The It’s About Time Act changes the federal government's fiscal year to align with the calendar year, running from January 1st to December 31st, effective January 1, 2027. This legislation mandates the President to submit a budget for the transition period of October 1, 2026, through December 31, 2026. It also directs the OMB to establish rules for agency transitions and updates existing appropriation laws to reflect the new year-end date.

This bill amends the Dayton Aviation Heritage Preservation Act of 1992 to adjust the boundary of the Dayton Aviation Heritage National Historical Park. Specifically, it expands the park's official boundaries to include approximately one acre of land in Dayton, Ohio. This addition is based on a map dated February 2023 detailing the proposed boundary addition.

The PAPER Act, or Protecting Against Paperless and Electronic Requirements Act, ensures that banks and credit unions must offer customers the option to receive their monthly statements in paper format. This legislation prevents financial institutions from making access to their services contingent solely upon a customer agreeing to go paperless. Essentially, it guarantees the right to receive physical statements.

The Historic Preservation Fund Reauthorization Act extends the life of the Historic Preservation Fund through the year 2035. This legislation also increases the maximum annual funding available for the program from \$150 million to \$250 million. Essentially, this bill ensures continued and increased financial support for preserving historic sites across the nation.

The "Dayton National Cemetery Expansion Act of 2025" authorizes the transfer of approximately 58 acres of land from the Montgomery County Land Bank to the Department of Veterans Affairs at no cost. This land, located near Dayton National Cemetery in Dayton, Ohio, will be used as a national cemetery. The Department of Veterans Affairs must begin the transfer process within 30 days of the offer and complete it within three years.

The Susan Muffley Act of 2025 ensures that eligible participants and beneficiaries under specific pension plans, like the Delphi and PHI retirement programs, receive their full vested benefits. It directs the Pension Benefit Guaranty Corporation (PBGC) to recalculate benefits, provide lump-sum payments for past-due amounts with interest, and establishes a trust fund within the Treasury to cover these increased payments. The act also includes provisions for the tax treatment of lump-sum payments, allowing recipients to spread the income over three years unless they elect otherwise.
