It allocates \$50 million annually from 2026 to 2030 to facilitate these improvements in law enforcement practices and community safety.

The Justice for ALS Veterans Act of 2025 ensures that surviving spouses of veterans who die from amyotrophic lateral sclerosis (ALS) receive increased dependency and indemnity compensation. This benefit is provided regardless of how long the veteran had ALS before passing away. The Act applies retroactively to veterans who died from ALS on or after October 1, 2022.

It clarifies the applicable percentage for preferential treatment and restores eligibility for specific articles that previously lost it due to revisions in the Harmonized Tariff Schedule. The "Sickle Cell Disease and Other Heritable Blood Disorders Research, Surveillance, Prevention, and Treatment Act of 2025" aims to improve the treatment and prevention of complications related to sickle cell disease. It amends the Public Health Service Act to broaden the scope of activities eligible for funding through grants, contracts, or cooperative agreements. The act also increases annual funding for these initiatives to $8,205,000 from 2025 through 2029. Congress supports further research into heritable blood disorders, including sickle cell disease, to improve understanding and find cures.

The "Empowering Families in Special Education Act" ensures that parents are informed of their right to include knowledgeable individuals, like service providers, in their child's IEP meetings. This notification must be provided before the first IEP meeting of each school year, empowering families to advocate effectively for their children's special education needs.

The "Kids Access to Primary Care Act of 2025" extends and expands a provision requiring Medicaid to pay primary care providers at least the same rate as Medicare, ensuring more healthcare professionals are adequately compensated for their services. It broadens the types of providers covered and mandates that managed care entities meet these payment standards. Additionally, the Act directs the Secretary of Health and Human Services to conduct a study comparing the number of children enrolled in Medicaid before and after the change, the number of healthcare providers receiving Medicaid payments for primary care before and after the same change in the law, and healthcare provider payment rates for primary care services under Medicaid across states after the change.

The "Voluntary Public Access Improvement Act of 2025" allocates $150 million from 2025-2029 to improve public access to private lands for recreational purposes. A portion of the funds, $3 million, will be used to specifically enhance access to land covered by wetland reserve easements through agreements with state and tribal governments.

Ethan's Law aims to reduce gun violence by promoting responsible firearm storage. It establishes a federal requirement for gun owners to securely store firearms, especially in homes with minors or individuals prohibited from owning firearms, with penalties for improper storage. The law also creates a grant program to assist states and Indian Tribes in implementing similar safe storage laws. Additionally, it expresses the sense of Congress that failing to securely store a firearm constitutes negligence and can establish legal causation for harm resulting from its discharge.

The Tax Administration Simplification Act modifies several key tax procedures. It extends the deadline for S corporations to file election forms, aligns individual estimated tax payment deadlines, and applies the "mailbox rule" to electronic tax submissions and payments, treating the transmission date as the filing date.

The "Air Traffic Control Workforce Development Act of 2025" aims to bolster the air traffic control workforce by enhancing training programs, providing financial support to educational institutions, and improving mental health resources for controllers. It establishes an Enhanced-CTI grant program, promotes the use of Terminal Simulation Systems, and mandates the creation of a mental health training course for aviation professionals. The act also requires reports on airport surveillance technology and radar systems.

The North Platte Canteen Congressional Gold Medal Act authorizes the Speaker of the House and the President pro tempore of the Senate to present a Congressional Gold Medal to the individuals and communities who volunteered or donated to the North Platte Canteen during World War II. After the presentation, the medal will be given to the Lincoln County Historical Museum in North Platte, Nebraska, for public display. The Secretary of the Treasury is responsible for creating the gold medal, and the United States Mint is authorized to produce and sell bronze duplicates.

The ENABLE Act permanently extends provisions that allow for increased contributions to ABLE accounts and rollovers from 529 education savings accounts, providing ongoing financial benefits for individuals with disabilities. It amends the Internal Revenue Code of 1986 to remove the expiration date for increased contributions and ensures the continuation of rollovers from 529 programs to ABLE programs indefinitely. The act also modifies retirement savings contribution definitions and repeals a paragraph from the SECURE 2.0 Act of 2022 to align with these changes. These amendments are effective for taxable years ending after the enactment date of this act and for distributions made after this enactment.
