It allows the federal government to cover up to 100% of the cost for these safety projects and broadens the scope of relevant safety plans to include measures for bicyclists and pedestrians. A "costly medication" is defined as one where the average wholesale price for a one-month supply, plus a 3% transaction fee, exceeds 8.5% of the payment made to the State home for the veteran's care during that month. The "No Wrong Door for Veterans Act" amends and reauthorizes the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program, extending its duration to September 30, 2028, and modifying grant funding to better support veterans. The Act authorizes $5,000,000 annually from 2026 through 2030 for program implementation, including equipment, tagging, personnel, and data sharing among stakeholders. The "Pay Our Troops Act of 2025" ensures that members of the Armed Forces, essential Department of Defense civilians, and contractors continue to receive pay and allowances during periods when regular funding is disrupted. This act provides necessary appropriations to cover these costs for fiscal year 2025. The Act's provisions will terminate upon the enactment of regular appropriations, a continuing resolution that provides funding for the same purpose, or on January 1, 2026.

The "Access to Credit for our Rural Economy Act of 2025" (ACRE Act) aims to bolster rural economies by excluding interest earned on qualified real estate loans by qualified lenders from gross income. These loans must be secured by rural or agricultural real estate, forestland, or related leaseholds, and cannot be made to foreign adversary entities. For single-family residences, the loan must be used for purchase or improvement, with a principal not exceeding $750,000. The Treasury Secretary is required to report to Congress on the impact of this act.

The Aviation Workforce Development Act amends the Internal Revenue Code to allow expenses for aviation maintenance and commercial pilot courses to be considered qualified higher education expenses for qualified tuition programs.
