The "No Vaccine Mandates in Higher Education Act" prevents federal funding from going to colleges or universities that require students or employees to get the COVID-19 vaccine. This prohibition applies to enrollment, employment, or receiving any benefit, service, or contract from the institution. The bill references the Higher Education Act of 1965 to define "institution of higher education."

The "Protecting the Mailing of Firearms Act" aims to allow the mailing of concealable firearms by repealing the existing prohibition in title 18, section 1715 of the United States Code. Additionally, it prevents the Postmaster General from establishing rules that would ban or hinder the mailing of firearms, ammunition, or firearm components, or require the disclosure of sales records or firearm serial numbers.

The "Fight Fentanyl Act" amends the Office of National Drug Control Policy Reauthorization Act of 1998, requiring High Intensity Drug Trafficking Areas (HIDTA) to report on fentanyl trafficking investigations and any limitations in meeting their goals, while allocating \$333,000,000 annually from 2025-2030 for HIDTAs. The "Advancing Water Reuse Act" introduces a tax credit for investments in qualifying water reuse projects. This credit covers 30% of the qualified investment in projects that recycle water at industrial facilities, replace freshwater with recycled water, or expand municipal water recycling systems. This initiative aims to encourage water conservation and sustainable water management practices by incentivizing businesses and municipalities to invest in water reuse technologies. The credit applies to projects started before January 1, 2033.

The "Safeguard American Voter Eligibility Act" mandates that individuals provide documentary proof of U.S. citizenship when registering to vote in federal elections. It amends the National Voter Registration Act of 1993 to include these requirements and directs states to reject applications lacking such proof. The Act also outlines acceptable forms of documentation, verification processes, and penalties for non-compliance, while allowing provisional ballots under certain conditions. Additionally, the Department of Homeland Security must notify state election officials when an individual becomes a naturalized citizen.

The "No Rogue Rulings Act of 2025" limits the scope of injunctions issued by U.S. district courts, restricting them to only apply to the parties involved in the case. An exception is provided for cases involving challenges to executive branch actions brought by multiple states from different circuits, in which a randomly selected three-judge panel may issue broader injunctions. The bill also allows parties to choose whether to appeal injunction decisions to the circuit court or the Supreme Court.

The Neighborhood Homes Investment Act introduces a new tax credit to encourage the construction and rehabilitation of homes in distressed communities. This credit aims to bridge the "value gap" that often hinders development in these areas by incentivizing the creation of affordable homes for qualified low- to moderate-income homebuyers. The Act defines key terms such as "advanced nuclear reactor," "microreactor," and "small modular reactor" to provide clarity and consistency in its application.

The "Combating Organized Retail Crime Act" aims to combat the rise in organized retail theft and related crimes by amending Title 18 of the U.S. Code to include provisions that target the theft, fraud, and illegal redistribution of goods. It also establishes an "Organized Retail and Supply Chain Crime Coordination Center" to coordinate federal, state, and local law enforcement efforts, share information, and track trends related to organized retail crime. The center will work to support training and technical assistance to combat organized retail crime and organized supply chain crime. Finally, the Act requires the evaluation of existing federal programs to identify ways to expand support for state, local, and tribal law enforcement.

This bill nullifies the Department of Energy's rule regarding energy conservation standards for gas-fired instantaneous water heaters. By disapproving the rule, the bill prevents the new energy conservation standards from taking effect.

The "Remote Access Security Act" amends the Export Control Reform Act of 2018 to regulate remote access to items under U.S. jurisdiction by foreign persons. This bill expands export control regulations to include remote access, defining it as access to controlled items by a foreign person via network connection from a different physical location. It broadens the scope of activities, documents, and enforcement measures related to export control to include remote access, aiming to protect national security and foreign policy interests.

The "No Tax Dollars for Terrorists Act" aims to prevent U.S. taxpayer money from supporting the Taliban by requiring the State Department to actively oppose financial support to the Taliban from foreign countries and NGOs, especially those receiving U.S. aid. It mandates reports to Congress on entities supporting the Taliban, the status of direct cash assistance programs in Afghanistan, and the status of the Afghan Fund, including measures to prevent Taliban access to these funds. The Act also requires the development and implementation of a strategy to discourage support to the Taliban, utilizing U.S. foreign assistance as a deterrent.

The "No Paydays for Hostage-Takers Act" aims to deter Iran and other hostile entities from taking U.S. nationals hostage by imposing strict penalties and increasing oversight of Iranian assets. It mandates detailed reports on the use of restricted Iranian funds, requires reviews of sanctions for hostage-takers, and seeks to limit travel for Iranian diplomats at the United Nations. The Act also directs the creation of a strategy to deter hostage-taking and wrongful detention, and calls for assessing the invalidation of U.S. passports for travel to Iran. Finally, the act seeks to freeze and seize Iranian assets internationally.

The "Protecting America's Strategic Petroleum Reserve from China Act" prohibits the Secretary of Energy from selling petroleum products from the Strategic Petroleum Reserve to any entity under the influence of the Chinese Communist Party. It also ensures that petroleum products from the reserve are not exported to China.

The Infrastructure Project Acceleration Act aims to expedite the approval process for large-scale manufacturing projects in the U.S. by exempting "priority manufacturing projects" from certain environmental regulations and limiting judicial review. It prioritizes state and tribal environmental reviews, and designates the D.C. Circuit Court as the sole venue for legal challenges to the Act. This bill intends to streamline the development of significant manufacturing facilities while reducing potential delays from environmental concerns and lawsuits.
