The "Miracle on Ice Congressional Gold Medal Act" authorizes the presentation of three Congressional Gold Medals to honor the 1980 U.S. Olympic Men's Ice Hockey Team for their historic "Miracle on Ice" victory. These medals will be given to the Lake Placid Olympic Center, the United States Hockey Hall of Fame, and the US Olympic and Paralympic Museum for public display. The Act also allows for the creation and sale of bronze duplicates to fund the medal production.

The Drone Espionage Act amends existing law to prohibit the recording and transmission of video of defense information, enhancing protections against espionage. This update to 18 U.S.C. § 793 broadens the definition of prohibited materials to include video, addressing modern methods of information gathering.

This bill designates April 2025 as "Esophageal Cancer Awareness Month" to promote public education, research, and early detection efforts. It encourages federal, state, and local entities, along with nonprofits and the media, to raise awareness about esophageal cancer. The bill also recognizes the need for increased research funding and improved treatment and detection methods, while honoring those affected by the disease.

The Military Moms Act aims to improve maternal health care access and resources for military families. It modifies the TRICARE program to include pregnancy and loss of pregnancy as qualifying life events for enrollment changes. The Act also requires a comprehensive report on maternal health care access within the military health system and updates to the Military OneSource program with detailed maternal health resources, excluding information on abortion. Additionally, Military OneSource counselors will receive training to address the non-medical needs of pregnant beneficiaries.

The Russia-North Korea Cooperation Sanctions Act imposes sanctions on foreign individuals and financial institutions that facilitate arms transfers or provide support to Russia from North Korea for use in Russia's war in Ukraine. It broadens the scope of the North Korea Sanctions and Policy Enhancement Act of 2016 to include material support for Russia's war as a sanctionable activity. The Act also requires the President to regularly report to Congress on North Korea's assistance to Russia and the U.S. strategy to counter such support.

The "Sanctioning Russia Act of 2025" aims to impose significant sanctions on Russia if it refuses to negotiate peace with Ukraine, violates a peace agreement, or initiates further military action against Ukraine. The bill mandates the President to determine and impose sanctions on individuals, entities, and financial institutions affiliated with the Russian government, targeting key sectors of the Russian economy, and restricts trade and financial interactions with Russia. It also increases import duties on goods from Russia and countries purchasing Russian energy products, while providing limited exceptions for humanitarian aid and intelligence activities. The President has the authority to terminate and reimpose sanctions based on Russia's actions.

The "Reentry Act of 2025" amends Title XIX of the Social Security Act to allow states to provide Medicaid coverage to inmates in the 30 days before their release. It also requires the Medicaid and CHIP Payment and Access Commission to submit a report to Congress analyzing health and safety standards in correctional facilities, the impact of this change, and recommendations for further action.

The Iranian Terror Prevention Act mandates the Secretary of State to designate specific organizations as foreign terrorist organizations (FTOs) within 90 days. It directs the President to determine and potentially impose sanctions on these organizations and associated entities within 60 days. The Secretary of State must also regularly report to Congress on new entities that could be designated as FTOs or sanctioned. Finally, the President is required to report to Congress justifying any decisions not to sanction a listed organization.

The "Protect America's Workforce Act" nullifies a 2025 executive order that limited federal labor-management relations programs. It prevents the enforcement of the executive order and prohibits the use of federal funds for its implementation. Additionally, the bill ensures the validity of existing collective bargaining agreements between federal agencies and labor organizations until their original expiration dates.

This bill recognizes and celebrates the 250th anniversary of the U.S. Marine Corps on November 10, 2025. It acknowledges the Marine Corps' distinguished history, readiness, and role as a premier fighting force. The bill also encourages Americans to celebrate the anniversary through various activities and community engagement.

The Safer Skies Act of 2025 expands security screening requirements for air carrier operations that operate under specific regulations, conduct passenger-carrying operations for compensation, offer individual seats in advance, provide publicly available schedules, operate airplanes with more than nine passenger seats, and do not use TSA-managed checkpoints. This act mandates that these operations comply with security screening standards outlined in federal regulations and requires the TSA Administrator to revise rules and policies to ensure compliance.

This bill allows the Coast Guard to retain enlisted members who are close to retirement but facing involuntary separation or denial of reenlistment. It ensures that eligible members with at least 18 years of service are retained until they qualify for retirement, with specific protections for both regular and reserve members. The bill prevents the involuntary discharge or transfer of these members, allowing them to complete their service and receive retirement benefits.

The HELPER Act of 2025 amends the National Housing Act to establish an FHA mortgage insurance program for first responders, including law enforcement officers, firefighters, paramedics, EMTs, and teachers. This program allows the Secretary of Housing and Urban Development to insure mortgages up to 100% of the appraised value for eligible first-time homebuyers, waiving down payment requirements but requiring an up-front mortgage insurance premium. Mortgagors must meet specific eligibility criteria, including being a first-time homebuyer, completing a housing counseling program, and meeting employment and good standing requirements as a first responder. The bill authorizes appropriations for fiscal years 2026 through 2032 and requires reauthorization of the program after 5 years.

The Major Richard Star Act allows eligible combat-disabled veterans to receive both their retirement pay and disability compensation. This eliminates the previous offset that reduced retirement pay for those receiving disability compensation. The changes apply to payments beginning the month after enactment.

The Veterans First Act of 2025 provides $2 billion in funding to the Department of Veterans Affairs for grants to states to construct or improve veteran care facilities. This funding will support nursing homes and domiciliary facilities for veterans. The funding is offset by rescinding $2 billion from unobligated funds available to the United States Agency for International Development.

The Military Spouse Hiring Act amends the Internal Revenue Code to include qualified military spouses as eligible for the Work Opportunity Credit, incentivizing employers to hire them. A qualified military spouse is defined as someone certified by a local agency as married to a member of the U.S. Armed Forces. This change applies to amounts paid and individuals starting work after the Act's enactment.

The "Protect Our Probationary Employees Act" allows federal employees who were involuntarily separated from service between January 20, 2025, and January 20, 2029, to resume their probationary period if reappointed to a similar position in their former agency. The resumed probationary period will only last the duration of the original probationary period. This provision terminates on January 20, 2029.

The Delphi Retirees Pension Restoration Act aims to restore the full pension benefits to eligible participants and beneficiaries under specific terminated pension plans, such as the Delphi Hourly-Rate Employees Pension Plan. It mandates the recalculation of benefits to match the full vested plan benefit, provides for lump-sum payments to cover past underpayments with interest, and funds these increased benefits through existing resources. The bill also includes provisions for the tax treatment of these payments, allowing recipients to spread the income over three years.

The "Pay Our Troops Act of 2025" ensures that members of the Armed Forces, essential Department of Defense civilians, and contractors continue to receive pay and allowances during periods when regular funding is disrupted. This act provides necessary appropriations to cover these costs for fiscal year 2025. The Act's provisions will terminate upon the enactment of regular appropriations, a continuing resolution that provides funding for the same purpose, or on January 1, 2026.
