The HELPER Act of 2025 establishes a new FHA mortgage insurance program to assist first responders, educators, and law enforcement officers in purchasing homes. This program offers eligible first-time homebuyers 100% financing with no down payment required. Instead of monthly premiums, borrowers pay an upfront FHA insurance premium at closing.

The Major Richard Star Act ensures that military retirees with combat-related disabilities can receive both their military retirement pay and VA disability compensation concurrently without reduction. This law removes previous restrictions that caused military retirement pay to be offset by VA disability payments for these specific cases. The changes take effect on the first day of the month following the Act's enactment.

The Maintaining Cooperative Permitting Act of 2025 secures the existing state-run dredge and fill material permitting programs for Michigan, New Jersey, and Florida, preventing the EPA from unilaterally withdrawing approval for these specific programs. It establishes a 90-day transition period for Florida permitting authority and clarifies the process for approving future state programs similar to these established ones. Essentially, the bill locks in the current cooperative federalism structure for wetland permitting in these three states.

The "Pay Our Troops Act of 2025" ensures that members of the Armed Forces, essential Department of Defense civilians, and contractors continue to receive pay and allowances during periods when regular funding is disrupted. This act provides necessary appropriations to cover these costs for fiscal year 2025. The Act's provisions will terminate upon the enactment of regular appropriations, a continuing resolution that provides funding for the same purpose, or on January 1, 2026.

The Stop the Cartels Act aims to combat drug and human trafficking by prioritizing intelligence gathering, blocking funds to Mexico until cooperation barriers are removed, and designating drug cartels as Special Transnational Criminal Organizations. It also stops federal grant money from going to state or local governments that don't follow federal immigration laws and modifies current immigration laws, particularly concerning the treatment of alien minors and asylum eligibility. Additionally, the act reauthorizes and modifies federal programs aimed at preventing and treating substance abuse, increasing funding for certain block grants while eliminating or phasing out several other related programs.

The "End FEMA Benefits for Illegal Immigrants Act" terminates FEMA's program that funds shelters and services for migrants, which aimed to reduce overcrowding in Customs and Border Protection facilities. It also rescinds any remaining funds allocated to FEMA from previous appropriations acts that were intended for Customs and Border Protection operations.

The PLUS for Veterans Act of 2025 aims to protect veterans by clarifying who can assist with VA claims, reinstating penalties for charging unauthorized fees, and ensuring fair representation. It requires agents and attorneys to apply for recognition, limits fees for initial claims, and mandates transparency regarding free services available to veterans. The Act also overrides conflicting state laws to ensure consistent enforcement of these protections.

The Truck Parking Safety Improvement Act establishes a grant program to expand commercial truck parking and improve safety. The program provides funds to states, local governments, and tribal entities for projects that increase parking availability, improve existing facilities, and use technology to manage parking. The Act also requires a biennial report to Congress on the availability of truck parking and the effectiveness of funded projects. It authorizes $151 million per fiscal year from 2025 through 2029 for these initiatives.

This bill expresses support for the Iranian people's desire for a democratic, secular, and nonnuclear republic, while condemning the Iranian regime's human rights abuses, support for terrorism, and attempts to develop nuclear weapons. It affirms the right of the Iranian people to self-determination and supports continued sanctions against the current regime. The bill also calls for the protection of Iranian political refugees in Albania.

The "Supporting Farm Operations Act of 2025" freezes the wage rate for H-2A nonimmigrant workers at the level it was on December 31, 2023, through December 31, 2026. Additionally, the bill directs the Secretary of Labor to use a primary duties evaluation when deciding the required wage for employees who perform multiple duties or tasks.

The "Protecting American Agriculture from Foreign Adversaries Act of 2025" adds the Secretary of Agriculture to the Committee on Foreign Investment in the United States (CFIUS) for agricultural matters. It mandates CFIUS review of agricultural land transactions, particularly those involving entities from China, North Korea, Russia, or Iran, to safeguard American agriculture. This ensures scrutiny of foreign investments in agricultural land and related industries, addressing potential threats to national security. The requirements for a specific country will end if that country is removed from the list of foreign adversaries in section 791.4 of title 15, Code of Federal Regulations.

The "No American Land for Communist China Act" prohibits the President from allowing individuals or entities associated with the Chinese government from purchasing real estate near covered federal lands. Covered lands include those managed by the Departments of Interior, Defense, Agriculture (Forest Service), and Energy, as well as Indian country. This restriction applies to entities with at least 25% equity interest held by Chinese government-affiliated individuals or businesses. The Act defines "United States" broadly to include states, territories, and other U.S. possessions.

The "Protecting Life from Chemical Abortions Act" restricts the Department of Health and Human Services and the FDA, requiring them to enforce Risk Evaluation and Mitigation Strategy (REMS) requirements for abortion drugs, reinstate the in-person dispensing requirement, and prohibits reducing REMS protections until standardized abortion data is collected by the CDC from every state. It also defines key terms such as "abortion," "abortion drug," and "unborn child" and prohibits the HHS secretary from declaring a public health emergency with respect to abortion.

The SBA Disaster Transparency Act requires the Small Business Administration (SBA) to publish reports related to disaster assistance on its website. This ensures transparency by making information accessible to the public after the reports are submitted to Representatives.

The U.S. Citrus Protection Act prohibits the importation of commercially produced fresh citrus fruit from China into the United States. This ban will take effect 90 days after the enactment of the Act.

The "Alien Removal Not Resort Stays Act" terminates federal funding for FEMA's Shelter and Services Program, which provides aid to migrants. Funds will be transferred to Immigration and Customs Enforcement (ICE). ICE will use the funds for enforcement, detention, and removal operations.

The "Make American Flags in America Act of 2025" mandates that U.S. flags displayed on Federal property or bought by Federal agencies be entirely manufactured in the U.S. using 100% U.S.-made materials, in accordance with international agreements. It also directs the Federal Trade Commission to study and report on country-of-origin labeling enforcement for U.S. flags, aiming to improve enforcement and deter violations.

The "Agent Raul Gonzalez Officer Safety Act" establishes federal criminal penalties for evading arrest or detention in a vehicle near the U.S. border, with increased penalties if serious injury or death results. It also makes individuals convicted of this offense inadmissible to the U.S., deportable, and ineligible for immigration benefits. Finally, it mandates an annual report from the Attorney General and Homeland Security Secretary to Congress on the enforcement and impact of this new law.

The Supporting the Local Radio Freedom Act prevents Congress from imposing new performance fees on local radio stations for playing music. It emphasizes the mutually beneficial relationship between broadcasters and the recording industry, where radio provides free publicity that boosts music sales and supports artists. The act recognizes local radio's crucial role in communities by providing news, weather updates, and public service announcements. Ultimately, this bill aims to protect local radio stations and businesses from economic harm, ensuring they can continue serving their communities without additional financial burdens.

This bill expresses support for designating February 15-22, 2025, as "National FFA Week," celebrating the National FFA Organization's role in developing future leaders through agricultural education. It also recognizes the 90th anniversary of New Farmers of America and the 75th anniversary of the Future Farmers of America federal charter.
