It encourages the celebration of these professionals and supports educational initiatives to promote diversity and inclusion in the aviation industry. The bill also requests the President to issue a proclamation to recognize the stories and contributions of Black American aviation professionals.

The "PEER Mental Health Act of 2025" aims to improve mental health support in schools by authorizing grants for training teachers, staff, students, parents, and caregivers in mental health first aid. These grants will help individuals recognize mental health symptoms, make appropriate referrals, and respond to immediate distress. A minimum of 25% of grant funds will be allocated to schools in rural areas, with the possibility of reallocation if unused. The Act allocates almost $25 million per year from 2026 to 2030 for these initiatives.

The Gun Trafficker Detection Act requires non-licensed firearm owners to report lost or stolen firearms to the Attorney General and local law enforcement within 48 hours, and it mandates the Attorney General to establish a web-based portal for such reporting. States must allocate a portion of their grant funding to manage data on lost or stolen firearms. The act also establishes penalties for failing to report or for falsely reporting the loss or theft of a firearm, and it updates the national criminal background check system accordingly.

The "IDs for an Inclusive Democracy Act" mandates the Social Security Administration to issue free federal identification cards to U.S. residents who apply within 3 years, functioning similarly to a state-issued ID or driver's license. A task force will be established to determine the requirements for producing and providing the identification. The United States Postal Service, in consultation with the Commissioner of the Social Security Administration, will develop a process, modeled after the passport application process, allowing individuals to apply for the ID through the Postal Service. The Act also authorizes the appropriation of necessary funds to implement the Act.

The One Seat Ride Act requires the Secretary of Transportation to conduct a study on the benefits and challenges of commuter rail systems that allow passengers to travel without transfers. The study will analyze economic, logistical, and quality-of-life factors, and will include a cost-benefit analysis of single-seat trips on New Jersey Transit's Raritan Valley line. A report on the study's findings must be submitted to the House and Senate Transportation Committees within one year.

The Animal Cruelty Enforcement Act of 2025 establishes an Animal Cruelty Crimes Section within the Department of Justice to enforce federal animal cruelty laws, pursue investigations and prosecutions, and coordinate with other agencies. The section is required to submit an annual report to Congress regarding charges, convictions, and investigations. The bill recognizes the connection between animal cruelty and other crimes and aims to address the lack of dedicated enforcement of animal protection laws.

The Poverty Line Act of 2025 updates the calculation of the federal poverty line to more accurately reflect the true costs of basic needs such as housing, childcare, and healthcare, while also accounting for geographic variations and household spending norms. This updated calculation aims to expand eligibility for federal assistance programs. The Act requires regular evaluations and adjustments to the poverty line, ensuring it keeps pace with economic changes and accurately reflects the needs of households striving for economic mobility. It also mandates a report to Congress on necessary updates to federal laws and regulations that rely on the poverty line for program eligibility.

The 9/11 Responder and Survivor Health Funding Correction Act of 2025 amends the Public Health Service Act to improve the World Trade Center (WTC) Health Program by expanding the types of healthcare providers who can conduct mental health evaluations, modifying provider credentialing, clarifying enrollment calculations, and extending the time frame for adding health conditions for WTC responders. The act adjusts the funding formula for fiscal years 2026 through 2090 and requires the Secretary of Health and Human Services to report to Congress on the program's budget, including projected needs through 2090 and recommendations for changes to the funding formula. It also stipulates that remaining funds in the Supplemental Fund, Special Fund, and Pentagon-Shanksville Fund will revert to the Treasury.

The "Make American Flags in America Act of 2025" mandates that U.S. flags displayed on Federal property or bought by Federal agencies be entirely manufactured in the U.S. using 100% U.S.-made materials, in accordance with international agreements. It also directs the Federal Trade Commission to study and report on country-of-origin labeling enforcement for U.S. flags, aiming to improve enforcement and deter violations.

The "Ending DOGE Conflicts Act" mandates that special government employees with financial ties to companies contracting with the federal government must adhere to strict financial disclosure requirements. It requires the Director of the Office of Government Ethics to certify these employees' financial reports and prohibits them from performing official duties until compliance is confirmed.

The "Expanding Child Care Access Act of 2025" introduces a tax credit, up to $5,000, for qualified child care startup expenses incurred by licensed family child care providers. This credit aims to support individuals starting or expanding licensed child care services within their primary residence, covering expenses such as licensing fees, supplies, insurance, and necessary equipment or renovations. The credit is available for a limited time and cannot be claimed for expenses already covered by other deductions or credits.

The "First Rhode Island Regiment Congressional Gold Medal Act" authorizes the creation of a Congressional Gold Medal to honor the First Rhode Island Regiment, a historically significant integrated unit that fought valiantly during the Revolutionary War. The medal will be presented to the Rhode Island State Library for public display and research. The Act also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The "Collision Avoidance Systems Act of 2025" permits and sets performance standards for pulsating light systems on vehicles to help prevent rear-end collisions. It mandates the Secretary of Transportation to update Federal Motor Vehicle Safety Standard Number 108 within 180 days to include these systems. The bill defines a pulsating light system as a high-mounted stop lamp that pulses rapidly up to 4 times within 1.2 seconds upon braking before converting to a continuous light.

The "Delaware River Basin Restoration Program Reauthorization Act of 2025" reauthorizes and modifies the Delaware River Basin Conservation Program. It broadens the definition of the Basin to include Maryland, allows prioritization of funding for projects benefiting small, rural, or disadvantaged communities, and extends the program's operation until 2032.

The "All Access Act of 2025" ensures Members of Congress can access any public building during regular hours by showing their official ID. Access outside of normal business hours requires a 12-hour advance notice to the building head. This act defines "Member of Congress" as a Representative or Senator.

This bill establishes a Department of Peacebuilding within the executive branch to coordinate and promote peace-related efforts, both domestically and internationally, through nonviolent conflict resolution and violence reduction strategies. The department will be led by a Secretary of Peacebuilding and will include offices focused on peace education, domestic and international peacebuilding, technology for peace, and human rights. The Polluters Pay Climate Fund Act of 2025 taxes fossil fuel companies based on their historic carbon emissions to create a fund for climate resilience, adaptation, disaster response, and environmental justice initiatives. The fund will allocate billions annually to FEMA and EPA programs, with a focus on benefiting environmental justice communities. The Act clarifies that it does not preempt existing laws or prevent entities from pursuing climate-related legal claims against polluters. This legislation aims to make the fossil fuel industry contribute to addressing the climate crisis and its impacts.

The "Nobody Elected Elon Musk Act" holds special government employees leading efficiency initiatives accountable for any legal claims against the government arising from their department's actions. This includes violations of labor laws, data privacy, security threats, or misuse of federal funds. The aim is to ensure those leading government efficiency efforts are responsible for their department's compliance with all applicable laws.

The Taxpayer Data Protection Act limits access to the Treasury Department's payment systems to Treasury employees or contractors with satisfactory performance reviews and security clearances. It sets specific criteria for individuals accessing the system, including conflict of interest restrictions, training, and ethics agreements. The Act also mandates the Treasury Department's Inspector General to investigate and report to Congress on any unauthorized system use.

The "HOPE and Mental Wellbeing Act of 2025" mandates Medicare and Medicaid to cover the first three annual primary care visits without cost-sharing. These visits encompass outpatient mental and behavioral health services, general medical care, and care coordination for physical and mental health conditions.
