The "Defending Domestic Orange Juice Production Act of 2025" mandates that pasteurized orange juice must have a minimum of 10.0% orange juice soluble solids by weight, excluding added sweeteners. This act revises existing standards for pasteurized orange juice, but allows the Secretary of Health and Human Services to modify these standards in the future.

The Period PROUD Act of 2025 increases funding for the Social Services Block Grant Program, earmarking $200 million annually from 2026-2029 for providing menstrual products to low-income individuals. States will distribute these funds to eligible entities, who will then provide free products, conduct community outreach, and improve access to menstrual products. The Department of Health and Human Services will evaluate the program's effectiveness and report to Congress. The "Access to Counsel Act" amends the Immigration and Nationality Act to guarantee individuals undergoing inspection at ports of entry or deferred inspection have access to legal counsel and assistance. The Disaster Assistance Fairness Act amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to improve disaster relief for homeowners in common interest communities. It mandates the President to issue rules for debris removal from residential common interest communities after a major disaster if it poses a threat to life, public health, safety, or economic recovery. The Act also covers the repair of essential common elements in condominiums, manufactured housing communities, and housing cooperatives, provided an individual's share of the repair costs are documented. These changes apply to any major disaster or emergency declared on or after the enactment of this law.

The "Stop Antiabortion Disinformation Act" or the "SAD Act" aims to prevent deceptive advertising related to reproductive health services, particularly concerning contraception, abortion services, or the employment of licensed medical personnel. It empowers the Federal Trade Commission (FTC) to enforce these prohibitions, treat violations as FTC Act violations, and pursue civil actions against violators, including imposing significant civil penalties. The FTC is required to report to Congress on its enforcement activities under this act.

The "Black History is American History Act" amends the Elementary and Secondary Education Act of 1965 to include Black history in American history education programs. It ensures Black history is part of authorized programs, Presidential and Congressional academies, Smithsonian Institution resources, national activities, and the National Assessment of Educational Progress. This act emphasizes the importance of Black history as an integral part of American history.

The "Holocaust Education and Antisemitism Lessons Act" directs the United States Holocaust Memorial Museum to conduct a study on Holocaust education efforts in schools across the country. The study will assess curriculum requirements, teaching methods, materials used, and how students' knowledge and recognition of antisemitism are evaluated. A report on the study's findings must be submitted to Congress.

The "Global Health, Empowerment, and Rights Act" aims to ensure that foreign nongovernmental organizations are eligible for assistance under the Foreign Assistance Act of 1961, part I, regardless of the health or medical services they provide with non-U.S. government funds if such services are legal in their country. It also prevents these organizations from facing stricter requirements than U.S. organizations regarding the use of non-U.S. government funds for advocacy and lobbying.

This bill expresses the House of Representatives' view that Congress should act to maintain the United States Postal Service (USPS) as an independent entity within the Federal Government. It emphasizes the USPS's role as a self-sustaining service vital to the economy and national connectivity. The COVER Now Act allows local governments in states that haven't expanded Medicaid to create their own programs to provide medical assistance to those who would be eligible under Medicaid expansion. The federal government would match a percentage of the costs. States are prohibited from interfering with these local programs. The Department of Health and Human Services will oversee the demonstration project and report to Congress on its impact.

The "Health Care Providers Safety Act of 2025" authorizes the Secretary to award grants to health care providers. These grants will enhance the physical and cyber security of healthcare facilities, personnel, and patients. Funds can be used for security services, upgrades to physical access, cyber security, video surveillance, data privacy, and structural improvements.

The "Chiropractic Medicare Coverage Modernization Act of 2025" seeks to modernize Medicare coverage for chiropractic services. It expands coverage to include all services provided by licensed Doctors of Chiropractic, not just manual spinal manipulation. Doctors of Chiropractic are required to attend an educational webinar to be eligible for Medicare reimbursement. This aims to align Medicare with other healthcare systems and private insurance in recognizing the full scope of chiropractic care.

The "Saving the Civil Service Act" limits the ability to reclassify civil service positions, maintaining competitive service standards. It requires OPM approval for certain position changes and sets restrictions on the number of employees that can be moved between service types during a presidential term. Employee consent is mandated for transfers between different service schedules. The Office of Personnel Management is tasked with creating regulations to implement the provisions of this act.

The Prevent Tariff Abuse Act amends the International Emergency Economic Powers Act to limit the President's power, preventing them from imposing import duties, tariff-rate quotas, or other quotas on goods entering the United States under the authority of that act.

The "Department of Education Protection Act" prevents the Department of Education from using already allocated funds to reorganize in ways that would decentralize, reduce staff, or alter the Department's responsibilities, structure, authority, or functions as they existed on January 1, 2025. This act ensures that the Department of Education continues to focus on boosting student success and equal access through its established offices and institutes.
