Should the second jury also fail to reach a unanimous agreement, the court is required to impose a sentence other than death.

The "Right to Equitable and Professional Auto Industry Repair Act" or the "REPAIR Act" ensures vehicle owners and independent repair shops have access to necessary vehicle data, repair information, and tools, preventing manufacturers from creating barriers to repairs. It establishes an advisory committee to address competition issues in the auto repair industry and mandates that car buyers are informed of their rights to choose repair options. The Federal Trade Commission (FTC) is empowered to enforce the Act, protecting consumers from unfair restrictions on vehicle repair and ensuring control over their vehicle data.

The "Access Technology Affordability Act of 2025" introduces a tax credit for blind individuals who purchase qualified access technology, such as hardware or software that converts visual information into accessible formats. The credit is capped at $2,000 per blind individual over any three consecutive tax years and will be adjusted for inflation after 2026. This credit is effective for tax years starting after December 31, 2025, and expires after December 31, 2030. It ensures that individuals cannot claim double benefits for the same expenses.

The Leveling the Playing Field 2.0 Act aims to strengthen U.S. trade laws by addressing unfair subsidies, currency undervaluation, duty evasion, and circumvention of trade remedies. It refines the process for handling successive trade investigations, ensuring that the International Trade Commission considers prior findings and assesses cumulative effects on domestic industries. The act also empowers authorities to counteract cost distortions in foreign countries and prevent importers from avoiding duties. Additionally, it includes provisions related to trade with Canada and Mexico and sets effective dates for new regulations.

Expresses support for strengthening public schools through community partnerships, mental health resources, and equitable funding. Aims to advance equity and excellence in public education, ensuring high-quality education for every child through evidence-based practices. Designates the week of February 24-28, 2025, as Public Schools Week.

The "DOC Access Act of 2025" aims to enhance health care coverage under vision and dental plans by ensuring fair payment practices, protecting doctors' choices in labs and suppliers, and respecting state laws. It allows optometrists and dentists to charge their standard rate for non-covered services if the plan's payment is unreasonable, while ensuring they can only charge the contracted rate for dental cleanings. The bill also gives doctors more control over agreement extensions with limited benefit plans and allows them to opt out of certain provisions. Ultimately, this act seeks to balance federal guidelines with state oversight in regulating health insurance issuers and dental or vision benefit plans.

The TRIO Access Act permits colleges to utilize federal tax return information obtained for financial aid purposes to support students participating in specific Federal TRIO programs. This act amends the Higher Education Act of 1965, allowing FAFSA data to be shared with institutions for programs under sections 402D or 402E. It mandates that institutions use FAFSA data solely for financial aid application, award, and administration, including these TRIO programs. Additionally, institutions can request tax return information to determine eligibility for programs under sections 402D or 402E if needed.

The "Secure Rural Schools Reauthorization Act of 2025" extends the Secure Rural Schools and Community Self-Determination Act of 2000, providing continued financial support to states and counties with federal lands through 2026. It extends secure payments, distribution of payments, and the authority for special projects on federal land. Additionally, it extends the Resource Advisory Committee pilot program and makes several technical corrections to the original Act.

The Honor and Remember Flag Recognition Act designates the Honor and Remember Flag as the official national symbol recognizing members of the U.S. Armed Forces who die in the line of duty. It mandates the flag's display at various federal locations on specific holidays, including Armed Forces Day, Memorial Day, and Veterans Day. The bill requires relevant departments to establish regulations for flag display and directs the General Services Administration to procure and distribute the flags.

The Supporting the Local Radio Freedom Act prevents Congress from imposing new performance fees on local radio stations for playing music. The Officer John Barnes Act requires the Bureau to inform claimants of their benefit eligibility determination within 270 days of receiving a claim.

The DRILL Now Act prevents river basin commissions from regulating hydraulic fracturing within the Susquehanna, Delaware, and Potomac River basins unless authorized by the respective State. This ensures that state legislatures have the authority to decide on hydraulic fracturing regulations within their jurisdiction.

This bill expresses support for designating February 15-22, 2025, as "National FFA Week," celebrating the National FFA Organization's role in developing future leaders through agricultural education. It also recognizes the 90th anniversary of New Farmers of America and the 75th anniversary of the Future Farmers of America federal charter.

The Protecting America’s Seniors’ Access to Care Act prohibits the Secretary of Health and Human Services from implementing the minimum staffing level rules for nursing homes that were published by CMS on May 10, 2024. This legislation effectively blocks the enforcement of those specific staffing mandates.

The "Death Tax Repeal Act" eliminates both estate and generation-skipping transfer taxes, effective from the date of enactment. It adjusts gift tax calculations by setting the lifetime gift exemption at $10,000,000, with inflation adjustments after 2011. The Honoring Our Fallen Heroes Act of 2025 expands public safety officer benefits to include deaths and disabilities caused by exposure-related cancers, presuming that certain cancers diagnosed within 15 years of service are line-of-duty injuries if the officer served for at least 5 years. It defines "exposure-related cancer" and allows for updates to the list based on medical evidence, while also permitting individuals to petition for additions. The Act also clarifies "line of duty action" and applies retroactively to claims dating back to January 1, 2020, with a three-year window for filing claims based on these amendments.
