The Rosa Parks Day Act officially establishes Rosa Parks Day as a legal public holiday in the United States. This amendment updates federal law to include Rosa Parks Day alongside existing holidays like Thanksgiving and Christmas. Consequently, federal employees and operations will observe this new national holiday.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the Freedom Riders, collectively, in recognition of their contributions to the Civil Rights movement. The medal will be displayed at the Smithsonian Institution and other appropriate locations, with bronze duplicates available for sale to the public. It increases payment rates by 6.62% for services provided from April 1, 2025, to January 1, 2026. The bill also updates a section of the Social Security Act to include the years 2021 through 2025 for conforming changes.

The "Holocaust Education and Antisemitism Lessons Act" directs the United States Holocaust Memorial Museum to conduct a study on Holocaust education efforts in schools across the country. It places the National Medal of Honor Monument near the Lincoln Memorial, and overrides location restrictions to allow it to be within the Reserve, as defined in section 8902. All other provisions regarding commemorative works still apply.

The Close the Medigap Act of 2025 aims to strengthen consumer protections and improve transparency in the Medicare supplemental insurance market. It ensures guaranteed issue of Medigap policies regardless of health status, sets minimum medical loss ratios, and prohibits age-based pricing discrimination. The Act also enhances the Medicare plan finder website to provide clearer information about Medigap options and requires transparency in payments to brokers. Finally, the Act restores access to first-dollar Medigap coverage.

The "Assuring Medicare's Promise Act of 2025" aims to bolster the solvency of Medicare's Hospital Insurance Trust Fund by expanding the application of the net investment income tax. It directs revenue from the net investment income tax to the Hospital Insurance Trust Fund and broadens the base of the tax to include trade or business income for high-income individuals, with certain income thresholds and phase-in provisions. This act amends both the Social Security Act and the Internal Revenue Code to ensure the financial stability of Medicare.

The COVER Now Act allows local governments in states that haven't expanded Medicaid to create their own programs to provide medical assistance to those who would be eligible under Medicaid expansion. The federal government would match a percentage of the costs. States are prohibited from interfering with these local programs. The Department of Health and Human Services will oversee the demonstration project and report to Congress on its impact.

The SHARKED Act of 2025 establishes a Shark Task Force to address conflicts between sharks and fishing operations, known as shark depredation. This group will coordinate research and develop strategies, including non-lethal deterrents, to minimize harmful interactions. The bill also authorizes dedicated funding for new research projects focused on understanding and mitigating shark depredation issues.

The Muhammad Ali Congressional Gold Medal Act authorizes the presentation of a Congressional Gold Medal to Muhammad Ali posthumously, in recognition of his achievements as an athlete, civil rights champion, and humanitarian. Following the presentation, the medal will be given to his wife, Lonnie Ali. The Act also permits the creation and sale of bronze duplicates of the gold medal to cover production costs, with proceeds deposited into the United States Mint Public Enterprise Fund.

The Sanction Russian Nuclear Safety Violators Act of 2025 imposes sanctions on foreign individuals or entities that have compromised the safety, integrity, or Ukrainian control of the Zaporizhzhia Nuclear Power Station since Russia's invasion of Ukraine. Sanctions include asset blocking and visa restrictions, with exceptions for international obligations, humanitarian aid, and efforts to restore Ukrainian control. The President may waive sanctions if it is vital to U.S. national security interests, with notification to Congress.

The "Chiropractic Medicare Coverage Modernization Act of 2025" seeks to modernize Medicare coverage for chiropractic services. It expands coverage to include all services provided by licensed Doctors of Chiropractic, not just manual spinal manipulation. Doctors of Chiropractic are required to attend an educational webinar to be eligible for Medicare reimbursement. This aims to align Medicare with other healthcare systems and private insurance in recognizing the full scope of chiropractic care.

This bill renames the Department of Veterans Affairs medical center in Dallas, Texas, to the "Eddie Bernice Johnson VA Medical Center" in honor of Congresswoman Johnson's service to veterans as a nurse and legislator. All references to the medical center will reflect this new designation.
